1 Scope
This standard specifies the classification and identification of laundry and dyeing industry levels, the basis for classification and evaluation methods, and the principles of evaluation and management.
This standard applies to legally qualified laundry and dyeing businesses within the administrative region of Dalian City.

3 Terms and Definitions
The following terms and definitions apply to this standard.
3.1
Laundry and dyeing industry
Business units engaged in laundry, ironing, dyeing, mending, linen washing, as well as cleaning and polishing services for leather (leather shoes, leather goods) or fur clothing.

3.2
Laundry
Small-scale washing service organizations mainly focused on convenience, primarily cleaning household clothes, with relatively simple functions.
3.3
Laundry facility
Medium to large comprehensive washing enterprises engaged in centralized washing services for clothes, linens, and public textiles.
4 Level Classification and Identification
4.1 Level Classification
The laundry and dyeing industry is divided into five levels: five-star, four-star, three-star, two-star, and one-star.
4.2 Identification
The level is identified by the number of stars and text: five stars and text indicate five-star, four stars and text indicate four-star, three stars and text indicate three-star, two stars and text indicate two-star, one star and text indicate one-star. The more stars, the higher the level of the laundry and dyeing industry.
5 Basis for Classification and Evaluation Methods
5.1 The basis for level classification includes basic conditions of the laundry and dyeing industry, business premises, service facilities, production equipment and facilities, business management, service quality, and technical force allocation.
5.2 Specific requirements for laundry and dyeing industry levels are detailed in Appendix A.
5.3 Contents of laundry and dyeing industry level evaluation are detailed in Appendix B.
5.4 One independent organization evaluates one level. If an enterprise consists of several branches, affiliated stores, and chain stores, levels should be evaluated separately according to the actual situation of each store.
6 Evaluation and Management Principles
6.1 Level evaluation is conducted on a voluntary application basis.
6.2 Laundry and dyeing businesses applying for evaluation must have a business license, be registered with the industry association, and apply for level evaluation after one year of formal operation.
6.3 The competent department of the laundry and dyeing industry or its authorized agency acts as the level evaluation body to conduct level reviews for applicants.
6.4 The level evaluation body conducts a re-evaluation every three years for organizations with assigned levels, performs annual inspections, and confirms the levels. Laundry and dyeing businesses failing annual inspections must rectify within a time limit; if still failing, their level will be downgraded or canceled and plaques reclaimed. Those not inspected for one year must be re-evaluated.

Conditions for Laundry and Dyeing Industry Level Classification
A.1 Five-star Laundry and Dyeing Industry
A.1.1 Basic Conditions
Enjoys a high reputation domestically and internationally, has foreign reception capabilities, a unique corporate image, comfortable environment, advanced equipment and facilities, strong technical force, complete service functions, standardized management, first-class service level, should be an executive director unit of the industry association, and able to actively accept supervision, guidance, and inspection from industry organizations.
A.1.2 Business Premises
A.1.2.1 The enterprise's building structure is sound; laundry shops have a total area of no less than 260 ㎡, with a business area of no less than 180 ㎡; laundry facilities have an area of no less than 2500 ㎡.
A.1.2.2 The interior and exterior decoration of the store (factory area) is elegant, with a unique style and rich industry characteristics.
A.1.2.3 The promotional texts inside and outside the store (factory area) are written in a standardized manner and correspond to the business service items of the store (factory).
A.1.2.4 The lighting fixtures in front of the door are beautiful, artistic in shape, and meet urban illumination requirements.
A.1.2.5 Environmental protection measures are in place, indoor lighting is sufficient, and air quality meets the requirements of GB/T 18883.
A.1.2.6 The store (factory area) is artistic, beautiful, elegant, high-grade, and distinctive.
A.1.2.7 An elegantly decorated business hall is provided.
A.1.2.8 There is a reasonably arranged laundry processing service area, as well as other supporting processing equipment and facilities.
A.1.2.9 The laundry has independent office rooms and employee rest and dining areas.
A.1.2.10 Fire safety signs should comply with the provisions of GB 13495, fire prevention equipment should be installed, managed by dedicated personnel, regularly inspected, and equipped with fire alarm phone signs.
A.1.2.11 The factory boundary noise should comply with the provisions of GB 12348.
