In response to recent videos aired by multiple news media titled "Reporter Undercover in Laundry Shop Exposes Laundry Industry Secrets," which have attracted widespread attention from consumers and industry professionals, the Tianjin Laundry Industry Association has issued a "Notice on Strengthening Industry Management and Improving Service Quality." It requires Tianjin enterprises to conduct self-inspections, strengthen self-discipline, earnestly implement relevant national standards, standardize in-store facility displays, and strictly comply with the provisions of the "Tianjin Laundry Service Contract Text" to complete laundry services with high quality and quantity assurance.

Notice on Strengthening Industry Management and Improving Service Quality
To all member units and related laundry enterprises:
Recently, news media exposed reporters undercover at Beijing Funait, Pland Laundry Shops revealing "profiteering scandals, mistreatment of clothes, washing shoes in washing machines, and chaotic management," although most of these claims are untrue, we hope everyone takes this as a warning. According to recent research by our association in laundry enterprises, the industry is currently in its peak season with fewer staff and more work. Some laundry shops do not follow laundry operation procedures and neglect service quality, causing an increase in laundry disputes. Therefore, to earnestly implement the national "Laundry Industry Management Measures," "Tianjin Laundry Service Management Measures," Tianjin local standards "Laundry Service Quality Standards," and "Tianjin Laundry Service Contract Text" and other industry standards, cooperate with relevant government departments to strengthen industry management, promote integrity, standardize services, strengthen self-discipline, prosper the market, comprehensively improve the overall level of Tianjin's laundry industry, ensure service quality, protect consumers' legitimate rights and interests, and promote healthy and harmonious industry development, the specific requirements are as follows:
1. All laundry enterprises must earnestly implement the national "Laundry Industry Management Measures," "Tianjin Laundry Service Management Measures," Tianjin local standards "Laundry Service Quality Standards," and "Tianjin Laundry Service Contract Text" and other industry standards, strictly classify dirty and clean clothes for storage, follow input standards and laundry operation procedures, and assign dedicated personnel responsible.
2. Display business licenses prominently at business premises, clearly indicate delivery deadlines and business hours, implement clear pricing, and prominently display the "Tianjin Laundry Industry Price List" at charging locations. The content includes service items, service content, grades, service prices, etc. No fees other than those listed may be charged, and no false or misleading pricing content or methods may be used to commit price fraud.
3. The following violations are prohibited:
(1) Passing off "water washing" as "dry cleaning";
(2) Using inferior dry cleaning equipment to provide laundry services;
(3) Washing clothes with poor-quality chemicals;
4. Before providing laundry services to consumers, true and effective service information must be provided, and truthful and clear answers must be given to consumers' questions or inquiries.
5. When receiving clothes, follow the relevant provisions of the "Tianjin Laundry Service Contract Text" and perform the following procedures:
(1) Listen to consumers' requirements for washing, ironing, dyeing, weaving, etc. of their own clothes; analyze and confirm the fabric properties of the clothes; clearly inform consumers if clothes with blood stains or other health hazards are unsuitable for laundry or cannot be serviced.
(2) When receiving clothes, check pockets for non-laundry items, ensure accessories are complete, clearly indicate any damage, burns, snags, moth holes, stains, and other defects on the clothes to consumers, explain the washing effect on decorations and patterns, and after consumer confirmation, sign and note on the receipt before accepting the clothes.
(3) Clothes washing should be based on the washing labels and textile fabrics marked on the accepted clothes; if there is no washing label, inform the consumer, negotiate and determine the washing method, and note it; if the washing label is incorrect or misleading, inform the consumer promptly.
(4) After washing, dyeing, ironing, and mending, clothes should meet the Tianjin local standard "Laundry Industry Service Quality Standards" or the service quality requirements agreed with the consumer, be neatly folded, and delivered on time.
(5) When the clerk delivers clothes to the consumer, collect the clothes receipt, verify it against the actual items, and after consumer confirmation with no disputes, retrieve the receipt and hand over the clothes to the consumer.
6. Strictly adhere to washing operation procedures, pay attention to the maintenance of washing equipment, ensure dry cleaning agents comply with national regulations, and dry cleaning equipment meets national emission standards.
7. Maintain civilized and honest service, focus on scientific washing, energy saving and emission reduction, improve laundry service quality, and better meet consumers' laundry service needs.
