Ningbo City Launches Special Campaign for Consumer Rights Protection in the Laundry Service Industry

To regulate the business conduct of the laundry service industry and effectively address prominent issues raised by consumers in the laundry service industry, the Ningbo Municipal Administration for Industry and Commerce will organize a special consumer rights protection campaign in the laundry service industry through relevant sub-bureaus.
This work will standardize and govern the business conduct of the laundry service industry through means such as thematic qualification review, administrative interviews, quality sampling inspections, law enforcement inspections, complaint notifications, consumer volunteer experiences, comparative consumption tests, and guiding the industry to establish rules and systems. It aims to effectively solve the prominent consumer issues currently existing in this field. Through this special campaign, laundry operators will be urged to operate legally and with integrity, earnestly assume social responsibility, improve service quality, provide consumers with more and better consumption choices, and promote the healthy and orderly development of the city's laundry service industry.
This special campaign focuses on solving the following six issues: first, "unfair" clauses that exempt operators from their own obligations and increase consumer responsibilities; second, operators abusing their dominant position to infringe on consumers' right to know, charging unreasonably, lacking transparency, and deceiving consumers; third, using counterfeit and inferior laundry products; fourth, using advertising for false publicity to deceive and mislead consumers; fifth, difficulty in defining responsibility after consumer disputes occur, leading to challenges in rights protection; sixth, according to the Opinions on Regulating the Management of Commercial Prepaid Cards forwarded by the General Office of the State Council, inspecting and rectifying violations in the use and management of prepaid consumption cards in the laundry service industry.
The specific tasks of this work are:
1. Conduct a comprehensive inventory of business entities
2. Sample inspect various illegal behaviors
3. Carry out quality sampling inspections of laundry products
4. Establish and improve the industry credit system
5. Establish and improve the industry self-discipline system
6. Standardize relevant contract terms in the industry
7. Establish and improve consumer rights protection service stations
8. Establish a consumer rights protection expert team
9. Organize "comparative" consumption tests
10. Organize "Open Day" activities for consumers
The special campaign will run from June 20th to the end of October. This work will be publicized through local television, radio, newspapers, and other news media, further leveraging the role of the 12315 complaint and report network, smoothing complaint channels, and improving rights protection efficiency. Typical cases with severe impact will be publicly exposed to warn society and remind consumers.
