To all committee member units:
To promote and standardize the work of the association, the "Regulations on the Work of the Laundry Professional Committee of China General Chamber of Commerce" were explained, discussed, solicited for opinions, revised, and publicized at the "2019 China General Chamber of Commerce Laundry Professional Committee Congress" and are now issued for implementation.
Regulations on the Work of the Laundry Professional Committee of China General Chamber of Commerce
Chapter 1 General Provisions
Article 1 The name of this committee is "Laundry Professional Committee of China General Chamber of Commerce" (in English: China General Chamber Of Commerce, Laundry Business Committee or China Laundry Association, abbreviated as CLA), hereinafter referred to as "the Committee".
Article 2 The Committee is a nationwide non-profit association organization voluntarily joined by national laundry service, laundry equipment, related material manufacturing enterprises, local laundry industry associations, and units engaged in laundry-related business, approved by the Ministry of Civil Affairs with the consent of the State-owned Assets Supervision and Administration Commission of the State Council and the Ministry of Commerce. It is a branch of the China General Chamber of Commerce (referred to as "the Chamber").
Article 3 The purpose of the Committee: To abide by the national constitution, laws, and regulations, uphold the legitimate interests of the industry according to the work policy of "reform, unity, technology, and service," pioneer and innovate courageously, promote the improvement of service quality and technological content in the laundry industry, strengthen environmental awareness in the laundry industry, advocate green washing, and strive to continuously improve the overall level of the national laundry industry.
Article 4 The Committee is led by the Chamber, represents the Chamber in managing members engaged in laundry-related activities, develops members, organizes various activities related to the laundry industry, and accepts business guidance from the Ministry of Commerce.
Article 5 The Committee's emblem: Based on the Chamber's emblem pattern, a grass-green "W" shaped water ripple is drawn in the lower third. The overall pattern resembles a washing machine door, with blue and green colors symbolizing the Committee's advocacy of the concept of "scientific development and green washing." (See attachment)
Article 6 The Committee's office is located in Beijing.
Chapter 2 Business Scope
Article 7 The business scope of the Committee:
(1) Act as a bridge and link between member enterprises and industry authorities, reflect the wishes and demands of the industry and enterprises, implement national policies, guidelines, and relevant industry regulations. Timely reflect issues related to industry development and management, and undertake tasks assigned by industry authorities.
(2) Entrusted by the government to formulate national industry development plans, participate in the formulation and revision of various national, industry, and group standards in this industry.
(3) Establish industry regulations and self-discipline mechanisms, self-manage behaviors, promote fair competition among enterprises, improve the overall quality of the industry, and safeguard the overall interests of the industry.
(4) Organize various forms of forums, exchange meetings, exhibitions, expos, and other activities to release and promote new technologies and achievements suitable for industry development, enabling their transformation into productivity in the shortest time.
(5) Promote horizontal economic connections on the principle of mutual benefit, coordinate communication and cooperation between enterprises and associations, and jointly promote technological progress and service level improvement in the industry.
(6) Utilize experts to provide consulting services and offer various forms of consulting to member units.
(7) Conduct international exchange activities, strengthen contacts and exchanges with domestic and foreign peer organizations and agencies, and carry out mutual visits and cooperation.
(8) Industry training to improve practitioners' quality, organizing training, seminars, and information exchange activities around basic laundry theory, professional technology, business management, and professional skills.
(9) Accept government or administrative department entrustment (authorization) to undertake industry agency's review, inspection, evaluation, appraisal, and other work.
(10) Organize and carry out vocational skills competitions and related activities.
Chapter 3 Committee Member Units
Article 8 The Committee's members are group members, collectively called "committee member units (or members)." They are divided into four types: vice-chairman member units, professional office director (deputy director) units, standing member units, and member units.
Article 9 Member units approved to join the Committee simultaneously qualify as "members of China General Chamber of Commerce."
Article 10 Units meeting the following conditions may voluntarily apply to participate and become member units of the Committee:
(1) Laundry associations at all levels or organizations related to the laundry industry, laundry service enterprises, laundry equipment and related product manufacturing and sales enterprises, laundry departments (units) within groups, enterprises (units) engaged in washing and maintenance of clothing, shoes, hats, textiles, and leather products, and units engaged in laundry-related education, training, and research. These units should be legally registered and have valid business qualifications.
(2) Abide by laws and regulations, operate with integrity, manage properly, and have no bad credit records.
(3) Enterprises or business units with a certain production scale and certain national or local reputation or influence.
(4) Support these regulations and the "China General Chamber of Commerce Charter," fulfill member obligations, actively participate in association activities, and pay membership fees as required.
Article 11 The membership admission procedures are:
(1) Submit the Committee membership application form and provide legal person certificate, business license, and related supplementary materials;
(2) After review by the Committee Secretariat, send or transmit the admission notice online;
(3) Upon receipt of the admission notice, pay the relevant fees, receive the "plaque" and "certificate," and become a "member of China General Chamber of Commerce and the Laundry Professional Committee" unit (valid for 2 years);
(4) To withdraw, return the membership certificate and remove related signs.
Article 12 Members enjoy the following rights:
(1) The rights to vote, be elected, and participate in decision-making in related elections and voting activities held by the Committee;
(2) Participate in activities organized by the Committee;
(3) Priority access to services provided by this association;
(4) The right to criticize, suggest, and supervise the work of this association;
(5) Free access to related information services provided by this association, such as the "China Laundry" journal, membership in the "China Laundry Committee Members" WeChat and QQ groups, the "China Laundry" website, and directory services;
(6) Voluntary membership and freedom to withdraw.
