Beijing launches pilot projects for clean production in ten major service sectors

Recently, the Beijing Municipal Development and Reform Commission officially announced the "Three-Year Promotion Plan for Clean Production Audit in the Service Industry." Over the next three years, Beijing will promote clean production in ten key sectors.
These ten sectors are: medical institutions, schools and research institutes, accommodation and catering, commercial retail, business offices, laundry and dyeing industry, bathing industry, transportation and warehousing logistics, automobile repair and dismantling, and environmental and public facility management.
Among them, the main requirements for the laundry and dyeing industry are: for social laundries and chain laundries (with more than 10 chain units) with a daily washing volume of over 3 tons, the promotion of environmentally friendly dry cleaning machines is required, and open-type dry cleaning machines are strictly prohibited; fully enclosed dry cleaning machines with solvent purification and recovery functions will be promoted. The replacement of phosphorus-free, low-phosphorus, and environmentally friendly detergents will be advanced to reduce the production of toxic and harmful substances; advanced washing equipment such as water-recycling system washing machines and tunnel washing machines (continuous batch washing machines) will be promoted, as well as advanced washing methods such as low-temperature and low-alkali washing.
It is understood that the 318 enterprises and institutions included in this promotion plan concentrate key units from various industries with an annual comprehensive energy consumption of over 5,000 tons of standard coal, as well as typical units that independently promote clean production.
The Beijing Municipal Development and Reform Commission stated that the subsidy amount for clean production audit fees has been increased from the original 50,000 to 100,000 yuan to 100,000 to 150,000 yuan. For pilot units that are public institutions, full subsidies will be given based on the actual audit fees incurred, with a maximum subsidy amount not exceeding 150,000 yuan. For clean production projects proposed for implementation through demonstration and evaluation, financial support of 30% of the total project investment will be provided, with the maximum subsidy amount for a single project not exceeding 20 million yuan.
Regarding this matter, Wang Xueren, President of the Beijing Laundry and Dyeing Industry Association, was consulted by the China Laundry Information Center of the Laundry Committee. He stated that the Beijing Laundry Association participated in the research of this work, and the government will implement preferential policies such as subsidies for equipment upgrades. China Laundry Network will further follow up and report on the specific progress of the laundry and dyeing industry in the "Beijing Clean Production Three-Year Pilot" initiative.