A.1.3 Service Facilities
A.1.3.1 Equipped with disinfection cabinets and other disinfection treatment facilities.
A.1.3.2 Equipped with various service signs, with standardized wording, aesthetically designed and eye-catching.
A.1.3.3 Equipped with air conditioning, good ventilation, and suitable temperature.
A.1.3.4 Facility hygiene should comply with the provisions of GB 9670.
A.1.3.5 There should be dedicated personnel or counters to keep customers' clothes and ensure their safety.
A.1.3.6 There should be a customer suggestion book and complaint phone numbers for municipal and district service industry management departments.
A.1.3.7 Has card-swiping capability; the cash register system supports card payments.
A.1.3.8 Equipped with customer changing rooms and resting conditions.
A.1.3.9 Equipped with public restrooms.
A.1.3.10 Equipped with public telephones and fast charging facilities for mobile phones.
A.1.4 Production Facilities and Equipment
A.1.4.1 Possesses the most advanced production equipment currently available, with various cleaning capabilities. The laundry should be equipped with fully enclosed perchloroethylene dry cleaning machines, fully enclosed petroleum dry cleaning machines, industrial washing machines, dryers, drum suction ironing tables, clamping machines, portrait machines, and other finishing equipment. In addition to the above essential equipment, the laundry factory should also be equipped with large tank ironing and pressing machines, towel and sheet folding machines, water washing equipment with a daily processing capacity of over 30 tons, and corresponding auxiliary equipment.
A.1.4.2 Equipped with professional and other auxiliary equipment not mentioned above.
A.1.4.3 Equipment and facilities should match the designed production capacity.
A.1.4.4 Equipped with complete fire safety facilities, which comply with the provisions of GB 50016 and GB 50222.
A.1.4.5 Equipped with reasonable water supply and drainage pipe facilities; sewage discharge should comply with the provisions of GB 8978.
A.1.4.6 Detergents should meet the hygiene requirements stipulated by relevant national standards.
A.1.5 Business Management
A.1.5.1 Establish and improve various management standards or systems, including production management, quality management, service management, facilities and equipment management, fire safety management, hygiene management, management responsibility system, employee responsibility system, etc., and conduct regular inspections and assessments.
A.1.5.2 All management aspects should have archives; original records of each inspection and assessment should be kept and signed by the person in charge for filing.
A.1.5.3 Clearly display the service standards and job responsibilities of the store (factory).
A.1.5.4 Clearly display all business and service items of the store (factory) and their price standards.
A.1.5.5 Use vouchers specially printed with the unit name, address, and meeting professional requirements or industry unified production.
A.1.6 Service Quality
A.1.6.1 Service quality leads the domestic and international peers, with a 100% equipment and facility integrity rate.
A.1.6.2 Service personnel should wear unified work uniforms according to different seasons, with novel and elegant styles.
A.1.6.3 Service reception staff speak Mandarin, understand some dialects, 20% of service personnel can receive guests in a common foreign language, behave and speak politely and civilly, are energetic, enthusiastic, attentive, and follow accurate service procedures.
A.1.6.4 No customer complaints within the most recent one-year period.
A.1.7 Technical Staffing
A.1.7.1 All employees must undergo professional training and pass vocational qualification exams, holding certificates to work.
A.1.7.2 The laundry must have at least one senior technician, and each shift must have one technician. The laundry factory must have at least one senior technician per shift.
A.1.7.3 The number of senior technicians in the laundry factory should be no less than 4% of the total staff, technicians no less than 8%, and senior laundry workers no less than 15%.
A.1.7.4 Among service reception personnel, those with senior professional qualifications or above account for 30% of the total number of the same type of workers, and those with intermediate professional qualifications or above account for no less than 50%.
A.1.7.5 The legal representative of the enterprise (business manager) should have a college degree or above in business enterprise management or have received unified training from the Dalian Laundry Industry Association and been awarded a senior professional manager certificate in the laundry industry.
A.2 Four-Star Laundry Industry
A.2.1 Basic Conditions
Enjoys a high reputation among domestic peers, has foreign reception capabilities, a good corporate image, comfortable environment, relatively advanced equipment and facilities, strong technical strength, complete service items, reasonable charges, no false advertising, standardized management, high service level, should be an executive director unit of the industry association, and consciously accept supervision, guidance, and inspection from industry organizations.
