Hosted by the China General Chamber of Commerce and the China Employment Training Technical Instruction Center, and organized by the Laundry and Dyeing Professional Committee of the China General Chamber of Commerce, with the cooperation of relevant local laundry and dyeing industry associations nationwide, the 8th National Laundry and Dyeing Industry Vocational Skills Competition will be held in Beijing in August 2013.
The 8th National Laundry and Dyeing Industry Vocational Skills Competition is a national level category II competition and an important part of the 2nd China International Laundry and Dyeing Festival. As the most grand and authoritative vocational skills competition in the laundry and dyeing industry, it plays an important role in guiding the vast number of practitioners in China's laundry and dyeing industry to diligently study technology, develop skills on the job, promote the healthy and orderly development of the industry, improve the overall quality of industry practitioners, and strengthen technical exchanges between China and foreign countries. It has received attention from government authorities at all levels and local industry associations and enterprises.
To ensure the smooth progress of this competition, the "Implementation Plan for the 8th National Laundry and Dyeing Industry Vocational Skills Competition" is hereby issued to you. Please prepare actively and jointly organize this competition well.

Implementation Plan for the 8th National Laundry and Dyeing Industry Vocational Skills Competition
1. Organization and Leadership
The 8th National Laundry and Dyeing Industry Vocational Skills Competition has established a competition organizing committee, chaired by Wang Shuyuan, Director of the Laundry and Dyeing Professional Committee of the China General Chamber of Commerce. Vice directors include Song Jian, Deputy Director of the China Employment Training Technical Instruction Center; Liu Yong, Deputy Secretary-General of the China General Chamber of Commerce and Director of the Commercial Vocational Skills Appraisal Center; Pan Wei, Executive Deputy Director and Secretary-General of the Laundry and Dyeing Professional Committee of the China General Chamber of Commerce; and Wang Xueran, President of the Beijing Laundry and Dyeing Industry Association. Members include Jia Weiyi, Wang Houzeng, Ren Fengmei, Chen Qijun, Lu Zhiji, Zhao Longqing, Sheng Qishun, Yang Ze, Wang Baohong, Zhang Yongchen, Xia Xiaoyun, Dong Chao, Wang Jidong, Xu Tianyun, and others. The organizing committee has a secretariat, with Wang Houzeng as Secretary-General, Wang Xueran and Feng Jinna as Deputy Secretaries-General. Members are composed of personnel from relevant departments of the China General Chamber of Commerce and competition organizers. The secretariat office is located at the Laundry and Dyeing Professional Committee of the China General Chamber of Commerce.
2. Competition Items and Specific Content
The competition includes six items: front desk service, stain removal, leather clothing care, leather goods care, garment ironing, and clothing mending.
The competition follows the principle of focusing on practical operation supplemented by theoretical knowledge examination. The score ratio between theoretical knowledge and practical operation is 30:70. The theoretical knowledge exam is based on the "National Occupational Standard for Laundry Workers," and the test content is within the scope of the "National Occupational Qualification Training Manual for Laundry Workers" (basic knowledge, primary, and intermediate volumes) organized and compiled by the China Employment Training Technical Instruction Center. To facilitate participants' review, the organizing committee will publish the "Review Guide for the 8th National Laundry and Dyeing Industry Vocational Skills Competition" on China Laundry Network ( www.chinalaundry.cn ) for participants to download and study.
(1) Front Desk Service
1. Theoretical exam: timed 20 minutes, closed-book written test, question types include multiple choice and true/false.
2. Simulated operation: simulate front desk garment receiving service scene, participants are timed to receive garments from customers and fill out receiving tickets. Assessment includes: standardized garment receiving, fabric identification, washing method selection, description of garment condition, explanation of post-wash effect, service awareness, etc.
3. Participants must bring their own stationery (pencils and colored pens are not allowed).
(2) Stain Removal
1. Theoretical exam: timed 20 minutes, closed-book written test, question types include multiple choice and true/false.
2. Practical operation: timed removal of three types of stains on three types of fabrics.
3. The organizing committee provides stain removal tables and agents. Participants may bring their own stain removal agents (must be registered in advance and approved by the organizing committee before use).
(3) Leather Clothing Care
1. Theoretical exam: timed 20 minutes, closed-book written test, question types include multiple choice and true/false.
2. Practical operation: timed care of a piece of garment leather.
3. The organizing committee provides leather, leather chemicals, spray guns, and bristle brushes. Participants may bring their own leather chemicals (must be registered in advance and approved by the organizing committee before use).
(4) Leather Goods Care
1. Theoretical exam: timed 20 minutes, closed-book written test, question types include multiple choice and true/false.
2. Practical operation: timed care of a piece of leather used for bags.
3. The organizing committee provides leather, leather chemicals, spray guns, and bristle brushes. Participants may bring their own leather chemicals (must be registered in advance and approved by the organizing committee before use).
(5) Garment Ironing
1. Theoretical exam: timed 20 minutes, closed-book written test, question types include multiple choice and true/false.
2. Practical operation: timed ironing of one washed shirt and one pair of trousers.
3. The organizing committee provides ironing tables and steam irons; participants bring other tools (such as ironing cloths, "mantou" pads, etc.) and must register in advance.
