Tianjin Holds Conference to Standardize Industry Operations and Improve Service Quality

On July 25, 2012, the Tianjin Administration for Industry and Commerce and the Tianjin Laundry and Dyeing Industry Association jointly held the "Conference on Regulating Industry Operations and Improving Service Quality" in the conference room on the fifth floor of the Administration for Industry and Commerce. The aim was to improve the technical skills of laundry employees, ensure the quality of laundry services, enhance honest service, reduce laundry disputes, and promote social harmony. Leaders from the Tianjin Administration for Industry and Commerce, the Tianjin Laundry and Dyeing Industry Association, district and county Administration for Industry and Commerce offices, and representatives from some laundry enterprises, totaling more than eighty people, attended the conference.
First, Comrade Wang Shuangtao from the Municipal Administration for Industry and Commerce announced the 12315 laundry complaint reception situation for the first half of 2012 and put forward specific requirements: First, the 12315 complaints about laundry this year increased by 59% compared to the same period last year. Second, the main complaints included: 1. Incorrect washing methods; 2. Failure to carefully inspect clothes upon receipt; 3. Flowering, fading, color transfer; 4. Lost clothes; 5. Consumers unable to pick up clothes on time; 6. Unclear responsibility. Third, the top nine laundry complaints in Tianjin were announced. Fourth, three requirements were put forward to the Laundry and Dyeing Association and laundry enterprises: 1. Do a good job in publicity, promote development through integrity; 2. Improve skills to promote enhancement; 3. Strengthen management to promote development. Fifth, the laundry industry must conscientiously implement the national "Laundry Industry Management Measures." It requires the industry and commerce departments to regulate the laundry industry according to Article 3 of the national "Measures," and operators who violate the "Measures" shall be punished according to Article 22. Article 3 stipulates: The administrative department for industry and commerce is responsible for the registration of laundry enterprises, legally supervises the quality of service products and business conduct, and lawfully investigates and handles illegal acts that infringe on consumers' legitimate rights and interests. Article 4 stipulates: Operators who violate these measures shall be subject to the provisions of laws and regulations if any; if none, the commerce, industry and commerce, and environmental protection departments shall order corrections according to the functions stipulated in Article 3 of these measures. If there is illegal income, a fine of up to three times the illegal income may be imposed, but not exceeding 30,000 yuan; if there is no illegal income, a fine of up to 10,000 yuan may be imposed; and a public announcement may be made.
Chen Qijun, President of the Tianjin Laundry and Dyeing Industry Association, introduced the basic situation of the Tianjin laundry industry at the conference, conducted a comprehensive analysis of laundry complaints in 2011 and the first half of this year, introduced the laundry appraisal procedures of the Laundry Appraisal Committee of the Tianjin Laundry and Dyeing Industry Association, and reported on the implementation of the national "Measures," standards, and laundry contract texts in the laundry industry. He requested that all member enterprises carry out their work well according to the three requirements put forward by the leaders of the Municipal Administration for Industry and Commerce and conscientiously implement the national "Laundry Industry Management Measures."
Tianjin laundry industry expert Yu Tianqi explained seven issues including clothing fabric color fastness, clothing labels, new washing methods for coated clothing fabrics, why down jackets should be washed with water rather than dry cleaned, shrinkage rates of linen curtains, and normal wear and aging of clothing during use. He thoroughly answered various difficult laundry questions raised by laundry enterprises, sharing his decades of work experience openly and honestly, using simple and easy-to-understand language to introduce the most direct and applicable laundry techniques and washing accident handling skills without reservation.
Finally, Director Zhang of the 12315 department of the Municipal Administration for Industry and Commerce gave a comprehensive summary of the conference and put forward specific requirements for future work.