A.2.2 Business Premises
A.2.2.1 The enterprise's building structure is sound; the laundry store's total area is not less than 150 ㎡, with a business area not less than 100 ㎡; the laundry factory area is not less than 1500 ㎡.
A.2.2.2 The interior and exterior decoration style of the store (factory area) is unique and rich in industry characteristics.
A.2.2.3 The writing standards for promotional texts inside and outside the store (factory area) must correspond to the business service items of this store (factory).
A.2.2.4 The artistic design of the lighting fixtures in front of the door must meet the city's illumination requirements.
A.2.2.5 Environmental protection measures must be in place, indoor lighting should be sufficient, and air quality must comply with GB/T 18883 standards.
A.2.2.6 The store (factory area) should have strong artistic qualities, be aesthetically pleasing, and distinctive.
A.2.2.7 There should be an elegantly decorated business hall.
A.2.2.8 There should be a reasonably arranged washing and processing service area, along with other supporting production and processing equipment.
A.2.2.9 The laundry factory must have independent office rooms.
A.2.2.10 Fire safety signs must comply with GB 13495 regulations, fire prevention equipment must be installed, managed by dedicated personnel, regularly inspected, and equipped with fire alarm phone signs.
A.2.2.11 The factory boundary noise must comply with GB 12348 regulations.
A.2.3 Service Facilities
A.2.3.1 Disinfection cabinets and other disinfection treatment facilities must be provided.
A.2.3.2 Various service signs must be equipped, with standardized wording and eye-catching design.
A.2.3.3 Air conditioning must be installed, with good ventilation and appropriate temperature.
A.2.3.4 Facility hygiene must comply with GB 9670 regulations.
A.2.3.5 Dedicated personnel or counters must be set up to safeguard customers' clothing and ensure safety.
A.2.3.6 A customer opinion book and complaint phone numbers for municipal and district service industry management departments must be provided.
A.2.4 Production Facilities and Equipment
A.2.4.1 Possess advanced production equipment, including fully enclosed dry cleaning machines, industrial washing machines, dryers, drum suction ironing tables, and finishing equipment.
A.2.4.2 Other necessary specialized facilities must be provided.
A.2.4.3 Equipment and facilities must be compatible with the designed production capacity.
A.2.4.4 Complete fire safety facilities must be installed, complying with GB 50016 and GB 50222 regulations.
A.2.4.5 Reasonable water supply and drainage pipe facilities must be installed, and sewage discharge must comply with GB 8978 regulations.
A.2.4.6 Detergents must meet the hygiene requirements specified in relevant national standards.
A.2.5 Business Management
A.2.5.1 Establish and improve various management standards or systems, including production management, quality management, service management, facility and equipment management, fire safety management, hygiene management, management responsibility system, employee responsibility system, etc., and conduct regular inspections and assessments.
A.2.5.2 All management aspects must have archives, with original records for each inspection and assessment, signed and filed by the person in charge.
A.2.5.3 Clearly display the service standards and job responsibilities of this store (factory).
A.2.5.4 Clearly display all business and service items of this store (factory) as well as price standards.

A.2.6 Service Quality
A.2.6.1 Service quality should be at a relatively high level within the domestic industry, with a facility and equipment integrity rate maintained at 90%.
A.2.6.2 Service personnel should wear corporate uniforms appropriate for different seasons, with styles that are novel and elegant.
A.2.6.3 Service reception staff should speak Mandarin, understand some dialects, 10% of service personnel should be able to receive guests in a common foreign language, behave and speak politely and civilly, be energetic, enthusiastic, and attentive, and follow accurate service procedures.
A.2.6.4 Annual complaints should not exceed 2 cases.
A.2.7 Technical Staffing
A.2.7.1 All practitioners must undergo professional training and pass vocational qualification exams, holding certificates to work.
A.2.7.2 The laundry shop must have at least one technician, and each shift must have one senior laundry worker. The laundry factory must have at least one senior technician per shift.
A.2.7.3 The number of senior technicians in the laundry factory should be no less than 3% of the total, technicians no less than 6%, and senior laundry workers no less than 10%.
A.2.7.4 Among service reception personnel, those with senior professional qualifications or above should account for 20% of the total in the same job type, and those with intermediate professional qualifications or above should account for 50%.
