Comrade Hu Jintao proposed in the report of the 18th National Congress of the Communist Party: To strengthen social construction, it is necessary to "accelerate the formation of a modern social organization system characterized by separation of government and society, clear division of powers and responsibilities, and self-governance according to law."
According to relevant experts, this is the first time the development direction of social organizations has been standardized and elaborated in a Party Congress report, and the addition of the word "modern" before "social organization system" carries very rich meaning. This is completely different from previous expressions such as "supervise and cultivate" or "both cultivate and supervise" social organizations.
Relevant experts have provided interpretations:
Professor Wang Yukai of the National Academy of Governance pointed out: A "registration system" for social organizations should be implemented.
The report of the 18th National Congress proposed to "form a modern social organization system characterized by separation of government and society, clear division of powers and responsibilities, and self-governance according to law," but currently China lacks legal systems to enhance the capacity of social organizations and improve their behavioral norms. The most prominent manifestation is that according to current regulations, social organizations in China are still subject to dual management; before registering with the civil affairs department, they must first find a government department to act as their business supervisor. This "dual-track" system of "registration" and "management" makes social organizations unable to break free from dependence on government departments and makes "self-governance according to law" even more difficult. Therefore, to achieve the reform goal of social organizations' self-governance according to law, it is necessary to first formulate and improve laws and regulations supporting the standardized development of social organizations and implement a "registration system" for social organizations.
Professor Deng Guosheng of the School of Public Administration at Tsinghua University suggested: The obstacle of "dual management" should be abolished.
The report of the 18th National Congress proposed to "form a modern social organization system characterized by separation of government and society, clear division of powers and responsibilities, and self-governance according to law," among which "self-governance according to law" is key. This is an important "signal" that the central government is determined to reform the "dual management" of social organizations. The proposal of a "modern social organization system" means that in the future, social organizations should have a sound internal governance structure like modern enterprises, operate efficiently, be open and transparent, and full of vitality, rather than currently being in a dependent relationship with government departments with unclear powers and responsibilities, making "self-governance" more difficult.
The 18th National Congress report regards the construction of a "modern social organization system" as an important part of social construction and social system reform, meaning that the relationship between government and social organizations needs to be rebuilt, the legal system for the standardized development of social organizations reconstructed, the obstacle of "dual management" abolished, and direct registration of social organizations realized, transforming "dependence" into an equal cooperative partnership, thereby stimulating the vitality of social organizations. At the same time, social organizations should strengthen their own capacity building, regulate behavior, and prepare to become providers of more public services through fair competition.

When the 18th National Congress report elaborated on the "social organization system," it used the word "modern" at the beginning, which encouraged us greatly, but we hope for the implementation of top-level design. To achieve "separation of government and society, clear division of powers and responsibilities, and self-governance according to law," not only a simple separation of responsibilities is needed, but also equal transfer of resources and rights. The government should first create good legal and institutional conditions to support the growth of social organizations and help them have the capacity to undertake public services. In short, to develop "modern social organizations," we hope the government will first open up more public service resources.
