Guiding Opinions of the Ministry of Commerce on Further Developing the Laundry and Dyeing Industry

To all member units of the Laundry and Dyeing Professional Committee, local laundry and dyeing industry associations, related enterprises and social organizations in the laundry and dyeing industry:
According to the work goals determined at the 2010 Second Member Representative Conference and Director Work Meeting, the overall ideas of the national "Twelfth Five-Year" development plan, and the guidance opinions of the Ministry of Commerce on industry development, the key points of the Laundry and Dyeing Committee's work for 2011 are proposed as follows:
       
1. Conduct in-depth research and formulate the "Twelfth Five-Year" industry development plan
In-depth research should be carried out to fully understand and grasp the current status of the laundry and dyeing industry, analyze development trends, guided by the Central Government's "Suggestions on Formulating the Twelfth Five-Year Plan for National Economic and Social Development," carefully study national macroeconomic policies and development plans, and combine with industry realities to formulate a "China Laundry and Dyeing Industry Twelfth Five-Year Development Plan" suitable for national conditions and industry characteristics, establishing overall industry development goals. At the same time, strengthen contact and communication with relevant government departments to guide and coordinate industry development, so that the work goals proposed in the "Ministry of Commerce's Guidance on Further Developing the Laundry and Dyeing Industry" can be gradually implemented.
Guide the industry to follow a green and low-carbon development path. Organize expert research and demonstration in a timely manner, offer suggestions to relevant government departments, promote green and low-carbon technologies suitable for industry application, and drive technological updates in the industry.
Based on the first release of national laundry and dyeing industry price survey information in January this year, strive to achieve biannual regular releases of national laundry and dyeing industry price information. Meanwhile, further improve survey procedures to make industry information surveys more accurate and scientific, providing more valuable industry information services for enterprises and government decision-making.
       
2. Successfully organize exhibitions and competitions to enhance the association's influence through branding
First, successfully hold the "2011 (12th) China International Laundry and Dyeing Industry Exhibition." This exhibition will be held from August 4 to 6, 2011, at the "China International Exhibition Center" in Beijing, with a scale exceeding previous sessions. During the exhibition, various industry exchange activities such as vocational skills competitions and technical exchange demonstrations will be held. Summarize the successes and shortcomings of previous exhibitions and related activities, innovate event content around the exhibition theme, carry out recommendations of excellent exhibiting equipment, and simultaneously hold the "China Laundry" online exhibition to provide quality services for participating enterprises, enhance the competitiveness of the exhibition, and strive to build the "China International Laundry and Dyeing Industry Exhibition" into an international brand exhibition.
Second, successfully hold the "7th National Laundry and Dyeing Industry Vocational Skills Competition." This competition will be held concurrently with the "2011 (12th) China International Laundry and Dyeing Industry Exhibition" from August 4 to 6, 2011, in Beijing. As a national-level category II competition, it is the only vocational skills competition in China's laundry and dyeing industry and the world laundry and dyeing industry, receiving widespread attention from industry insiders at home and abroad. It has become an important platform to showcase the development level of China's laundry and dyeing industry and the professional skills of practitioners. With the guidance and support of relevant departments, local associations, and enterprises, every effort should be made to successfully organize this competition.
The March competition work meeting will focus on discussing and implementing the implementation plans for six competition projects: front desk service skills competition, stain removal skills competition, leather care skills competition, leather goods maintenance skills competition, garment ironing skills competition, and clothing mending skills competition.
       
3. Do a good job in standard application and formulation, accelerate the construction of the standard system
First, according to the current industry status and planning, complete the application and project establishment for four standards: "Quality Requirements for Washed Clothes," "Quality Requirements for Dry-Cleaned Clothes," "Quality Requirements for Shirt Ironing," and "Conditions for Opening Laundry Shops." Accelerate the formulation of professional standards related to leather care, including "Leather Care Professional Terminology," "Quality Requirements for Casual Shoe Cleaning and Care," "Quality Requirements for Genuine Leather Sofa Cleaning and Care," and "Quality Requirements for Aniline Leather Jacket Cleaning and Care," which are included in this year's application plan.
Second, complete the writing, demonstration, and approval work of three standards: "Laundry Industry Terminology," "Technical Specifications for Laundry Service Contracts," and "Quality Requirements for Garment (Suit Jacket and Trousers) Ironing."
Third, continue to cooperate with the Ministry of Commerce to establish the National Laundry Standardization Technical Committee, and carry out related organization, drafting, approval, and coordination work.
       
