Recently, the Ministry of Commerce issued the "Guiding Opinions of the Ministry of Commerce on Further Developing the Laundry and Dyeing Industry during the 12th Five-Year Plan" (Commerce Trade Development [2011] No. 409), which puts forward specific guiding opinions and related requirements on the guiding ideology, work objectives, tasks, and safeguard measures for promoting the development of China's laundry and dyeing industry during the 12th Five-Year Plan. All units are requested to conscientiously implement these and report any problems encountered and good experiences and practices during implementation to the China Commercial Laundry Professional Committee (Contact number: 010-66091024/4018, Contact person: Hao Xiaomeng, Email: chinalaundry@vip.163.com ).

Developing the Laundry and Dyeing Industry during the 12th Five-Year Plan
To the commerce authorities of all provinces, autonomous regions, municipalities directly under the central government, cities specifically designated in the state plan, and the Xinjiang Production and Construction Corps:
The laundry and dyeing industry includes services such as washing, ironing, dyeing, and mending of daily clothing and public textiles, as well as cleaning and maintenance. Since the reform and opening up, China's laundry and dyeing industry has developed rapidly. It is estimated that in 2010, there were about 250,000 laundry shops (factories) nationwide, with annual revenue exceeding 60 billion yuan and 1.25 million employees. However, the industry also faces some urgent problems, including an incomplete industry standard system, a shortage of skilled workers, a low level of modernization, and relatively backward laundry equipment and quality monitoring methods. With rapid economic and social development and continuous improvement in people's living standards, the demand for laundry and dyeing of daily clothing and public textiles continues to expand. The laundry and dyeing industry plays an increasingly important role in improving people's quality of life, expanding consumption, serving industries, and absorbing employment. To implement the relevant requirements of the national "12th Five-Year Plan" for vigorously developing the service industry and to promote the sound and rapid development of the laundry and dyeing industry during the 12th Five-Year Plan, the following guiding opinions are hereby proposed:
I. Guiding Ideology and Work Objectives
(1) Guiding Ideology. Guided by the scientific outlook on development, closely focusing on the purpose of meeting demand, improving people's livelihood, and expanding consumption, accelerate the pace of convenient, chain, and standardized development, comprehensively improve service quality, promote transformation of development mode and structural optimization, continuously enhance the level of scale, branding, and modernization, strive to achieve sustained, rapid, and healthy development of the industry, and better meet the needs of the broad masses of people.
(2) Work Objectives. During the 12th Five-Year Plan, strive for an average annual growth rate of over 18% in laundry and dyeing industry revenue, breaking through 100 billion yuan by 2015; gradually optimize the industry structure, achieve popular laundry service outlets entering communities, form a number of regionally and nationally competitive laundry and dyeing enterprises with standardized management, achieve a certificate-holding employment rate of over 30%, continuously improve the level of industry technology application, achieve significant results in energy saving and emission reduction, and basically adapt the overall industry development level to various service demands.
II. Work Tasks
(1) Strengthen planning guidance and optimize industry layout. Localities should, in accordance with the requirements of the national "12th Five-Year Plan," based on local population size, market demand, and regional economic characteristics, promptly formulate and improve laundry and dyeing industry development plans, and uniformly incorporate them into the overall service industry development plans of cities, clarify development priorities, optimize outlet layout, and gradually form a laundry and dyeing service network system that is wide in coverage, reasonable in structure, convenient, and safe. Through implementing plans and regularly releasing industry information, guide enterprises to change development modes and adjust industry structure. In terms of daily clothing washing, vigorously develop popular and convenient laundry services, improve community convenience laundry shops (points), and better meet the laundry needs of low- and middle-income groups; in terms of public textile washing, vigorously develop centralized washing, actively promote the construction of modern large-scale laundry factories and scale development.
(2) Cultivate independent brands and improve market competitiveness. Vigorously implement the laundry and dyeing industry brand development strategy, support key laundry enterprises to strengthen technology research and development, equipment renovation, and new technology application, actively develop modern business models such as chain operation, franchising, and logistics distribution, integrate industry resources, reduce operating costs, increase market share, form a number of socially reputable and competitively strong leading brand enterprises. Strengthen industry exchanges, increase publicity and promotion of outstanding enterprise brands and service brands, fully leverage the leading and exemplary role of brand enterprises, promote industry excellence and competition, and drive the entire industry to improve management and service levels.
(3) Carry out service innovation and improve service quality. Guide laundry enterprises to actively use modern laundry technology means, continuously innovate and enrich service items, especially increase specialized services with higher technical requirements such as leather care and bag washing, ensure washing quality, and provide customers with convenient and differentiated washing services. Encourage laundry enterprises to innovate service methods, vigorously carry out telephone and online appointments, door-to-door clothing pickup and delivery, online payment and settlement, and other new marketing methods to facilitate consumer consumption; explore the development of public textile leasing and distribution service models to promote intensive development of the laundry industry. Guide enterprises to improve laundry quality management systems, effectively track laundry service quality, and continuously improve service levels and consumer satisfaction.
