Dalian City issues and implements two standards including the "Technical Specifications for Laundry and Dyeing Services"

From March 1, 2011, two local standards for the laundry and dyeing industry in Dalian, "Technical Specifications for Laundry and Dyeing Services" and "Standards for Classification and Evaluation of Laundry and Dyeing Industry Grades," were officially promulgated and implemented. To gradually standardize the development of the laundry and dyeing industry, the Dalian Laundry and Dyeing Industry Association, together with government departments, industry authorities, and consumer service supervision departments, revised these two standards to strengthen the protection of consumer rights and improve service quality. The revision took one year and was officially promulgated and implemented from March 1.
Compared with the standards issued in 2003, the newly revised standards are more specific and effective. The main revisions of the "Technical Specifications for Laundry and Dyeing Services" are:
1. Added specific content regarding business premises, equipment, and personnel in the basic requirements chapter;
2. Added corresponding specific content in quality requirements;
3. Adjusted quality requirements for delivery time;
4. Added specific content and compensation clauses regarding service quality responsibility;
5. Added requirements for safety protection devices on equipment and facilities in safety and hygiene requirements;
The "Standards for Classification and Evaluation of Laundry and Dyeing Industry Grades" added grading standards for the laundry and dyeing industry based on the original standards, using material factors, management factors, technical factors, service factors, safety and hygiene, and environmental factors as the basis for classification. The service quality reputation grades are divided into 5 levels. Grade evaluations are conducted every three years, with participating units applying voluntarily. The initial evaluation of the first batch of graded stores has already begun.
Currently, there is a wide disparity in the scale, service quality, and reputation of laundry shops in Dalian. Dry cleaning falsely marketed as water washing, substandard washing quality, and low-price competition are still common, causing adverse effects on the laundry market order and failing to effectively protect consumer rights. Using standards to regulate and standardize is a way to follow the path of normalization. Since March 2010, the Dalian Laundry and Dyeing Industry Association has invited industry experts to discuss how to revise these two local standards and has visited different types of laundry shops to collect opinions and finalize the revisions. These two "standards" combine the current situation and characteristics of Dalian's laundry and dyeing industry, possessing strong scientific and rational qualities. They will play an important role in guiding the quality development of laundry personnel, improving service quality, and promoting the healthy and sustainable development of Dalian's laundry and dyeing industry.
The laundry and dyeing industry is a typical service industry related to consumers' daily lives. Consumers can only judge the laundry technology and service quality of laundry shops after sending their clothes for cleaning. According to the requirements of these two "standards," quality requirements, service requirements, service quality responsibilities, and grade qualifications for laundry shops (factories) will be established in Dalian. This will allow consumers to choose laundry services based on service quality grades, which will help protect consumer rights and ensure fair competition in the laundry market. The revision of these two "standards" can effectively strengthen the self-construction of laundry shops, regulate operations according to requirements, improve service quality and reputation grades, thereby driving the overall improvement of service quality in the city's laundry and dyeing industry.