A.2.7.5 The legal representative of the enterprise (business manager) should have a secondary vocational education or above in business enterprise management or have received unified training from the Dalian Laundry Industry Association and be awarded a senior professional manager certificate in the laundry industry.
A.3 Three-Star Laundry Industry
A.3.1 Basic Conditions
Have a good corporate image, complete main service items, complete and supporting equipment and facilities, clean and hygienic environment, certain technical strength and service level, established rules and regulations, implementation of operation and quality standards, reasonable and clearly marked charges, no false advertising, should be a council member unit of the industry association, and accept supervision, guidance, and inspection from industry organizations.
A.3.2 Business Premises
A.3.2.1 The enterprise's building structure should be sound; the laundry shop's total area should be no less than 120 ㎡, with a business area no less than 80 ㎡; the laundry factory area should be no less than 500 ㎡.
A.3.2.2 The interior and exterior decoration of the store (factory area) should be rich in industry characteristics.
A.3.2.3 The writing of promotional text inside and outside the store (factory area) complies with the business service items of this store (factory).
A.3.2.4 The lighting in front of the door meets the city's illumination requirements.
A.3.2.5 Environmental protection measures are in place, indoor lighting is sufficient, and air quality complies with the provisions of GB/T 18883.
A.3.2.6 The store front (factory area) is aesthetically pleasing and distinctive.

A.3.6.2 Service personnel should wear company uniforms with novel and elegant styles.
A.3.6.3 Service personnel speak Mandarin, understand some dialects, behave and speak politely and civilly, are energetic, and provide enthusiastic and attentive service.
A.3.6.4 Annual complaints do not exceed 3 cases.
A.3.7 Technical Staffing
A.3.7.1 All practitioners must undergo professional training and pass vocational qualification exams, holding certificates to work.
A.3.7.2 The laundry shop must have one senior laundry master, and the number of intermediate laundry masters should be no less than 40% of the total. The laundry factory must have at least one senior or above laundry master per shift.
A.3.7.3 The number of senior technicians in the laundry factory should be no less than 2% of the total, technicians no less than 4%, and senior laundry masters no less than 8%.
A.3.7.4 Among service reception personnel, those with intermediate vocational qualifications or above account for 40% of the total personnel in the same job type.
A.3.7.5 The legal representative of the enterprise (business manager) should have a secondary vocational education or above in business enterprise management or have received unified training from the Dalian Laundry Industry Association and been issued a senior professional manager certificate in the laundry industry.
A.4 Two-Star Laundry Industry
A.4.1 Basic Conditions
Main service items are complete, equipment and facilities are intact, environment and hygiene are clean, there is certain technical strength and service level, the enterprise has rules and regulations, implements operation and quality standards, charges are reasonable and clearly priced, no false advertising, should be a member of the industry association, and accept supervision, guidance, and inspection from industry organizations.
A.4.2 Business Premises
A.4.2.1 The enterprise's building structure is good; the laundry shop's total area is not less than 80 ㎡, business area not less than 60 ㎡; the laundry factory area is not less than 300 ㎡.
A.4.2.2 The writing of promotional text inside and outside the store (factory area) complies with the business service items of this store (factory).
A.4.2.3 The lighting in front of the door meets the city's illumination requirements.
A.4.2.4 Environmental protection measures are in place, indoor lighting is sufficient, and air quality complies with the provisions of GB/T 18883.
A.4.2.5 There are dedicated areas for business halls and laundry.
A.4.2.6 The laundry factory has independent office rooms.

A.4.5.4 Use specialized vouchers printed with the unit name, address, and meeting professional requirements or industry uniform production.
A.4.6 Service Quality
A.4.6.1 Service quality is guaranteed, and the equipment integrity rate is maintained at 80%.
A.4.6.2 Service personnel should wear corporate uniforms.
A.4.6.3 Service personnel speak Mandarin, behave and speak politely and civilly, and provide enthusiastic and attentive service.
A.4.6.4 Annual complaints do not exceed 4 cases.
A.4.7 Technical Staffing
A.4.7.1 All technical personnel must undergo professional training and pass vocational qualification exams, holding certificates to work.
