1 Scope
This standard specifies the professional conditions and technical requirements, quality requirements, service requirements, delivery time limits, service quality responsibilities, and safety and hygiene requirements for laundry and dyeing services.
This standard applies to laundry and dyeing businesses with legal operating qualifications within the administrative region of Dalian City.

3 Terms and Definitions
The terms and definitions defined in SB/T 10271 and the following apply to this document. For ease of use, some terms and definitions from SB/T 10271 are repeated below.
3.1
Laundry and dyeing industry
Business units engaged in laundry, ironing, dyeing, weaving and mending, linen washing, and cleaning and polishing of leather (leather shoes, leather goods) or fur clothing.

3.2
Laundry
Using various washing machines, detergents (powders), or various organic solvents to wash or dry-clean various clothes and knitted textiles, as well as cleaning and polishing leather or leather clothing.
3.3
Ironing
Using various ironing machines and equipment to 'shape' and finish washed clothes or newly sewn garments, removing wrinkles and making the clothes' lines clear, crisp, and aesthetically pleasing.
3.4
Dyeing
Using various dyes, dyeing auxiliaries, and corresponding equipment to dye various clothes and textiles.
3.5
Weaving and sewing
Using various special needles and manual skills to repair damaged textiles, knitted fabrics, carpets, etc., by recombining according to the original color, yarn, and structure of the fabric to basically restore the original appearance.
4 Professional Conditions and Technical Requirements
4.1 Business Premises
— Operators engaged in laundry and dyeing must apply for registration with the industrial and commercial administrative department according to national regulations, obtain a business license, and file with the laundry and dyeing industry association;
— Laundry and dyeing enterprises must comply with relevant requirements of the Dalian Environmental Protection Bureau when opening;
— Have fixed storefronts or business premises;
— Storefront decoration should be elegant and generous, the text on the shop signs should be standardized, neat, and eye-catching, the interior and exterior of the store should be tidy and clean, and the store should have dedicated clothing storage facilities and counters for receiving and delivering clothes;
— The workshop buildings for processing and production should be sturdy, practical, and well-lit; floors and walls should be easy to clean and not peel off;
— In prominent locations of the business premises, the business license, service items, price list, professional qualification certificates, customer notices, complaint acceptance unit phone numbers, and other industry-required information should be displayed.
4.2 Production and Service Facilities
— Newly opened laundry and dyeing shops should use fully enclosed environmentally friendly dry-cleaning machines approved by the state. Existing shops using open-type dry-cleaning machines should gradually replace them with fully enclosed environmentally friendly dry-cleaning machines or convert them accordingly. Petroleum solvent dry-cleaning machines must meet fire safety conditions. Laundry shops must not use fluorinated solvents as dry-cleaning agents;
— Washing plants (shops) should use dedicated washing equipment and install water recycling treatment devices; water supply and drainage as well as heating and ventilation facilities should be complete; discharge of wastewater (including organic solvents used in dry cleaning) and exhaust gas should comply with GB 4287, GB 8978, and relevant national regulations. Detergents (powders) and various organic solvents used should meet relevant requirements;
— Fire safety facilities should be complete;
— Equipped with professional ironing and finishing equipment, professional garment disinfection equipment, professional stain removal products, and related detergents.
4.3 Business Management
— Strictly organize business management according to relevant government laws, decrees, and industry regulations;
— Complete various rules and regulations, service standards for various job types, and labor protection measures;
— Service items, charging standards, business hours, and delivery deadlines should be clearly indicated;
— For service items entrusted to other units for processing, the contract to be signed by both parties should be clearly indicated;
— Use clothing receipt vouchers and complaint phone numbers printed with the shop's name and address.
4.4 Business Technology
4.4.1 Basic Requirements
Practitioners should meet the following basic requirements:
—Adhere to professional ethics, be familiar with relevant government laws, regulations, and internal company rules, comply with laws and regulations, and have a high school education level (or equivalent) or above.
—Possess a technical qualification certificate or have passed professional department assessments to meet the job qualification requirements.
4.4.2 Approval of Job Qualification
a) Responsible Person
—Be well acquainted with the laws, decrees, and regulations issued by national and industry authorities regarding the operation of the laundry and dyeing industry.