Article 13 Members shall fulfill the following obligations:
(1) Implement the resolutions of this association;
(2) Safeguard the reputation and authority of this association and the chamber of commerce;
(3) Actively participate in activities organized by this association and complete tasks entrusted by it;
(4) Pay membership fees as required;
(5) Timely report relevant situations to this association and provide related information and materials;
(6) Actively contribute ideas and plans for the management and development of this association, making due contributions to leveraging the overall advantages of this association.
Article 14 Member units exhibiting the following behaviors shall be expelled after discussion and resolution by the director committee:
(1) Seriously violating these regulations and the "Articles of Association of the China Commercial Federation" or engaging in irregular business practices that cause adverse effects in the industry and society;
(2) Seriously damaging the reputation of this association or other member units and failing to correct in a timely manner;
(3) Failure to pay membership fees for two consecutive years shall be deemed automatic withdrawal.
Chapter 4 Organizational Structure
Article 15 The director, full-time deputy director, and secretary-general are members of the working team of this association.
Article 16 According to the relevant provisions of the implementation rules for the management of chamber of commerce branches, the director of this association is nominated by the legal representative of the chamber of commerce and appointed after review by the board of directors of the China Commercial Federation.
Article 17 The appointment and adjustment of the full-time deputy director, deputy director, and secretary-general of this association shall be nominated by the director, approved by more than half of all deputy directors, and submitted to the China Commercial Federation for approval.
Article 18 The member units of this association consist of deputy director member units, professional office director and deputy director units, standing committee member units, and member units.
Article 19 The director and deputy directors shall be re-elected every five years.
Article 20 The highest decision-making body is the committee representative assembly, whose powers are:
(1) Formulate and amend regulations;
(2) Elect and remove officials;
(3) Review the work report and financial report of the board of directors;
(4) Decide on termination matters;
(5) Discuss and decide on the work guidelines and major issues of this association.
Article 21 The committee representative assembly must have attendance of more than two-thirds of the committee representatives to convene. Its resolutions shall take effect only after being approved by more than half of the attending committee representatives.
Article 22 The standing board of directors shall hold a meeting once a year; in special circumstances, other forms may be used.
Article 23 The director, deputy director, and secretary-general must meet the following conditions:
(1) Adhere to the party's line, principles, and policies, have good political quality, comply with national laws and regulations, and understand relevant national policies;
(2) Have significant influence in the business field of this association and strong work ability;
(3) Be enthusiastic about association work, with strong dedication and spirit of devotion;
(4) The director, full-time deputy director, deputy director, and secretary-general shall comply with the chamber of commerce's articles of association, generally with a maximum age of 70 years. The term shall not exceed two terms. Extensions due to special circumstances require separate approval by the chamber of commerce.
Article 24 The director of this association is the legal representative and exercises the following powers:
(1) Preside over the overall work of this association;
(2) Convene and preside over the standing board of directors, supervise and inspect the implementation of resolutions of the committee representative assembly and the standing board of directors;
(3) Nominate and recommend candidates for deputy director and secretary-general;
(4) Sign important documents on behalf of this association and attend related activities.
Article 25 The full-time deputy director exercises the following powers:
Assist the director in work and manage specific tasks by division.
Article 26 The secretary-general exercises the following powers:
(1) Carry out work under the leadership of the director;
(2) Preside over the secretariat to carry out daily work and organize the implementation of the annual work plan;
(3) Nominate deputy secretary-generals and heads of various offices, subject to director's approval;
(4) Handle other daily affairs.
Chapter 5 Membership Fee Collection
Article 27 Implement the chamber of commerce membership fee standards. Member units shall pay membership fees on time each year as follows:
(1) Deputy director member units: 10,000 yuan per year;
(2) Professional office director (deputy director) units: 5,000 yuan per year.
(3) Standing committee member units: 3,000 yuan per year.
(4) Member units: 1,000 yuan per year;
Chapter 6 Asset Management and Usage Principles
Article 28 Sources of the Association's Funds:
(1) Membership fee income;
(2) Donations and related fee income;
(3) Income from paid services within the approved business scope;
(4) Income from various training, exhibitions, and display activities;
(5) Other lawful income.
Article 29 The Association charges activity fees in accordance with relevant regulations.
Article 30 The Association's funds must be used for the business and development specified in these regulations.
Article 31 The Association strictly implements the financial management system of the state and the chamber of commerce to ensure accounting work is legal, truthful, accurate, and complete.
Article 32 When the director, secretary-general, or financial officer is transferred or leaves, handover procedures must be carried out according to relevant association management regulations.
Article 33 The Association's assets shall not be occupied, divided, or misappropriated by any unit or individual.
Chapter 7 Procedures for Amending the Regulations
Article 34 Amendments to the Association's regulations shall first be proposed by the secretary-general, reviewed by the director's office meeting, and passed by the executive council before being submitted to the members' representative assembly for deliberation.
Article 35 The amended regulations must be filed with the relevant authorities within 15 days after approval by the members' representative assembly.
Chapter 8 Termination Procedures and Disposal of Property After Termination
Article 36 If the Association needs to change or terminate due to national policies or other reasons, the board of directors or executive council shall propose a termination agreement and notify all members.
Article 37 Before termination, the Association shall settle debts and handle aftermath matters. During liquidation, no activities other than liquidation shall be carried out.
Article 38 The remaining property after termination shall be handled according to relevant national laws, and the results shall be reported to all members.
Chapter 9 Supplementary Provisions
Article 39 These regulations shall take effect immediately upon issuance.
Article 40 The right to interpret these regulations belongs to the Association's Secretariat.