A.4.7.2 The laundry shop must have one senior laundry master, and the number of intermediate laundry masters should be no less than 30% of the total. The laundry factory must have at least one intermediate or higher laundry master per shift.
A.4.7.3 The number of senior technicians in the laundry factory should be no less than 1% of the total, technicians no less than 2%, and senior laundry masters no less than 8%.
A.4.7.4 Among service reception personnel, those with intermediate or higher vocational qualifications account for 30% of the total personnel of the same type.
A.4.7.5 The legal representative of the enterprise (business manager) should have a secondary vocational education or above in business enterprise management or have received unified training by the Dalian Laundry Industry Association and be issued a mid-level professional manager certificate in the laundry industry.
A.5 One-Star Laundry Industry
A.5.1 Basic Conditions
Main service items are complete, equipment and facilities are intact, environment and hygiene are clean, there is certain technical strength and service level, the enterprise has rules and regulations, implements operation and quality standards, charges are reasonable and clearly priced, no false advertising, should be a member of the industry association, and accept supervision, guidance, and inspection from industry organizations.
A.5.2 Business Premises
A.5.2.1 The enterprise's building structure is sound; the laundry shop's total area is not less than 50 ㎡, with a business area not less than 30 ㎡; the laundry factory area is not less than 200 ㎡.
A.5.2.2 The signage inside and outside the store (factory area) is standardized and consistent with the store's (factory's) business service items.
A.5.2.3 The lighting fixtures in front of the door meet urban illumination requirements.
A.5.2.4 Environmental protection measures are in place; indoor lighting is sufficient, and air quality complies with GB/T 18883.
A.5.2.5 A business hall and dedicated laundry area are provided.
A.5.2.6 The laundry factory has independent office rooms.
A.5.2.7 Fire safety signs should comply with GB 13495; fire prevention equipment is installed, managed by dedicated personnel, regularly inspected, and fire alarm phone signs are set.

A.5.6.2 Service personnel should wear corporate uniforms.
A.5.6.3 Service personnel speak Mandarin, behave and speak politely and civilly, and provide enthusiastic and attentive service.
A.5.6.4 Annual complaints do not exceed 5 cases.
A.5.7 Technical Staff Allocation
A.5.7.1 All practitioners must undergo professional training and pass vocational qualification exams, holding certificates to work.
A.5.7.2 Laundry shops must have one intermediate laundry master, and the number of junior laundry masters should be no less than 15% of the total. Laundry factories must have at least one intermediate or higher laundry master per shift.
A.5.7.3 Laundry factories must have no fewer than one senior technician, technicians no less than 2% of the total, and senior laundry masters no less than 10% of the total.
A.5.7.4 Among service reception staff, those with intermediate or higher vocational qualifications account for 15% of the total staff of the same type.
A.5.7.5 The legal representative of the enterprise (business manager) should have at least a junior high school education or have undergone unified training by the Dalian Laundry Industry Association and be issued a mid-level professional manager certificate in the laundry industry.

Laundry Industry Grading Evaluation Score Sheet
B.1 Scoring Instructions
B.1.1 Full score is 100 points (due to bonus factors, the total score after all items may exceed the full score), with 50 items, each worth 2 points.
B.1.2 Items are rated as good, average, or poor; good scores 2 points, average 1 point, poor 0 points.
B.1.3 Items are rated as present or absent; present scores 2 points, absent 0 points.
B.1.4 Items are rated as yes or no; yes scores 2 points, no 0 points.
B.1.5 Items are rated as compliant or non-compliant; compliant scores 2 points, non-compliant 0 points.
B.1.6 For the proportion of technical staff exceeding the requirements in Appendix A, 1 point is added for every 10% exceeded.
B.1.7 If the area does not meet the requirements in Appendix A, 1 point is deducted for every 10㎡ less in laundry shops and every 100㎡ less in laundry factories.
B.1.8 1 point is deducted for each complaint, and 1 point is added for each commendation.
B.1.9 Receiving government or related department commendations in the three years before applying for grading adds 5 points; receiving industry association awards adds 5 points.
B.2 Determination Standards
B.2.1 Each grade is also evaluated based on the corresponding level standards in Appendix A.
B.2.2 A total score of 80 or above is considered qualified. If unqualified and still unqualified after rectification, demotion may be considered.
B.2.3 No technical staff means no participation in grading evaluation.
