To the laundry and dyeing industry authorities of all provinces, autonomous regions, and municipalities directly under the Central Government, local laundry and dyeing industry associations, all laundry and related enterprises, and all member units:
To improve the service level of China's laundry and dyeing industry, promote the construction of employee quality projects, and showcase the style of laundry and dyeing industry workers, the China General Chamber of Commerce has decided to hold the "First National Commercial Service Industry Skills Competition - Laundry and Dyeing Professional Skills Competition." This competition is part of the "National Commercial Service Industry Skills Competition" and differs in focus from the biennial "National Laundry and Dyeing Industry Vocational Skills Competition." The "First National Commercial Service Industry Skills Competition - Laundry and Dyeing Professional Skills Competition" is hosted by the China General Chamber of Commerce, organized by the Laundry and Dyeing Professional Committee of the China General Chamber of Commerce and the Commercial Vocational Skills Appraisal and Guidance Center of the China General Chamber of Commerce, and co-organized by the Shanghai Laundry and Dyeing Industry Association and other units. The specific arrangements for the competition are as follows:
1. Competition Name
First National Commercial Service Industry Skills Competition - Laundry and Dyeing Professional Skills Competition
2. Organization and Leadership
Under the leadership of the National Commercial Service Industry Skills Competition Organizing Committee (hereinafter referred to as the "Competition Organizing Committee"), the Laundry and Dyeing Professional Skills Competition Organizing Committee (hereinafter referred to as the "Competition Organizing Committee") is established, with Wang Shuyuan as the Chairperson, and Pan Wei and Liu Yong as Deputy Chairpersons.
The Competition Organizing Committee has a Secretariat responsible for the specific work of the competition. Pan Wei serves as Secretary-General, with Wang Houzeng and Ren Fengmei as Deputy Secretaries-General.
3. Competition Events
This competition includes three events: Front Desk Service Knowledge Competition, Handbag Care Skills Competition, and Leather Shoe Care Skills Competition.
(1) Front Desk Service Knowledge Competition
The knowledge Q&A is limited to 30 minutes, assessing knowledge related to front desk service.
(2) Handbag Care Skills Competition
Practical operation limited to 40 minutes, caring for handbags made of leather and fabric combinations.
(3) Leather Shoe Care Skills Competition
Practical operation limited to 40 minutes, caring for travel shoes.
4. Competition Procedures
(1) The Competition Organizing Committee authorizes relevant local associations (or national chain enterprises) to organize selection competitions in each sub-division. Contestants who rank in the top six in each event of the sub-division selection competition may register to participate in the national finals.
(2) The specific competition organization and implementation methods for each sub-division shall be formulated by the organizers based on the national finals plan and local conditions, and implemented after approval by the Competition Organizing Committee.
(3) The Competition Organizing Committee will negotiate with the organizations applying to host the selection competitions on specific matters regarding competition arrangements and cooperation methods.
5. Competition Time and Location
(1) Selection competitions in each sub-division: by July 15, 2010 completed
(2) National Finals Time: August 26, 2010

(3) Review and Lecture: August 27, 2010

6. Participant Eligibility
All practitioners engaged in laundry and dyeing professions who have intermediate worker (National Vocational Qualification Level 4) or above vocational qualifications or have worked in this profession for more than two years may register to participate in the corresponding competition events.
7. Registration Method
(1) Contestants shall register uniformly through each sub-division. Each sub-division must by July 15, 2010 submit the completed "National Finals Participation Receipt," the contestant's "Competition Registration Form," a copy of the ID card, a copy of the National Vocational Qualification Certificate, and a participation fee of 300 yuan per person (including pre-final training and post-competition technical lecture fees) by express mail to the Secretariat of the Competition Organizing Committee.
(2) The Competition Organizing Committee will make specific arrangements for the finals based on the registration situation and then notify all registered participating units and contestants of the final details.
(3) After contestant registration is approved, they must attend on time the August 25, 2010 pre-competition training at the Shanghai World Trade Mall Exhibition Hall.
8. Awards
(1) Contestants who win 1st to 3rd place in each competition event at the national finals will be awarded trophies, certificates, and cash prizes (1st place 1000 yuan, 2nd place 800 yuan, 3rd place 500 yuan).
(2) Contestants who win 4th to 10th place in each competition event at the national finals will receive one ticket to the Shanghai World Expo.
(3) Contestants who rank in the top 10 in each competition event at the national finals will be awarded the title of "National Laundry and Dyeing Industry Technical Expert," along with medals and honorary certificates.
(4) Relevant units in provinces, regions, and cities that perform outstandingly in regional competition organization work will be awarded the "Outstanding Organization Award of the First National Commercial Service Industry Skills Competition" by the Competition Organizing Committee, along with medals and honorary certificates.
9. Judges Team
This competition will be judged by a team of judges composed of national vocational skills competition judges.
10. Pre-competition Instructions
To ensure the competition proceeds smoothly in an open, fair, and just environment, achieving both excellent results and mutual learning through the competition to improve skills, the Competition Organizing Committee will provide explanations to contestants regarding the competition content before the finals.
11. Technical Review and Lecture
The competition organizing committee will conduct a technical review after the finals. Experts and judges who participated in setting the questions are invited to analyze the test questions, practical operations, overall technical conditions, and development trends, and to give technical lectures. Through reviews and technical lectures, technology is exchanged, skills are improved, industry development directions are understood, providing guidance and inspiration to participants, thereby promoting the continuous improvement of technical levels in the laundry and dyeing industry.
12. Exhibition and Promotion
The competition organizing committee will make full use of newspapers, the internet, and other news media to conscientiously carry out publicity work for the competition and actively expand the coverage of publicity.
(1) The naming rights of competition projects will be determined by the competition organizing committee based on enterprise applications and the specific circumstances of the competition activities. The committee welcomes relevant units to actively participate, and will award a "Honorary Naming" gold medal to units that obtain the naming rights for the final competition projects.
(2) The competition organizing committee welcomes enterprises and units to support the competition in various forms, such as prizes for contestants, gifts, competition materials, equipment, etc., and will build a dedicated publicity platform for supporting units, as well as issue honorary certificates.
(3) Relevant units may place promotional boards and hang banners at the competition venue and award ceremony site. Specific arrangements can be coordinated with the competition organizing committee secretariat.