(6) Clothing Mending
1. Theoretical exam: timed 20 minutes, closed-book written test, question types include multiple choice and true/false.
2. Practical operation: timed mending of holes on a piece of worsted fabric.
3. The organizing committee provides each participant with a piece of mending fabric and a 9-watt desk lamp; other mending tools must be brought by participants.
3. Competition Procedures
(1) The China Commercial Federation Laundry and Dyeing Professional Committee (hereinafter referred to as "CCF Laundry Committee") authorizes relevant local associations (or national chain enterprises) to organize selection competitions in each sub-division based on applications. Contestants who rank in the top six in each sub-division selection competition may register to participate in the national finals. Each sub-division must submit the list of contestants participating in the national finals to the competition organizing committee by July 15, 2013.
(2) The specific competition organization and implementation methods for each sub-division shall be formulated by the organizer based on the national finals plan and combined with local specific conditions.
4. Schedule and Venue Arrangement of Competition Activities
(1) Sub-division selection competitions: to be completed before July 10, 2013.
(2) Pre-final coaching
Time: August 7, 2013; Venue: China International Exhibition Center (No. 6, North Third Ring East Road, Chaoyang District, Beijing)
(3) National finals and review
Time: August 8 to 9, 2013; Venue: China International Exhibition Center (No. 6, North Third Ring East Road, Chaoyang District, Beijing)
(4) Award ceremony
Time: August 10, 2013; Venue: China International Exhibition Center (No. 6, North Third Ring East Road, Chaoyang District, Beijing)
5. Eligibility Requirements for Contestants
All practitioners engaged in laundry and dyeing professions who hold intermediate worker qualifications (National Vocational Qualification Level 4), intermediate or above vocational qualifications in the laundry and dyeing industry, or have worked in this profession for more than five years, may register to participate in the competition for the corresponding profession (work type). Those who have been awarded the "China Skills Award" or the honorary title of "National Technical Expert" are not allowed to participate as contestants.
6. Registration for Participation
(1) Contestants shall be uniformly registered by each sub-division. Each sub-division must submit the "Summary Registration Form for the 8th National Laundry and Dyeing Vocational Skills Competition" and the "Registration Form for the 8th National Laundry and Dyeing Vocational Skills Competition" of local contestants participating in the national finals, along with the participation fee (500 yuan per contestant, including pre-final coaching materials, application fees, etc.) to the competition organizing committee secretariat by July 15, 2013.
(2) The competition organizing committee will make specific arrangements for the finals based on the registration situation and then notify all registered participating units and contestants of the final details.
(3) After the contestant's registration is approved, they must check in and participate in pre-final coaching on August 7, 2013, as required by the competition organizing committee's notice.
7. Awards
(1) Contestants who achieve first place in each competition item in the national finals will be recommended to the Ministry of Human Resources and Social Security for approval to be awarded the honorary title of "National Technical Expert," along with certificates, medals, and trophies. At the same time, these individuals may apply for promotion to technician (National Level 2) vocational qualification; those who already hold technician qualifications may be promoted to senior technician (National Level 1) vocational qualification.
(2) Contestants who rank 2nd to 10th in the national finals may be promoted to senior worker vocational qualification; those who already have senior worker qualifications may be promoted to technician vocational qualification.
(3) Contestants who pass the national finals will be awarded the honorary title of "National Laundry and Dyeing Industry Technical Expert," along with certificates and medals.
(4) Units that have held regional preliminary competitions and made outstanding contributions in the competition organization process will be awarded the "Excellent Organization Award" and certificates.
8. Judges
All competition events in this competition will be judged by a team composed of personnel qualified as "National Vocational Skills Competition Judges," responsible for the adjudication and supervision of the competition.
9. Coaching and Review
To ensure the competition activities proceed smoothly in an open, fair, and just environment, achieving both excellent results and experience exchange, mutual learning, and technical improvement through the competition, the competition organizing committee will provide coaching to contestants on competition content and important points before the finals. The review materials used will be "Guidance for the 8th National Laundry and Dyeing Vocational Skills Competition."
The competition organizing committee will conduct technical reviews after the finals. Experts involved in question setting and judging will be invited to analyze the theoretical questions, practical operations, overall technical situation, and development trends on-site.
10. Exhibition and Publicity
(1) According to the requirements of the competition organizing committee, conscientiously carry out publicity work for the competition, fully utilizing newspapers, the internet, and other news media to actively expand the coverage of publicity.
(2) The naming rights of competition projects will be selected and determined by the competition organizing committee based on enterprise applications and the specific circumstances of the competition activities. The competition organizing committee welcomes relevant units to actively participate and will award a "Honorary Naming" gold medal to units that obtain the naming rights for the national finals competition projects.
(3) The competition organizing committee welcomes enterprises and units to support the competition in various forms, such as prizes for contestants, gifts, competition materials, equipment, etc. The competition organizing committee will provide a publicity platform for these units and issue honorary certificates.
(4) Relevant units may place promotional boards, hang banners, and play videos at the competition site. Specific arrangements can be coordinated with the competition organizing committee secretariat.
