Specific Arrangements for the 10th National Laundry and Dyeing Industry Vocational Skills Competition

To the competent departments of the laundry and dyeing industry in all provinces, autonomous regions, and municipalities directly under the Central Government, local laundry and dyeing associations (chambers of commerce), all laundry and related enterprises, and all member units:

The 10th National Laundry and Dyeing Industry Vocational Skills Competition will be held from September 26 to 28, 2017, at the Old Hall of the China International Exhibition Center. The specific arrangements for the event are as follows:

1. Competition Items and Specific Content

This competition includes six events: the "Sunlight Cup" Laundry and Dyeing Knowledge Competition, the "Elephant King Cup" Stain Removal Skills Competition, the "Shagen Cup" Leather Care Skills Competition, the "Hanno Cup" Shoe Care Skills Competition, the "Zhengzhang Cup" Garment Ironing Skills Competition, and the "Senter Cup" Clothing Mending Skills Competition.

The Laundry and Dyeing Knowledge event uses a Q&A format, while other events focus mainly on practical operation combined with theoretical knowledge exams. The score ratio between theoretical knowledge exams and practical operation exams is 2:8. The theoretical knowledge exam is based on the "National Occupational Standards for Laundry Workers," with questions selected from the "10th National Laundry and Dyeing Industry Vocational Skills Competition Review Guide" compiled according to the national vocational training materials. The guide can be downloaded from the China Laundry website or obtained at the competition site.

(1) "Sunlight Cup" Laundry and Dyeing Knowledge Competition

1. Theoretical Exam: Limited to 30 minutes, assessed in a Q&A format, including multiple-choice, true/false, fill-in-the-blank, and short answer questions. Questions are selected from the "10th National Laundry and Dyeing Industry Vocational Skills Competition Review Guide," with some additional questions from published laundry industry standards, regulations, or practical operation-related supplementary questions.

2. The organizing committee provides question boards, markers, and other tools.

(2) "Elephant King Cup" Stain Removal Skills Competition

1. Theoretical Exam: Limited to 20 minutes, closed-book written test, including multiple-choice and true/false questions.

2. Practical Operation: Limited to 30 minutes. Identify three types of fabrics and three types of stains on them, and remove the stains.

3. The organizing committee provides stain removal machines and agents. Contestants may bring their own stain removers (must be registered in advance and approved by the organizing committee before use).

(3) "Shagen Cup" Leather Care Skills Competition

1. Theoretical Exam: Limited to 20 minutes, closed-book written test, including multiple-choice and true/false questions.

2. Practical Operation: Limited to 45 minutes, complete color restoration and repair on a piece of oil wax leather.

3. The organizing committee provides leather, leather chemicals, spray guns, and bristle brushes. Contestants may bring their own leather chemicals (must be registered in advance and approved by the organizing committee before use).

(4) "Hanno Cup" Shoe Care Skills Competition

1. Theoretical Exam: Limited to 20 minutes, closed-book written test, including multiple-choice and true/false questions.

2. Practical Operation: Limited to 60 minutes to complete the decoration and care of a piece of leather shoe leather.

3. The organizing committee provides shoe leather, leather chemicals, spray guns, and bristle brushes. Contestants may bring their own leather chemicals (must be registered in advance and approved by the organizing committee before use).

4. Leather Chemicals: Provided by Beijing Hanno Leather Craft Technology Development Co., Ltd.

(5) "Zhengzhang Cup" Garment Ironing Skills Competition

1. Theoretical Exam: Limited to 20 minutes, closed-book written test, including multiple-choice and true/false questions.

2. Practical Operation: Limited to 30 minutes, ironing one pure wool washed suit jacket and one pair of trousers.

3. The organizing committee provides ironing tables and steam irons. Contestants bring other tools (such as ironing cloths, "mantou" pads, etc.) and must register in advance.

4. Ironing Table: Yousa SP-3 multifunctional suction and blowing dual-use ironing table (provided by Beijing Yousa Laundry Equipment Co., Ltd.)

(6) "Senter Cup" Clothing Mending Skills Competition

1. Theoretical Exam: Limited to 20 minutes, closed-book written test, including multiple-choice and true/false questions.

2. Practical Operation: Limited to 150 minutes, patching a 2 cm diagonal slit on pure wool gabardine fabric using the darning method.

3. The organizing committee prepares one piece of mending fabric and one 9-watt desk lamp for each contestant. Other mending tools are to be brought by the contestants themselves.

3. Awards

(1) Contestants who win first place in each event at the national finals will be recommended to the Ministry of Human Resources and Social Security for approval to be awarded the honorary title of "National Technical Expert," along with certificates, medals, and trophies. At the same time, these individuals may apply for industry skill certificates issued by the China Commercial Federation's Vocational Skills Appraisal and Guidance Center, which can promote them to technician professional qualifications. Those who already hold technician (level 2) qualifications may be promoted to senior technician (level 1) qualifications. Those who win first to third place will be awarded certificates, trophies, and medals by the China Commercial Federation.

(2) Contestants who place 2nd to 10th in the national finals may receive industry skill certificates issued by the China Commercial Federation's Vocational Skills Appraisal and Guidance Center, which can promote them to senior worker (level 3) professional qualifications. Those who already hold senior worker (level 3) qualifications may be promoted to technician (level 2) professional qualifications.

(3) Contestants who pass the national finals will be awarded the honorary title of "National Laundry and Dyeing Industry Technical Expert" and will receive certificates and medals.

(4) Units that have held regional preliminaries and made outstanding contributions in organizing the competition will be awarded the "Excellent Organization Award" and issued certificates.

4. Competition Registration

(1) Each national division must submit the list of contestants participating in the national finals to the competition organizing committee by August 25, 2017. Contestants from divisions that did not report, failed to submit materials, or regions without exclusive qualification can apply for registration with the organizing committee after August 26. Quotas for each event are limited; the organizing committee will review registrations in order of submission. Registration is successful after submitting materials and completing payment, after which contestants will be added to the competition WeChat group.

(2) Due to limited quotas, timely registration is recommended. On-site registration and payment are not accepted.

1. Contestants are responsible for their own transportation, meals, and accommodation.
