The Office of the National Standardization Administration issued Document No. 120 in 2012 titled "Approval for the Establishment of the National Laundry and Dyeing Standardization Technical Committee Laundry and Dyeing Service Sub-Technical Committee," agreeing to the application from the Guangdong Provincial Bureau of Quality and Technical Supervision to officially establish the National Laundry and Dyeing Standardization Technical Committee Laundry and Dyeing Service Sub-Technical Committee (abbreviated as Laundry and Dyeing Service SC). It was agreed that the Guangdong Provincial Standardization Association and the Guangdong Laundry and Dyeing Industry Association would jointly undertake the secretariat work of this SC.
The approved National Laundry and Dyeing Standardization Technical Committee Laundry and Dyeing Service Sub-Technical Committee, numbered SAC/TC 520/SC1, is a technical organization engaged in standardization work in the professional field of laundry and dyeing services in China. It is responsible for investigating and analyzing the current status and needs of laundry and dyeing service standardization in China, researching and proposing guidelines, policies, and technical measures for standardization work that align with the development of laundry and dyeing service businesses; organizing the formulation of the laundry and dyeing service standard system table; and proposing plans and annual plans for the formulation and revision of national and industry standards for laundry and dyeing services. In terms of standard formulation, it mainly undertakes the formulation and revision of national standards in areas such as basic laundry service standards, operational standards, and service quality specifications.
The first Laundry and Dyeing Service Sub-Technical Committee of the National Laundry and Dyeing Standardization Technical Committee consists of 17 members. Lu Zhiji serves as the chairman, Ren Fengmei as the vice chairman, Zhang Ruxi as a member and secretary-general, and Shi Jianrong as a member and deputy secretary-general. The 17 members come from relevant units nationwide involved in laundry and dyeing services, including research institutions, inspection and testing agencies, government departments, industry associations, and enterprises, all experts in laundry and dyeing and standardization technology. The SC secretariat is jointly undertaken by the Guangdong Provincial Standardization Association and the Guangdong Laundry and Dyeing Industry Association, with the office located at the Guangdong Provincial Standardization Association. The Guangdong Provincial Bureau of Quality and Technical Supervision is responsible for the daily management of this SC, and the Ministry of Commerce provides business guidance to this SC through the National Laundry and Dyeing Standardization Technical Committee.
Zhang Ruxi, the secretary-general of this SC and senior standardization engineer, stated: The Guangdong Provincial Standardization Association will collaborate with the Provincial Laundry and Dyeing Industry Association to promptly complete the establishment of the SC secretariat and the formulation of rules and regulations. After the secretariat officially begins operation, it will organize and implement the formulation, revision, and review of national and industry standards for laundry and dyeing services according to plans approved by the National Standardization Administration, the National Laundry and Dyeing Standardization Technical Committee, and relevant administrative departments; organize the review of draft national and industry standards for laundry and dyeing services; organize the promotion, implementation, interpretation, and consultation of national and industry standards for laundry and dyeing services; assist the National Standardization Administration and the Laundry and Dyeing TC in supervising the implementation of issued standards; conduct academic exchanges on standardization in this professional field and domestic and international information exchanges; and organize talent training in standardization in this field.
