Notice on Holding the Training Course for Judges of the Laundry and Dyeing Industry Vocational Skills Competition

To all laundry and dyeing industry associations and related units, members of the laundry and dyeing professional committee, and laundry and dyeing industry referees:
To promote the healthy development of the laundry and dyeing industry and improve the competitive level of vocational skills competitions in the laundry and dyeing industry, in conjunction with the organization of laundry and dyeing industry competitions in China, the Laundry and Dyeing Professional Committee of the China General Chamber of Commerce (hereinafter referred to as "CGCC Laundry and Dyeing Committee") will conduct training for referees in professions such as laundry masters and leather care workers from April 6 to 8, 2017. The specific matters are hereby notified as follows:
1. Training Targets
(1) Personnel who have not obtained the qualification of laundry and dyeing industry referees;
(2) Personnel who have obtained the qualification of laundry and dyeing industry referees, whose employment period has expired for four years and need retraining (i.e., those who participated in the 2009 and 2013 training and obtained qualifications).
2. Application Conditions
(1) Love their job, possess good professional ethics and psychological quality.
(2) Have worked in this profession (work type) for more than 15 years and have received high honors in the technical and skill aspects of this profession (work type).
(3) In principle, should have senior assessor qualifications in this profession, technician or above professional qualifications, or intermediate or above professional technical positions in this specialty.
(4) For those attending referee training for the first time, the age should be under 60 years old, in good health, and capable of performing referee duties.
(5) Have rich theoretical knowledge, practical work experience, high professional skills, and refereeing ability in this profession (work type), and have experience refereeing national or provincial vocational skills competitions.
3. Training Content
(1) Lectures by the China Employment Training Technical Instruction Center on policies, refereeing conditions, methods, psychology, and other courses related to vocational skills competition refereeing;
(2) Senior referees in the laundry and dyeing industry introduce refereeing experience and explain competition scoring standards;
(3) Industry knowledge expansion — knowledge of luxury goods and their authenticity identification;
(4) Examination conducted by the Competition Department of the China Employment Training Technical Instruction Center;
(5) Visit to a modern central washing factory with a daily washing volume exceeding 10,000 pieces; the factory does not accept individual visits.

5. Training Certification and Annual Review
(1) Referees who participate in the training and pass the exam will be issued the "National Commercial Service Industry Competition Referee" certificate and card by the Vocational Skills Appraisal Guidance Center of the China General Chamber of Commerce. Those who obtain the card will be included in the management of commercial service industry competition referees and will be qualified to participate in national laundry and dyeing vocational skills competitions and national commercial service industry vocational skills competition refereeing work.
(2) To continuously improve the quality of referees and manage them dynamically, the Vocational Skills Appraisal Guidance Center of the China General Chamber of Commerce will conduct an annual review of referees every two years based on their work performance and the evaluation opinions of the CGCC Laundry and Dyeing Committee, and register the review on their certificates; every four years, a knowledge update training and assessment will be conducted, generally arranged one month before the certificate expires.
6. Registration Method
(1) Referees participating in retraining and new applicants who meet the conditions should truthfully fill out the "Laundry and Dyeing Industry Vocational Skills Competition Referee Application Form" as required and mail the following materials to the CGCC Laundry and Dyeing Committee before March 28, 2017 (on-site registration is not accepted for this training; applicants who wish to participate should register in time as required).
(1) "Laundry and Dyeing Industry Vocational Skills Competition Referee Application Form";
(2) Copy of ID card;
(3) Copy of vocational qualification certificate or referee/assessor qualification certificate;
(4) Four recent two-inch bareheaded photos and two recent one-inch bareheaded photos (name noted on the back; these photos include those for reexamination).
(2) The CGCC Laundry and Dyeing Committee will determine recommenders based on referees' refereeing situations and the regions, work types, and balance of senior, middle-aged, and young new applicants, and submit them to the Vocational Skills Appraisal Guidance Center of the China General Chamber of Commerce for formal approval of participants.

8. Fee Standards
(1) Training fee: 2000 RMB/person for non-member units of the Laundry and Dyeing Committee (including accommodation, training, examination, teaching materials, certificate fees, visits, group activity transportation fees, and 2019 certificate reexamination fees), 1800 RMB/person for member units.
(2) Training fees should be paid before March 31.
