Notice on Conducting the 2012 Outstanding Brand Survey and Other Activities

To all local laundry and dyeing industry associations, laundry and dyeing enterprises, and all member units:
To implement the "Guiding Opinions of the Ministry of Commerce on Further Developing the Laundry and Dyeing Industry during the 12th Five-Year Plan" (Commercial Service Trade Development [2011] No. 409), and the Ministry of Commerce's "Notice on Carrying out Quality Service Activities in the National Trade Service Sector in 2012," to promote more effective nationwide quality service activities in the laundry and dyeing industry, enhance publicity and promotion of outstanding brands and advanced figures, and build brand image. The Laundry and Dyeing Professional Committee of the China General Chamber of Commerce (hereinafter referred to as the "Laundry Committee") has decided to organize the biennial "China Laundry and Dyeing Industry Well-Known Brand Survey," "National Outstanding Laundry and Dyeing Industry Managers," and "Trustworthy Products of Laundry and Dyeing Enterprises" excellence activities in 2012. The final results of these activities will be officially announced at the "China Laundry and Dyeing Industry Awards Ceremony" held in October 2012.
The implementation plans for each activity are hereby released (see attachment for details). We hope all units will actively cooperate and do a good job.

2012 China Laundry and Dyeing Industry Well-Known Brand Survey Implementation Plan

Since the first China Laundry and Dyeing Industry Brand Survey in 2008, a total of 48 enterprises (items) have been awarded the "China Laundry and Dyeing Industry Well-Known Brand" honor, which has widely recognized the enterprises' reputation and goodwill both inside and outside the industry. This has played a positive role in further promoting brand building in the laundry and dyeing industry and enhancing the image of enterprises and products, producing good social benefits. According to the "Implementation Measures for the China Laundry and Dyeing Industry Well-Known Brand Survey," this year's survey will be conducted from May 1 to July 30, 2012, and the results will be released in September 2012.
I. Survey Targets
National laundry and dyeing service and laundry and dyeing equipment, chemical materials, and auxiliary materials manufacturers with high reputation and goodwill.
II. Survey Content
1. Well-known brands in laundry and dyeing services (including "national brands" and "regional brands");
2. Well-known brands in laundry equipment;
3. Well-known brands in laundry and dyeing chemical materials and auxiliary materials.
III. Survey Methods
1. Application and recommendation phase: May 1 to May 15, 2012. The application fee is 3,000 yuan (including costs related to survey, evaluation, publicity, certification, etc.). Applications can be submitted in the following two ways:
① Enterprise self-application: All national laundry and dyeing enterprises (including laundry and dyeing service enterprises, laundry equipment manufacturers, laundry and dyeing chemical materials, and auxiliary materials manufacturers) can voluntarily apply. Please fill out the "2012 China Laundry and Dyeing Industry Well-Known Brand Application Form" (see Attachment 1) and submit relevant materials.
② Organization recommendation: Local laundry and dyeing industry associations, industry authorities, and related organizations can recommend. Please fill out the "2012 China Laundry and Dyeing Industry Well-Known Brand Recommendation Form" (see Attachment 2) and submit relevant materials.
2. Voting and survey phase: May 15 to May 30, 2012.
① Online voting on China Laundry Network officially opens on May 15. For details, please visit www.chinalaundry.cn. Voting results will be included in the final evaluation.
② Survey questionnaire: A sample questionnaire will be conducted among the public regarding the final applications.
3. Comprehensive evaluation phase: June 1 to June 30, 2012.
4. Review and approval phase: July 1 to August 30, 2012.
5. The survey results will be announced in September on the "China Laundry" website and in the "China Laundry" journal, and notified to local related associations and administrative authorities in the form of documents; the results will also be sent to the Ministry of Commerce and other relevant ministries to provide reference for future industry management by national and local governments.
IV. Related Requirements
1. To comprehensively and objectively reflect the industry situation in this nationwide laundry and dyeing industry survey, all local industry associations and related enterprises are requested to actively cooperate and participate in this survey.
2. The contents of the application forms must be filled out carefully and truthfully.
3. The application form must be stamped with the official seal; if sent by fax or email, the original must also be mailed.
4. For content involving company secrets during the investigation, I will strictly adhere to confidentiality principles.
5. If the participating unit is not selected, 90% of the application fee will be refunded.

