Notice on Strengthening the Management of Production Safety

To all member units and related laundry and dyeing enterprises:
Currently, the explosion accident at a laundry factory in Yangluo, Wuhan, which caused 3 deaths and 3 serious injuries, is forwarded to you for warning. According to the recent safety production survey of laundry and dyeing enterprises conducted by our association, most enterprise leaders attach importance to production safety, strictly follow operating procedures, and safeguard the vital interests of enterprises and employees. However, with the rapid development and significant equipment capacity expansion in our city's laundry and dyeing industry, safety hazards exist to varying degrees in various enterprises. These problems are caused by defects in safety protection devices of the equipment itself, non-compliance with safety operating procedures, enterprise leaders focusing on production while neglecting safety management, production personnel lacking safety education and self-protection awareness, absence of rules with only a few slogans posted, and regulations being ignored or rendered ineffective, etc.
Therefore, we must not only focus on scientific washing and improving the overall quality of laundry services but also emphasize production safety. Without production safety, there is no safe production. Once an accident occurs, employees get injured, families get distressed, enterprises suffer financial losses, and the industry’s reputation is damaged.
In response to issues such as aging electrical circuits in laundry workshops and non-standard operation of semi-automatic washing machines, ironing machines, and other equipment, the Tianjin Laundry and Dyeing Industry Association requires member units and calls on all laundry and dyeing enterprises in the city to launch a safety production self-inspection month activity themed "Production Safety" starting immediately. The specific arrangements are as follows:
1. Enterprise leaders must take the lead in studying national and industry-related laws, regulations, systems, and requirements on production safety, truly establishing, correcting, and strengthening safety production awareness;
2. Through various forms such as study sessions, lectures, discussions, and classic case reviews, conduct a widespread employee safety production training and education activity within the enterprise;
3. Within the enterprise, clean up and revise existing production safety rules, regulations, and operating procedures, solidifying the results of safety education through quizzes, operations, and simulation drills;
4. Conduct a comprehensive and detailed safety inspection of the enterprise’s production equipment, focusing on the installation, addition, and modification of equipment safety protection devices, leaving no safety blind spots;
5. Establish an inspection team composed of professionally skilled and responsible personnel to focus on inspecting and clearing safety hazards such as electrical leakage protection in production workshops and steam safety valves; especially pressure vessels like ironing machine drums and steam generators must be regularly inspected according to national regulations, and overdue use is strictly prohibited.
6. After the self-inspection activity, formalize the self-inspection results into systems, assign dedicated personnel, and form a long-term management model and mechanism for enterprise production safety to keep the alarm bell ringing.
After the self-inspection, member enterprises shall report the results and experiences of the safety production self-inspection to our association for publicity, exchange, and promotion throughout the industry.
