According to the "Anti-Dumping Regulations of the People's Republic of China" (hereinafter referred to as the "Anti-Dumping Regulations"), on May 31, 2013, the Ministry of Commerce (hereinafter referred to as the investigating authority) officially issued a notice of investigation, deciding to conduct an anti-dumping investigation on imported tetrachloroethylene originating from the European Union and the United States (hereinafter referred to as the investigated product). The investigated product is classified under the "Import and Export Tariff of the People's Republic of China": 29032300.
The investigating authority conducted an investigation on whether the investigated product was dumped and the dumping margin, whether the domestic tetrachloroethylene industry suffered damage and the extent of the damage, as well as the causal relationship between dumping and damage. Based on the investigation results and Article 24 of the Anti-Dumping Regulations, the investigating authority made a preliminary ruling (see attachment) and announced the relevant matters as follows:
1. Preliminary Ruling
The investigating authority preliminarily ruled that during the investigation period of this case, imported tetrachloroethylene originating from the European Union and the United States was dumped, the Chinese tetrachloroethylene industry suffered substantial damage, and there is a causal relationship between the dumping and the damage.
2. Collection of Security Deposits
According to Articles 28 and 29 of the Anti-Dumping Regulations, the investigating authority decided to implement provisional anti-dumping measures in the form of security deposits. From February 18, 2014, import operators shall provide corresponding security deposits to the Customs of the People's Republic of China based on the dumping margins determined for each company in this preliminary ruling when importing tetrachloroethylene originating from the European Union and the United States.