—Be familiar with the business knowledge of the laundry industry and the professional technical knowledge of the operated projects, capable of solving specific problems encountered in business services.
—Possess certain business management and organizational leadership abilities.
b) Laundry Worker
—Understand fiber classification and be able to identify the properties and characteristics of common fibers.
—Understand internationally recognized washing symbols.
—Understand the performance and principles of washing machines and spin dryers, and be able to operate them.
—Have basic knowledge of rubbing, brushing, soaking, drying, and be able to perform these operations.
—Master the operation techniques for washing common cotton, wool, silk, linen, chemical fiber, and blended fabrics. For those operating dry cleaning, also master dry cleaning techniques as well as maintenance and simple repair methods of dry cleaning machines.
—Be able to select different detergents and operation methods according to the fabric type, age, stain nature, and degree of dirtiness to achieve cleanliness without fading, distortion, or damage to the original material.
—Operators engaged in cleaning and polishing leather or fur garments should understand the types and properties of leather, the operating procedures and quality standards for cleaning and polishing leather clothing, the characteristics of leather polish additives, color matching methods, and master common cleaning and polishing methods for leather garments.
c) Ironing Worker
—Understand the classification of textile fiber fabrics and be familiar with the basic properties and characteristics of common varieties.
—Understand internationally recognized ironing symbols.
—Understand the operating procedures and quality standards for ironing general wool and non-wool garments, master the ironing temperatures for common fabrics, and be able to iron general chemical fiber, blended spring and autumn shirts for men and women, woolen jackets, and trousers.
—Have knowledge and skills to remove common stains.
—Use ironing tools safely and master methods for maintenance and repair.
d) Dyeing Worker
—Understand textile fiber classification and be able to identify the names, properties, and characteristics of textile fibers (including cotton and silk).
—Be proficient in using general dyeing tools and equipment.
—Master the use and safe operation knowledge of dye vats, washing machines, and spin dryers.
—Understand and master the dyeing process flow and operation methods for various fabrics, including general silk, coarse wool, and chemical fiber fabrics.
—Understand the properties of dyes and dye auxiliaries corresponding to cotton, linen, silk, wool, and chemical fiber fabrics, and be able to use these dyes for dyeing with quality meeting requirements.
e) Mending Worker
—Understand the properties and structural organization of common fibers, the front and back sides of woven and knitted fabrics, and methods for pulling warp and weft threads.
—Master mending methods for plain weave and twill woven fabrics and plain rib knitted fabrics.
—Be able to master mending methods for straight, diagonal, and T-shaped holes in general wool, tweed, and similar chemical fiber plain and twill fabrics. Master mending methods for broken threads, dropped stitches, adding a thread, picking horizontal threads, and covering holes in knitted fabrics. Basically achieve a smooth appearance, appropriate tightness, dense structure, straight patterns, even nap, and flat, non-glossy ironing.
f) Salesperson (Front Desk Clothes Receiving)
—Be familiar with relevant government laws, decrees, and internal company rules.
—Be familiar with the quality standards and charging standards of the store's business items.
—Be able to identify the properties and characteristics of common textiles and leather or fur garments, and understand the requirements and effects after washing, dyeing, ironing, mending, and polishing.
—Carefully inspect received items, issue clear receipts, price correctly, and for any quality issues with received items, after customer confirmation, make detailed records on the receipt.
5 Quality Requirements
5.1 Washing
5.1.1 After washing various quality garments, all parts (for upper garments focus on collar, front chest, hem, cuffs, pocket flaps, shoulders, and back; for lower garments focus on knees, hips, and trouser legs) should be clean, without fading, pilling, color bleeding (except for color mixing caused by different colors on the same garment), color mismatching, obvious stains (except stubborn stains), damage-free, clean and bright.
5.1.2 Stains should be removed without leaving marks (except for special cases agreed with the consumer in advance).
5.1.3 Rinsed garments should be fresh, tidy, and soft.
5.1.4 Washed linens should be disinfected, appear clean, have pure colors without graying, be flat and smooth, fresh, and odorless.
