Recently, the explosion accident at the Yangluo Laundry Factory in Wuhan, Hubei has received high attention from the national laundry and dyeing industry association. The Shaanxi Laundry and Dyeing Industry Association quickly made a decision, requiring enterprises to carry out a major safety production inspection, actively conduct self-inspections, strictly follow operating procedures, and prevent problems before they occur. To all member enterprises, all laundry and dyeing enterprises, and all washing companies:
In response to the explosion at the Yafeng Laundry Industrial Company laundry factory in the living area of Yangluo Power Plant, Xinzhou, Wuhan City, Hubei Province, which caused the immediate death of 2 female workers and injured 9 others, this safety accident serves as a warning and a painful lesson. It is the peak production season, with seasonal changes and the upcoming May Day holiday, which will significantly increase the volume of guest clothing washing and public textile washing. The Shaanxi Laundry and Dyeing Industry Association warns all enterprises to hold special meetings, arrange major safety inspections, assign dedicated personnel with clear responsibilities, ensure daily management of safety conditions, conduct inspections and keep records, and ensure that washing business is completed under the premise of safety production. Actively carry out self-inspection work, strictly follow operating procedures, and prevent problems before they occur. Safety production is more important than Mount Tai. Always remember: Safety first! Life first!
In response to hidden dangers such as aging circuits in laundry workshops and non-standard operation of semi-automatic washing machines, ironing machines, and other equipment, a "Safety Production" themed self-inspection month activity will be launched starting today. The specific arrangements are as follows:
1. Leaders of each enterprise should take the lead in studying national and industry-related safety production laws, regulations, systems, and requirements, truly establishing, correcting, and strengthening safety production awareness;
2. Through various forms such as study sessions, lectures, discussions, and classic case reviews, conduct a widespread employee safety production training and education activity within the enterprise;
3. Within the enterprise, clean up and revise existing safety production rules, regulations, and operating procedures, solidifying the results of safety education through quizzes, operations, and simulation drills;
4. Conduct a comprehensive and detailed safety inspection of the enterprise's production equipment, focusing on the installation, addition, and modification of equipment safety protection devices, leaving no safety blind spots;
5. Establish an inspection team composed of professionally skilled and responsible personnel to focus on inspecting and clearing safety hazards such as electrical leakage protection in production workshops and steam safety valves; especially pressure vessels such as ironing machine drums and steam generators must be regularly inspected according to national regulations, and overdue use is strictly prohibited.
6. After the self-inspection activity ends, the results will be institutionalized, assigned to dedicated personnel, forming a long-term management model and mechanism for enterprise safety production to keep the alarm bell ringing.
All member enterprises should report the results and experiences of their safety production self-inspections to our association for publicity, exchange, and promotion throughout the industry.
To prevent pressure vessel explosion accidents, the most important points are:
1. Safety valves must be inspected annually;
2. Boilers must be inspected annually;
3. Boilers that are old and beyond repair must be scrapped;
4. Well water should not be used for boiler water. The exterior of boilers should be cleaned regularly.