4. Further improve vocational technical training and increase the rate of certified employment
First, continue to adopt effective training models such as centralized training, training through meetings, and cooperative training, following the training concept of "focusing on key points, emphasizing practicality, and overall improvement," to make training regular and diversified, increase training duration, expand the training coverage, and improve the industry's certified employment rate; complete the final editing and review of the national textbook "Laundry Master" as required, aiming for publication in the first half of the year.
Conduct technical exchange activities to discuss issues caused by updates in clothing fabrics and processes, and teach new technologies. Organize the National Leather Care Skills Exchange Demonstration in May in Shanghai and the National Laundry and Dyeing Industry Technical Exchange Demonstration in August in Beijing.
Second, promote the professional qualification of leather care workers. This profession has been approved by the Ministry of Human Resources and Social Security as a unique occupation in the commercial industry. Its qualification appraisal and training work have become an important task for the Laundry and Dyeing Committee in the future. Organize the writing of the "National Vocational Qualification Training Textbook for Leather Care Workers" and the exam question bank according to relevant requirements; cooperate with the appraisal center to gradually establish several vocational skill appraisal stations for laundry masters and leather care workers to ensure standardized and scaled appraisal work; carry out the selection and training of vocational qualification assessors for leather care workers to build a qualified assessor team; conduct pilot vocational qualification appraisal for leather care workers in due course and issue the first batch of leather care worker vocational qualification certificates within the year.

5. Continue to carry out excellence creation activities to promote the overall improvement of the industry level
Fully recognize the important role of brands in promoting industry development, continue to carry out activities such as "Striving to Create the Top Ten National Laundry Enterprises," "National Laundry and Dyeing Industry Outstanding Managers," and "National Laundry and Dyeing Industry Well-Known Brand Survey" to enhance the laundry and dyeing industry's ability and quality in serving people's livelihood.

6. Improve internal mechanisms, enhance service capabilities, and expand the membership team
The Secretariat of the Laundry and Dyeing Committee should be built into a learning organization, improving professional knowledge, macro thinking ability, and work efficiency, further perfecting internal responsibilities, and earnestly doing practical and good things for members; through high-quality services and extensive communication, enhance the attractiveness and cohesion of the Laundry and Dyeing Committee, attract more enterprises to join the association, and develop and expand the membership.
Launch the Laundry Service Quality Testing Center. We should learn from the experience of some regions in carrying out laundry quality appraisal work, conduct extensive cooperation, and explore a laundry quality testing and evaluation method that fits the current conditions of the Laundry and Dyeing Committee and the industry status, serving the broad membership and consumers.

7. Strengthen information system construction and build a comprehensive information platform
Improve the quality of the "China Laundry" journal, enhance its knowledge, theoretical depth, and appeal, form its own characteristics and style, making it a trusted companion for industry peers and a favorite reading for other readers.
Fully utilize network technology in the construction of the association and the industry. Continuously improve and perfect the "China Laundry" website, update column content in a timely manner, making it the most authoritative large-scale comprehensive website in the national laundry and dyeing industry and a powerful engine promoting informatization and networking of China's laundry and dyeing industry; open the "China Leather Care" website at an appropriate time to realize its positioning in leather care professional technology and information services, echoing and supporting the "China Laundry" website; leverage the quick and popular role of the "China Laundry QQ Group" and "China Laundry Express" to release relevant information to the broad membership as soon as possible.
2011 is an important year for the development of China's laundry and dyeing industry. The Laundry and Dyeing Committee of the China General Chamber of Commerce will work together with colleagues nationwide in the laundry and dyeing industry to lay a solid foundation for the steady development of China's laundry and dyeing industry in the first year of the "Twelfth Five-Year Plan", achieving greater social and economic benefits.
