1. Occupational Overview
1.1 Occupation Name
Leather Care Worker.
1.2 Occupation Definition
Personnel engaged in cleaning, maintenance, and decoration of leather products such as leather clothing, leather goods, and leather shoes.
1.3 Occupational Levels
This occupation has five levels: Junior (National Occupational Qualification Level 5), Intermediate (National Occupational Qualification Level 4), Senior (National Occupational Qualification Level 3), Technician (National Occupational Qualification Level 2), and Senior Technician (National Occupational Qualification Level 1).
1.4 Working Environment Conditions
Indoor, normal temperature.
1.5 Occupational Ability Characteristics
Flexible fingers and arms, coordinated movements; strong color perception.
1.6 Basic Educational Level
Junior high school graduate.
1.7 Training Requirements
1.7.1 Training Duration
Full-time vocational school education, determined according to its training objectives and teaching plan. Promotion training duration: Junior level not less than 120 standard class hours; Intermediate not less than 100 standard class hours; Senior not less than 80 standard class hours; Technician and Senior Technician not less than 60 standard class hours.
1.7.2 Training Instructors
Instructors for Junior, Intermediate, and Senior levels should have a Technician or above occupational qualification certificate in this occupation or hold a related professional intermediate or above technical position qualification; instructors for Technician level should have a Senior Technician occupational qualification certificate or hold a related senior professional technical position qualification; instructors for Senior Technician level should have held a Senior Technician occupational qualification certificate for more than 2 years or hold a related senior professional technical position qualification.
1.7.3 Training Facilities and Equipment
Standard classrooms meeting teaching needs; skill operation training venues should be equipped with manual cleaning tools, brushing and spraying tools, cleaning tables, washing machines, dry cleaning machines, irons, leather ironing machines, shoe deodorizing and sterilizing drying machines, shoe beautifying machines, and other corresponding leather product cleaning, maintenance, and decoration equipment and materials, with complete safety facilities, good ventilation, and sufficient lighting.
1.8 Certification Requirements
1.8.1 Applicable Candidates
Personnel engaged in or preparing to engage in this occupation.
1.8.2 Application Conditions
——Junior (meeting one of the following conditions)
(1) Completed the prescribed standard class hours of formal junior training in this occupation and obtained a completion certificate.
(2) Have continuously worked as an apprentice in this occupation for more than 2 years.
(3) Completed the apprenticeship period in this occupation.
——Intermediate (meeting one of the following conditions)
(1) After obtaining the junior occupational qualification certificate, have continuously worked in this occupation for more than 3 years, completed the prescribed standard class hours of formal intermediate training, and obtained a completion certificate.
(2) After obtaining the junior occupational qualification certificate, have continuously worked in this occupation for more than 5 years.
(3) Have continuously worked in this occupation for more than 7 years.
(4) Obtained a graduation certificate from a secondary or higher vocational school with this occupation (specialty) as the training target for intermediate skills, recognized by the human resources and social security administrative department.
——Senior (meeting one of the following conditions)
(1) After obtaining the intermediate occupational qualification certificate, have continuously worked in this occupation for more than 4 years, completed the prescribed standard class hours of formal senior training, and obtained a completion certificate.
(2) After obtaining the intermediate occupational qualification certificate, have continuously worked in this occupation for more than 6 years.
(3) Obtained a graduation certificate from a senior technical school or a higher vocational school with this occupation (specialty) as the training target for senior skills, recognized by the human resources and social security administrative department.
(4) Graduates with a college degree or above in this or related specialty who have obtained the intermediate occupational qualification certificate and have continuously worked in this occupation for more than 2 years.
——Technician (meeting one of the following conditions)
(1) After obtaining the senior occupational qualification certificate, have continuously worked in this occupation for more than 5 years, completed the prescribed standard class hours of formal technician training, and obtained a completion certificate.
(2) After obtaining the senior occupational qualification certificate, have continuously worked in this occupation for more than 7 years.
(3) Graduates of senior technical schools with this occupation (specialty) and college graduates or above in this or related specialty who have obtained the senior occupational qualification certificate and have continuously worked in this occupation for more than 2 years.
——Senior Technician (meeting one of the following conditions)
(1) After obtaining the technician occupational qualification certificate, have continuously worked in this occupation for more than 3 years, completed the prescribed standard class hours of formal senior technician training, and obtained a completion certificate.
(2) After obtaining the technician occupational qualification certificate, have continuously worked in this occupation for more than 5 years.
1.8.3 Certification Method
Divided into theoretical knowledge examination and skill operation assessment. The theoretical knowledge exam is a closed-book written test; the skill operation assessment includes on-site practical operation and simulated operation. Both theoretical and skill assessments are scored out of 100, with 60 or above considered passing. Technicians and Senior Technicians must also undergo a comprehensive evaluation.
1.8.4 Ratio of Examiners to Candidates
The ratio of examiners to candidates for the theoretical knowledge exam is 1:20, with no fewer than 2 examiners per standard classroom; for the skills operation assessment, the ratio is 1:5, with no fewer than 3 examiners; the comprehensive review committee consists of no fewer than 3 members.
1.8.5 Assessment Duration
The theoretical knowledge exam duration is no less than 90 minutes; the skills operation assessment duration is no less than 90 minutes; the comprehensive review duration is no less than 20 minutes.
1.8.6 Assessment Venue and Equipment
The theoretical knowledge exam is conducted in a standard classroom; the skills operation assessment venue must meet assessment requirements and be equipped with manual cleaning tools, brushing and spraying tools, cleaning tables, washing machines, dry cleaning machines, irons, leather ironing machines, shoe deodorizing and sterilizing drying machines, shoe beautifying machines, and other corresponding leather product cleaning, maintenance, and finishing equipment and materials, with complete safety facilities, good ventilation, and sufficient lighting.