2012 National Laundry Industry Outstanding Manager
Selection Implementation Plan

I. Scope and Conditions of Selection
(1) Scope of Selection
Senior management personnel of enterprises nationwide engaged in the laundry industry (including laundry services, laundry equipment manufacturing, and chemical and auxiliary material manufacturing enterprises) with more than three years of management experience.
(2) Participation Conditions
1. Senior management personnel (chairman, general manager, deputy general manager, technical director, chief engineer, etc.) of medium-sized or larger enterprises (more than 100 employees, annual turnover or output value over 10 million yuan).
2. Bachelor's degree or above.
3. Good political qualities and moral character.
4. United and cooperative, broad-minded, consciously maintaining the corporate brand image, skilled at motivating employees' enthusiasm and creativity, leading an excellent team with a strong spirit of unity and good overall appearance.
5. The enterprise is a well-known outstanding company in the national laundry industry.
6. Other outstanding contributions, having received provincial, ministerial, national, or industry-related awards.
II. Application Method
1. Time: May 1 to July 31, 2012.
2. Application method: Enterprises in the national laundry industry that meet the participation conditions can submit application materials to the Laundry Committee before May 30.
3. Application fee is 1000 yuan; if not selected after review, 90% of the fee will be refunded.
III. Related Requirements and Instructions
1. The content of the application form must be filled out carefully and truthfully.
2. The application form must be stamped with the official seal; if sent by fax or email, the original must also be mailed.
3. For content involving company secrets during the investigation, I will strictly adhere to confidentiality principles.
4. The investigation results will be announced in September on the "China Laundry" website, "China Laundry" journal, and other media.

2012 National Laundry Industry Trusted Product Selection Plan

To promote the steady improvement of product quality of laundry equipment and related material manufacturing enterprises, enhance product competitiveness, expand market share, increase brand awareness, strengthen social responsibility, and provide more and better products and services for laundry service enterprises, the Laundry Professional Committee of the China General Chamber of Commerce has decided to hold the "2012 National Laundry Industry Trusted Product Selection" activity. The specific plan is as follows:
I. Scope and Conditions of Selection
(1) Scope of Selection
Enterprises nationwide engaged in the manufacturing and distribution of laundry equipment, chemicals, and auxiliary materials with independent legal person status may voluntarily apply for their related products.
(2) Participation Conditions
1. The products applied for must have complete certifications and have had no quality or safety incidents in the past three years;
2. The enterprise's related business activities must strictly comply with national laws, regulations, and standards, fulfill the legal obligations of producers (sellers), have a sound quality integrity management system, and a low complaint rate;
3. Product quality is stable, and market share is high;
4. After-sales service complies with national regulations, service guarantees are timely and effective, and there have been no complaints about the product in the past two years.
II. Review Implementation
1. Enterprise application stage (before May 15)
Enterprises voluntarily apply for equipment (series products) according to the selection scope and conditions, fill out the "2012 National Laundry Industry Trusted Product Application Form" and related materials, and submit them to the Laundry Committee before May 1. The application form must be submitted in two copies stamped with the company seal; if sent by fax or email, the original must also be mailed to the Laundry Committee;
Applying enterprises must attach great importance to this activity, and the application materials must be true and reliable. For content involving company secrets, the Laundry Committee will strictly adhere to confidentiality principles.
2. Preliminary review stage (May 15 to 20)
The Laundry and Dyeing Committee conducts a preliminary review of the qualifications of participating enterprises according to the selection scope and conditions. Enterprises whose product application materials pass the preliminary review will enter the next stage of selection.
3. Public Survey Stage (May 25 to June 30)
A public questionnaire survey will be conducted on the products that enter the candidate list (accounting for 40% of the final score). The questionnaire will be widely distributed to laundry service enterprises through channels such as "China Laundry Network," "China Leather Care Network," mailed letters, and large-scale events to collect feedback.
4. Expert Review and Comprehensive Evaluation Stage (July 1 to 31)
Experts will be organized to review the products declared by candidate enterprises. The Laundry and Dyeing Committee will conduct a comprehensive review of the previous selection stage (accounting for 60% of the final score) and finally determine the list of "2012 National Trusted Products in the Laundry and Dyeing Industry."
5. Announcement of Selection Results (September)
The Laundry and Dyeing Committee will publish and promote the products finally confirmed as "2012 National Trusted Products in the Laundry and Dyeing Industry" in the "China Laundry" journal, website, and related media, and will award plaques and certificates at the "China Laundry Industry Awards Ceremony" held in September.
III. Post-Supervision
Awarded enterprises should cherish the honor. If complaints arise within one year after the award and cannot be resolved through negotiation and mediation, causing harm to consumer interests and adverse social impact, the honor will be revoked and the plaque will be withdrawn.
IV. Participation Fees
Each applying enterprise shall pay the participation promotion fee before May 15 according to the number of products applied for. The fee is 2,000 yuan per product. After evaluation, products not selected will be refunded 90% of the application fee. The expenses are mainly used for:
1. Expenses related to questionnaires and other investigations during the selection process;
2. Expenses for organizing expert review meetings;
3. Production of plaques and certificates;
4. Expenses related to the commendation conference.