(4) Apply advanced technology to promote energy saving and environmental protection. Promote the application of energy-saving and environmentally friendly washing and dyeing equipment and resource recycling technologies, and intensify the elimination of backward production processes and equipment with high energy consumption and high pollution. According to the actual situation of enterprises, gradually phase out open-type dry cleaning machines and other outdated equipment in household laundry and dyeing enterprises, and gradually phase out large-capacity semi-automatic washing machines in public textile laundry enterprises. Developed regions in the washing and dyeing industry should focus on developing washing and dyeing services with high technological content and added value, and low resource consumption. Washing and dyeing emissions must effectively meet national environmental protection requirements. Underdeveloped regions in the washing and dyeing industry should prevent the transfer of backward equipment, banned chemical raw materials, and low-level production capacity.
3. Safeguard Measures
(1) Attach great importance and strengthen organizational leadership. Local commerce authorities should further enhance their understanding of the important significance of promoting the development of the washing and dyeing industry, regard the washing and dyeing industry as one of the key areas to accelerate the development of the service industry, improve people's livelihood, and expand consumption, and incorporate it into the important agenda of commerce work, earnestly grasp and achieve results. Strengthen organizational leadership, establish and improve a working linkage mechanism with departments such as finance, industry and commerce, taxation, health, environmental protection, urban construction, and urban management, clarify target responsibilities, and promote task implementation. Timely study and resolve new situations and problems arising in industry development. Strengthen publicity and guidance, advocate quality service, and create a good environment for the sustained, rapid, and healthy development of the washing and dyeing industry.
(2) Improve laws and standards to promote standardized development. Based on the "Washing and Dyeing Industry Management Measures," gradually establish and improve national, industry, and local laws and standards systems. Study and formulate standards for washing services of various new fabrics, as well as technical standards for energy-saving and environmentally friendly washing and dyeing equipment and chemicals; revise and improve standards for resource conservation and comprehensive utilization in the washing and dyeing industry. Strengthen the implementation of the "Washing and Dyeing Industry Management Measures" and related standards, fully leverage the fundamental role of standards in regulating industry development, and promote the improvement of enterprise management and service standardization levels. Guide washing and dyeing associations to organize the formulation of industry consumer dispute resolution methods, establish washing and dyeing quality testing and evaluation systems, and safeguard the legitimate rights and interests of consumers and operators.
(3) Increase policy support to promote enterprise development. Local commerce authorities should actively coordinate and promote local people's governments and relevant departments to support policies for the washing and dyeing industry, focus on promoting the development of community convenience laundry shops (points), ensure washing and dyeing enterprises carry out logistics and distribution services, and encourage enterprises to adopt environmentally friendly technologies and energy-saving equipment, and promptly study and improve relevant policy measures. Coordinate relevant departments to formulate catalogs for phasing out backward washing equipment, chemicals, and washing and dyeing process technologies, improve the exit mechanism and safeguard measures for high-pollution enterprises and backward production capacity. Work with relevant departments to clear various unreasonable charges in the washing and dyeing industry, effectively reduce enterprise burdens, improve the business environment, and promote the sustained and healthy development of the industry.
(4) Leverage the role of associations and strengthen industry self-discipline. Strengthen the organizational construction of washing and dyeing industry associations; regions without associations should promptly study and establish them. Fully utilize the positive role of associations in communicating between government and enterprises, regulating industry behavior, reflecting enterprise demands, and promoting industry self-discipline. Actively support associations in carrying out standard formulation, qualification certification, quality appraisal, training and education, exhibitions and exchanges, information statistics, skill competitions, and other work, strengthen industry guidance, enhance industry self-discipline, and promote standardized industry development.
(5) Strengthen basic work and guide scientific industry development. Accelerate the establishment of a washing and dyeing industry statistical system, improve the industry statistics and evaluation indicator system, strengthen tracking and monitoring of key enterprises' operation and service quality, and timely release industry development reports and related information. Strengthen talent cultivation in the washing and dyeing industry, focusing on training related to the "Laundry Worker" and other professional qualifications, improve the washing and dyeing industry professional qualification certification system, and continuously raise qualification levels; actively explore effective ways to carry out vocational education and training for washing and dyeing practitioners, strengthen vocational skills training, and improve the quality of practitioners. Vigorously promote the construction of the washing and dyeing industry integrity system, improve enterprise credit management files, perfect the credit evaluation system and disclosure system, and continuously enhance industry service levels.