5.2 Dry Cleaning
5.2.1 Various garments after dry cleaning should be clean, sterile, not deformed or discolored, and have a soft hand feel (except for special cases agreed with the consumer in advance).
5.2.2 Garments should have no obvious detergent odor.
5.2.3 Buttons, clips, accessory decorations, etc. are not missing or damaged (except for special cases agreed upon in advance with the consumer).
5.3 Cleaning and maintenance of leather and fur clothing
5.3.1 After cleaning, leather clothing is smooth and flat, full and soft, without creases, damage, shrinkage, deformation, and is crisp and attractive.
5.3.2 The coating layer on the leather surface is firm and the color is uniform.
5.3.3 The lining is clean and flat, without deformation, and does not stick to coatings.
5.3.4 Fur clothing is smooth and beautiful, full and soft, clean, odorless, with natural luster.
5.3.5 The leather panels are undamaged, with no obvious stiffness or brittleness.
5.3.6 The lining is flat and without deformation. Accessories and decorations are complete.
5.4 Ironing
5.4.1 Jackets
5.4.1.1 The entire garment has a natural and flat appearance, no bubbling, no deformation, no wrinkles. Lines are clear, neat, and beautiful; ironing is dry and has certain durability.
5.4.1.2 The inside and outside of the collar are flat, collar corners are symmetrical, and width is consistent.
5.4.1.3 The front is flat and stiff, without shrinkage; the chest is crisp and full, symmetrical left and right.
5.4.1.4 Both shoulders naturally shaped, smooth without folds; men's sleeves are rounded in front and flat in back, cuffs aligned; women's sleeves are rounded front and back, cuffs aligned.
5.4.1.5 Pocket flaps do not curl, interfacing feels flat, hem seams are separated, lining is flat and not shrunk.
5.4.2 Pants
5.4.2.1 The surface of the pants is flat and stiff without bubbling, no pocket marks, no wrinkles, no shine; ironing is dry and has certain durability.
5.4.2.2 The waistband is flat and stiff without shrinkage; fly is flat and wrinkle-free.
5.4.2.3 The small pants seam must be straight, neat, tightly pressed, and not longer than the pocket.
5.4.2.4 The large pants seam must be vertically pressed; the front pants seam connects naturally; the back pants seam is pressed to the crotch lining. Pant seams must align with a maximum error of 0.5 cm; pant legs are even.
5.4.2.5 The pocket opening is straight and closed; pocket lining is flat; crotch lining has no folds.
5.5 Dyeing
5.5.1 Before dyeing, clothing should undergo stain removal, desizing, or color stripping treatment.
5.5.2 Dyed clothing has good color fastness, no bleeding, and the color meets the consumer's pre-selected color standard.
5.5.3 Clothing may have a small amount of floating color, with a smooth and soft hand feel.
5.5.4 For leather clothing, coloring and gloss coating are applied evenly, fully absorbed; color is consistent across parts, no bleeding, no floating color, and appearance is clean.
5.6 Mending
5.6.1 The raw materials used for mending are basically consistent with the fabric's texture, color, and pattern.
5.6.2 After mending knitted clothing, loops are uniform, elasticity is appropriate, with no shrinkage or obvious bulges.
5.6.3 The surface of the mended fabric should be basically flat, without residual threads, fuzz, thick edges; workmanship is fine, mending is firm, and appearance is good.
5.6.4 Mending patterns are accurate, front and back are distinct, and density is basically consistent.
6 Service Requirements
6.1 Reception
6.1.1 When accepting consumers' clothing for washing, dyeing, ironing, or mending, operators should carefully listen to the consumer's specific requirements (clearly understand consumer needs), inspect the clothing condition as requested, and record any quality issues such as damage, severe stains, bubbling, color difference, color spots, or missing items inside the clothing, and confirm with the consumer.
6.1.2 Quality issues arising during the service process should be explained to the consumer and recorded, with consumer acknowledgment and signature if possible.
6.1.3 Operators should provide consumers with truthful service information (clearly state service items, charging standards) and consultation.
6.1.4 If any inspection omissions are found, the clothing should be kept as is and contact made with the consumer within 2 days; after that, it is invalid.
