Public Textile Cleaning Service Specification
1 Scope
This standard specifies the cleaning locations, washing procedures, and quality requirements to be met after washing public textiles.
This standard applies to the cleaning services of public textiles.
Note: Cleaning service specifications for public textiles used in medical and other health institutions will be separately stipulated.

3 Terms and Definitions
The following terms and definitions apply to this document.
3.1
Public textiles
Various textiles used by accommodation, medical, transportation, catering units, etc., such as bed sheets, towels, tablecloths, mailbags, etc.
3.2
Laundry
The process of cleaning clothes using equipment, tools, and detergents in a medium (such as water, dry cleaning agents, etc.).
4 Business Premises
4.1 Service Site
Public textile business service premises should be located away from sources of toxic and harmful substance pollution.
4.2 Service Facilities
4.2.1 The environmental protection engineering design of public textile washing factories should meet the requirements of circular economy, clean production, energy saving, and emission reduction. Pollution control should adopt reliable and advanced production processes and technical equipment, be combined with resource utilization, and actively promote the use of clean energy.
4.2.2 Cleaning, disinfecting, finishing, and storing of public textiles should all be conducted indoors, and the building structure should be easy to keep clean.
4.2.3 Clean and contaminated areas should be set according to the public textile washing process. They should be isolated and clearly marked.
4.2.4 The business service premises should be equipped with ventilation facilities.
4.2.5 Wastewater discharge should comply with GB 8978 and relevant national regulations.
4.2.6 Fire safety facilities must be fully equipped and maintained within the prescribed usage period.
4.2.7 Special washing, disinfecting, storage, safety, and pollution prevention facilities and equipment appropriate to the business project and scale, and in accordance with national regulations, should be provided.
4.3 Hygiene
The floors, walls, and workbenches in the working area of the business service premises should be smooth, dust-free, and easy to clean.
5 Personnel
5.1 Personnel should undergo pre-employment and regular occupational health examinations. Those with occupational contraindications should not be assigned related tasks; that is, personnel must pass health checks before participating in production.
5.2 Personnel should possess corresponding professional skills and obtain qualification certificates issued by relevant national departments or training certificates issued by relevant organizations and institutions, and work with certificates.
5.3 The organization should provide labor protection supplies to ensure employee health and safety and prevent secondary pollution.
5.4 Daily technical work should be led by personnel with professional technician qualifications in this field.
6 Business Management
6.1 Public textile cleaning operations should establish unified operating procedures, quality standards, service specifications, and safety production rules for each production stage.
6.2 The recovery, transportation, classification, washing, and disinfection operation processes of public textiles should be clearly defined, especially ensuring that the quality requirements of SB/T 10786 are met after washing.
6.3 Strictly follow washing and disinfection standard operating procedures, classify washing and disinfection according to the nature, degree of contamination, and user of the public textiles. After washing and disinfection, a dedicated person should inspect their condition, surface stains, damage, etc.
6.4 Establish corresponding systems for the handover, storage, and distribution of public textiles.
6.5 The clean and contaminated areas should be clearly separated, workflows should be reasonable, and logistics should move from contaminated to clean areas without crossing or reversing.
6.6 Contaminated public textiles and those washed and disinfected should be managed in separate areas.
6.7 Use environmentally friendly detergents; the use of strong acids, strong alkalis, and other chemical raw materials harmful to humans and prohibited by the state or not meeting environmental protection requirements as detergents is strictly forbidden.
6.8 Establish training systems to ensure personnel receive safety, hygiene, technical, and other related training.
7 Service Process
The public textile cleaning service process is carried out as shown in Figure 1.

Note: The dashed parts determine the process flow according to different types and requirements of public textiles, rather than a unified process flow.
7.1 Inspection and Classification
7.1.1 Check for any leftover items.
7.1.2 Damaged public textiles should be registered or handled separately.
7.1.3 Classification should be based on fiber texture, color, degree of contamination, etc.
7.2 Stain Removal Treatment
Special stains require stain removal treatment.
7.3 Washing Process Requirements
The steps of pre-wash, main wash, rinse, and dehydration should be carried out as shown in Figure 1.
7.4 Finishing and Packaging
Qualified public textiles should be flat, neatly folded, stacked, and securely packaged.
8 Storage and Transportation
8.1 Storage
Clean textiles should be stored in a clean, dry place, free from mold growth, and protected from contamination during storage (such as smoke, dust, moisture, and pests).
8.2 Transportation
8.2.1 Closed vehicles should be used for transportation to prevent environmental pollution and cross-infection.
8.2.2 Contaminated public textiles and clean public textiles should not be mixed during loading.
8.2.3 Contaminated public textiles and clean public textiles should be packaged separately using different laundry bags or cloth covers and must not be mixed to avoid secondary contamination.
8.2.4 Vehicles transporting contaminated textiles should be cleaned or disinfected.
9 Quality Requirements
The cleaning quality of public textiles should comply with the provisions of SB/T 10786.
