To colleagues in the national laundry and dyeing industry: On March 4th, General Secretary Xi Jinping presided over a meeting of the Standing Committee of the Political Bureau of the CPC Central Committee to study the key tasks of current COVID-19 epidemic prevention and control and stabilizing economic and social operations. The meeting emphasized the need to combine resumption of work and production with expanding domestic demand, to release suppressed and frozen consumption, and to cultivate and strengthen new and upgraded consumption emerging from epidemic prevention and control, so that physical and service consumption can be replenished. During the epidemic, some medical laundry enterprises fully ensured the washing and disinfection of textiles for medical institutions, standing firm on the front line of epidemic prevention and making indelible contributions to the fight against the epidemic. To thoroughly implement the important speech spirit of General Secretary Xi, conscientiously carry out relevant work deployments, clearly understand the complexity of the current epidemic prevention and control and economic and social development situation, enhance the sense of responsibility and urgency in resuming work and production, persist in epidemic prevention without relaxation, and steadily and orderly promote the resumption of work in the laundry and dyeing industry, the China Commercial Federation Laundry and Dyeing Professional Committee (abbreviated as Zhongxiwei) advocates that the national laundry and dyeing industry combine local epidemic prevention requirements and enterprise realities to resume work appropriately. Discover new consumption demands during this extraordinary period, innovate business models, work together with determination to expand consumption, and make up for industry losses. 1. Strict resumption conditions Resumption should first contact local epidemic prevention leadership institutions and obtain approval before resuming operations. Before resumption, comprehensive sanitation and cleaning work should be done, and if necessary, pass inspections by relevant departments. Enterprises should strictly manage returning staff and resumption, conduct health checks and prepare epidemic prevention materials to ensure that resumption meets safety production and epidemic prevention requirements of enterprises and local governments. Local associations and related enterprises should actively formulate segmented resumption standards for services such as household laundry, public textile, and medical textile washing, cooperating with relevant departments to assess resumption. 2. No slackening in epidemic prevention Enterprises qualified to resume work must strictly comply with local epidemic prevention overall requirements and conscientiously implement the "Laundry and Dyeing Industry Operation Service Prevention and Control Guidelines during the Novel Coronavirus Epidemic" (Attachment 1), standardize washing processes, and operate under the premise of ensuring health and safety. 3. Boost consumer confidence 1) Increasing consumer confidence is the primary task for household laundry enterprises to promote consumption. These enterprises should promptly organize and analyze member data, conduct follow-ups and market surveys, analyze customer consumption needs in their stores and cities, and adjust business projects accordingly. Leveraging industry advantages, they should proactively promote safe washing processes to increase customer confidence. They should also promote resumption sales, cooperate with laundry package services, and issue limited stored-value discounts and coupons to release consumption demand and stabilize customer sources. 2) Relevant departments and local associations should actively create conditions to encourage enterprises to maintain stable consumer groups by providing free or low-cost epidemic prevention materials, increasing consumer loyalty, while improving member information and maintenance. 3) Public textile washing enterprises should prepare well to leverage business recovery. These enterprises mainly provide textile washing services for hotels, catering, aviation, railways, etc., highly dependent on resident travel consumption and hotel stays. It is expected that after the epidemic ends, nationwide tourism and dining will peak. Similarly, public textile washing enterprises will see compensatory growth. To welcome the market recovery boom, they should prepare materials, train personnel, and respond rationally. 4) Medical textile washing enterprises should cultivate emergency response capabilities and establish emergency mechanisms. During the epidemic, almost all medical textile washing enterprises were fully engaged in production. To ensure employee safety and clean, hygienic textiles, medical washing enterprises nationwide spared no cost to guarantee textile supply to medical institutions. 5) In the face of sudden epidemics, strengthen employee infection prevention training; enhance disinfection and supervision in key departments and areas; raise personal protection awareness among staff. Establishing emergency mechanisms and scientifically standardizing washing operation processes is very important. 6) Firmly ensure washing and service quality, promote laundry consumption, and popularize laundry knowledge. It is recommended to post and publicize the "Letter to Laundry Service Consumers" issued by Zhongxiwei (Attachment 2) and the "Trust Code" jointly launched by the China Commercial Federation and Alibaba Local Life (Attachment 3) to enhance residents' consumption confidence. 4. Innovate consumption models 1) Leverage industry advantages to promote home washing and disinfection services. Due to the epidemic, the public has heightened awareness of sterilization and disinfection. The laundry and dyeing industry should combine industry advantages and enterprise realities, focus on consumer laundry and disinfection needs, guide and meet consumer demands for clothing, home textiles, and even home sterilization and disinfection. Expand service scope, guide consumers to correctly understand the importance of home dust removal, mite removal, cleaning care, and sterilization with professional standards and quality services, promote industry upgrading, and meet consumer needs. 2) Guide enterprises to innovate and promote contactless services. Encourage laundry stores to expand contactless door-to-door pickup and delivery services, flexibly allocate staff for these services, broaden store business, and increase laundry consumption. Launch online laundry consultation services, live broadcast safe laundry knowledge, demonstrate standardized operations, promote sales of laundry chemicals and daily necessities to attract consumer attention and continuously expand business channels. 5. Improve management level 1) Pay attention to policies and implement preferential policies. The central and local governments have introduced many policies to help enterprises overcome difficulties and get through tough times. Local associations should actively contact local government departments, understand policies, promptly convey them to enterprises, and track policy implementation to fully utilize preferential policies. Enterprises should timely provide policy suggestions to industry associations to make national and local policies more targeted. 2) Strengthen cost management and rationally adjust pace. Cash flow is the "lifeblood" of enterprise operations. Besides necessary expenditures for upgrading store and factory disinfection levels and other epidemic prevention costs, enterprises should rationally adjust expansion pace, control other expenses, reduce losses, and use cash prudently while protecting their own health and ensuring safe laundry services for customers. 3) Conduct internal training to strengthen enterprise strength. In sudden events, the stability of operations, personnel allocation, and technical support test an enterprise's risk response ability. Take this opportunity to strengthen internal training for management and employees, ensure personnel stability and quality improvement, which is key to smooth business resumption. Systematically train employees, establish correct public opinion guidance, improve work enthusiasm and professional honor, cherish jobs, be dedicated, and reduce employee turnover. Increase protection investment for frontline production employees to let them complete their duties with peace of mind.