6.2 Service Documents
6.2.1 Laundry service documents should include the following: service items, specifications, pricing units, prices, delivery and pickup dates, storage period, consumer name, phone number, operator address, phone number, payee, complaint phone number, and remarks.
6.2.2 Service documents are in triplicate: one copy retained as stub, one copy attached to the processed clothing, and one copy given to the consumer for safekeeping as proof of clothing receipt.
6.2.3 The washing method used by the operator should be agreed upon by the consumer and the quality standards to be met should be noted on the clothing receipt.
6.2.4 When handing over clothing to the consumer, the delivery time should be agreed upon (except for special cases); the processing copy of the service document, the consumer's pickup copy, and the actual clothing should be checked for consistency and confirmed by the consumer before accepting the pickup copy and handing over the clothing.
6.3 Facilities
6.3.1 Laundry premises should have good clothing storage measures to prevent moisture, damage, and loss.
6.3.2 Laundry premises should be equipped with complete water supply and drainage facilities.
6.3.3 The operation site shall be equipped with fire safety facilities, and fire safety signs shall comply with the requirements of GB 13495.
6.3.4 Equipment shall be intact and operate normally. Fixed clothing hanging facilities shall be provided.
6.4 Washing
6.4.1 Before washing clothes, the fabric, dyeing, age, and degree of dirtiness should be checked. Consumers should be truthfully informed about various washing and dyeing methods and their effects, recommended suitable washing methods, strive to meet consumer requirements, and reach a consensus.
6.4.2 Washing of leather and fur clothing should adopt reasonable washing methods according to different types and textures to ensure washing quality requirements are met.
6.5 Operation
6.5.1 Ironing clothes should be done according to the clothing labels, markings, or the fabric, dyeing, and structure of the clothes, using the correct ironing temperature and method to ensure the quality of the ironed clothes meets quality requirements.
6.5.2 Before dyeing clothes, dirt, impurities, starch, stains, etc. on the clothes should be removed, and the clothes should have a certain temperature to facilitate dyeing. Dyeing should be correctly selected according to consumer requirements and the nature of the clothes. During dyeing, appropriate dyeing methods should be adopted according to the dye's properties and color following the operation procedures, and proper post-dyeing treatment should be done.
Note: After dyeing, clothes should have floating color and impurities removed. According to different dyeing, correct chemicals should be used for color fixation to enhance fastness and color brightness. The dyeing paste for leather dyeing should be applied evenly.
6.5.3 Mending clothes should select the correct mending methods, tools, and materials according to the fabric and knitwear's texture, fabric structure, and pattern. After mending, careful finishing should be done and confirmed to meet quality requirements.
6.5.4 Clothes should be dried in a cool place and laid flat when drying.
7 Delivery Time Limit
Washing and cleaning should not exceed five days, single ironing not more than three days, dyeing not more than ten days, mending not more than seven days, and leather clothing not more than ten days. Special requirements should be negotiated by both parties.
8 Service Quality Responsibility
8.1 For clothes with severe wear on parts such as collars, sleeves, crotch, and hips but not torn, the operator should proactively inform the consumer and note it on the clothing receipt. Damage caused after washing and ironing processing may not be compensated. The operator may provide free repairs.
8.2 The operator should agree on a delivery time limit (except for special circumstances). If clothes are not delivered within 3 days overdue without special circumstances, the operator should compensate the consumer 10% of the washing and dyeing fee.
8.3 When accepting clothes, the operator should advise consumers on special washing requirements and note them on the laundry receipt as agreed. If not noted and the clothes are not clean, the operator should reprocess once; if noted and after washing and special treatment the stains cannot be removed, confirmed by industry management and testing departments, the consumer should bear the testing fee. If the consumer does not accept the operator's advice, the consequences are borne by the consumer.
8.4 For special stains, the operator may charge an additional stain treatment fee.
8.5 If consumers do not pick up washed clothes and exceed the storage period of 30 days, an additional charge of 1 yuan per item per day will be added. For over six months, the operator has the right to dispose of the clothes. For overdue uncollected clothes, compensation of 1 yuan per item per day should also be paid to the consumer.
8.6 For valuable clothes or items worth more than 1000 yuan, consumers should proactively declare the value and make a written agreement for special value-preserving fine washing service. The value-preserving washing fee shall not exceed 10% of the consumer's quoted price. Clothes without agreed value-preserving fine washing shall be treated as ordinary clothes for washing.
Note: The quoted price of clothes must be truthful, and the original invoice must be provided.
8.7 Consumers can hold the clothing receipt to sign an agreement with the operator regarding washing and dyeing quality and related compensation claims. In case of disputes, the agreement shall prevail.
In the following cases, the operator is not responsible:
— Consumers do not follow the operator's advice or insist on washing according to the manufacturer's washing labels without negotiation, resulting in quality problems;
— Quality problems caused by incorrect washing labels and fabric issues during normal washing;
— Quality problems caused by accessories, trademarks, labels, etc. attached to clothes that were not entrusted to the operator for safekeeping;
— Problems arising from conflicts caused by washing methods based on fabric for inseparable accessories and labels;
— Problems caused by consumers losing the clothing receipt and failing to communicate with the operator in time, resulting in wrong or lost clothes.
8.8 The operator shall compensate for clothes that are scorched due to poor management or careless operation, uneven coloring (or oiling) on leather clothing that cannot be repaired, shrinkage, brittleness, color transfer, or washing damage.
8.8.1 Compensation shall be based on the original price or the agreed price between both parties and the time shown on the shopping receipt. The annual depreciation rate shall not exceed 25%, increasing yearly, with a maximum depreciation of 70%.
8.8.2 If only part of the clothes has problems but does not affect normal wear, the operator should focus on repair, with the maximum compensation not exceeding 10% of the original price of the clothes.
8.8.3 If the consumer cannot provide a shopping receipt, compensation can be negotiated with the operator, with the maximum amount not exceeding 10 times the washing fee.
8.8.4 Suits are generally calculated by piece. When the price of clothes and pants cannot be determined, the suit price should be calculated according to the ratio of 6:4 for clothes and pants.
8.8.5 If clothes are lost or damaged due to poor operator management, compensation shall be based on the original price or the agreed price and the shopping receipt, with an annual depreciation rate of 10% and a maximum depreciation of 50%. For lost clothing accessories, only single item replacement or compensation is made. Clothes compensated for damage shall belong to the operator (except where both parties negotiate appropriate compensation).
8.9 If the quality of washing and dyeing cannot be intuitively determined, it shall be sent to the relevant department for appraisal. If the consumer sends it for inspection and it is determined not to be a quality issue, the inspection fee shall be borne by the consumer; if it is determined to be a quality issue, the inspection fee shall be borne by the responsible party, and compensation shall be made according to this specification. If the operator sends it for inspection and it is determined not to be a quality issue, the inspection fee shall be borne by the consumer; if it is determined to be a quality issue, the inspection fee shall be borne by the responsible party.
9 Safety and Hygiene Requirements
9.1 Equipment and facilities shall be equipped with safety protection devices.
9.1.1 Machinery, electrical appliances, and pressure vessels must undergo safety testing by relevant departments and meet safety regulations.
9.1.2 Laundry shops using petroleum-derived solvents as dry cleaning solvents shall have strict fire prevention measures and regulations.
9.1.3 The content of tetrachloroethylene in the air of business premises shall comply with the provisions of GB 16204.
9.1.4 Equipment operators shall receive formal safety training in professional knowledge and skills and operate with certification.
9.1.5 Washing and dyeing enterprises shall have corresponding anti-theft and fire prevention measures and be equipped with full-time or part-time safety officers who have received specialized safety training.
9.2 Clothes shall be disinfected after washing, in accordance with the "Disinfection Management Measures of the Ministry of Health of the People's Republic of China."
9.3 Sewage discharge shall comply with the discharge standards of GB 4287 and GB 8978.
9.4 Laundry shops shall formulate safety operation rules and regulations and strictly implement them.
9.5 Facilities for electricity, water, lighting, and fire protection in service premises shall comply with national standards and relevant regulations.
9.6 The formaldehyde hygiene index in the clothing storage room shall comply with the GB/T 16127 standard.
