Preface
In order to strengthen the management of the city's laundry and dyeing industry, regulate market order and business conduct, protect the legitimate rights and interests of consumers and operators, and promote the healthy development of the laundry and dyeing industry, this specification is formulated based on the "Laundry and Dyeing Industry Management Measures" (Order No. 5, 2007) jointly issued by the Ministry of Commerce, State Administration for Industry and Commerce, and State Environmental Protection Administration, referring to the national laundry and dyeing industry standard "Professional Conditions and Technical Requirements for Opening Laundry and Dyeing Businesses" (SB/T 10271-1996) and other relevant regulations, combined with the actual situation of the city's laundry and dyeing industry. In the future, other relevant standards and specifications for laundry and dyeing services will be developed according to the industry's development.
This specification is proposed by the Hangzhou Municipal Trade Bureau and Hangzhou Laundry and Dyeing Industry Association.

Classification of Laundry and Dyeing Enterprises
1 Scope
This standard specification stipulates the requirements, classification, grading and service requirements, and scope of grade recognition for laundry and dyeing enterprises.
This standard specification applies to all types of laundry and dyeing enterprises and shops registered with the Hangzhou Industrial and Commercial Administration.

The provisions in the following documents become provisions of this standard through reference. For dated references, all subsequent amendments (excluding errata) or revised versions do not apply to this standard; however, parties agreeing based on this standard are encouraged to consider using the latest versions of these documents. 3 Requirements for Laundry and Dyeing Enterprises
3.1 Basic Requirements
3.1.1 Laundry and dyeing enterprises must comply with the provisions of SB/T10271 when opening.
3.1.2 The safety and hygiene of laundry and dyeing enterprises must comply with GB16204 and the "Disinfection Management Measures".
3.1.3 The equipment, facilities, environmental protection, water saving, and energy saving of laundry and dyeing enterprises must comply with the "Laundry and Dyeing Industry Management Measures" and other national regulations.
3.1.4 Laundry and dyeing enterprises must be equipped with fire prevention and explosion-proof safety devices.
3.2 Conditions that dry cleaning enterprises should meet:
3.2.1 Must use fully enclosed environmentally friendly dry cleaning machines that meet national standards.
3.2.2 When using tetrachloroethylene dry cleaning machines, the following conditions must be met:
3.2.2.1 Must have the following devices: safety device that cannot be opened while the dry cleaning machine is operating, oil-water separator, upper and lower anti-backflow devices, etc.
3.2.2.2 Install activated carbon filtration discharge system; solvent volatility must not exceed 40mg/kg.
3.2.2.3 Tetrachloroethylene residue treatment must comply with relevant provisions of the "Laundry and Dyeing Industry Management Measures".
3.2.3 Must have good ventilation facilities; the exhaust volume of the exhaust duct above the main machine should reach 0.5m/s.
3.2.4 Dry cleaning enterprises cannot use fluorine-containing solvents as dry cleaning agents.
3.2.5 Petroleum solvent dry cleaning machines must meet fire safety conditions.
3.3 Conditions that water washing enterprises should meet:
3.3.1 Should install water recycling devices to meet environmental protection and water-saving requirements.
3.3.2 Wastewater discharge must comply with GB 8978.
3.3.3 Factory boundary noise must comply with GB12348.
3.3.4 Should use phosphorus-free detergents.
3.3.5 Must have good ventilation facilities; exhaust volume should reach 0.5m/s.
3.3.6 The factory area, equipment, disinfection, washing quality, and enterprise qualifications for washing medical and health unit clothing must meet national requirements, and must not wash clothes from non-medical and health units or individuals in the same factory area, nor mix wash.
4 Grade Classification
The grade classification of laundry and dyeing enterprises is divided into five levels based on business premises, equipment and facilities, technical level, service requirements, packaging requirements, and delivery time limits: special grade, first grade, second grade, third grade, and fourth grade. Special grade is the highest level, and the levels of first, second, third, and fourth grades decrease sequentially.
5 Grading and Service Requirements
5.1 Special Grade Enterprises
5.1.1 Business Premises
5.1.1.1 The inside and outside of the business premises have spacious and bright display windows, reasonable layout, neat and orderly, with clear separation between business and processing production areas.
5.1.1.2 The text on the storefront decoration is standardized, neat, and eye-catching; the layout and interior decoration of the enterprise and shop have distinctive business characteristics.
5.1.1.3 Prominently display business license, service items, price list, customer notices (unified city-wide), qualification certificates, grade certificates, supervision phone numbers, etc.
5.1.1.4 Equipment layout is reasonable, facilities are tidy, washed and unwashed clothes are stored separately and collected separately.
5.1.1.5 There are cleaning services and good garment storage areas. The store is equipped with computer cash registers, implements information management, and uniformly enforces the relevant provisions of the "Hangzhou City Laundry Service Contract" model text.
5.1.1.6 There are customer rest areas and facilities.
5.1.1.7 The enterprise's production and operation area is not less than 1000㎡.
5.1.2 Equipment and Facilities:
5.1.2.1 Equipped with dry cleaning, water washing, ironing, cleaning and maintenance equipment for leather and fur garments, and garment disinfection equipment, with performance meeting national regulations.
5.1.2.2 Equipped with safe and reliable power supply, water supply, gas supply, and sewage systems.
5.1.2.3 Fire safety facilities and sewage, exhaust gas, and waste treatment facilities are complete and comply with national environmental protection regulations. Establish and improve management systems, conduct regular inspections, and maintain sensitive and effective operation.
5.1.2.4 Establish an information management system.
5.1.2.5 The processing and production premises have sturdy and practical buildings, good ventilation, sufficient lighting, and clean and bright floors and walls.
5.1.2.6 The dry cleaning capacity of dry cleaning enterprises is not less than 50 kilograms; the water washing capacity of water washing enterprises is not less than 800 kilograms; laundry enterprises with both dry cleaning and water washing must meet at least one of the above capacity requirements.
5.1.3 Technical Level
5.1.3.1 Advanced processing and production technology, with unified standardized operating procedures and quality standards.
5.1.3.2 There are laundry technicians or engineers managing the enterprise's technical work; each trade and process has technicians or engineers responsible for daily technical work on the front line; there are dedicated technical personnel to solve difficult laundry problems.
5.1.3.3 All front-line production personnel and front desk clerks have been trained and obtained national laundry vocational skill level certificates; personnel with senior laundry technician titles or above account for no less than 30%, with at least 10 people; other employees hold national laundry vocational skill level certificates or industry job training certificates and work with certificates.
5.1.3.4 Establish and improve the technical file management system.
5.1.4 Service Requirements
5.1.4.1 Provide services such as water washing, dry cleaning, mending, cleaning and maintenance of leather and fur garments, and other service items that meet customer needs.
5.1.4.2 Establish and improve scientific management systems, formulate operating procedures, quality standards, service specifications, and safety production systems for each trade and process.
5.1.4.3 All employees dress neatly, wear badges, are polite and courteous, follow service standards, speak Mandarin, and have personnel providing foreign language services.
5.1.5 Packaging Requirements: Packaging bags that highlight the enterprise's characteristics and logo.
5.1.6 Delivery Time Limits: Water washing and dry cleaning not exceeding 5 days, single ironing not exceeding 3 days, dyeing not exceeding 5 days, mending not exceeding 7 days, leather products not exceeding 10 days. If there is an agreement between both parties, it shall be executed according to the agreement.
5.2 First-Level Enterprises
5.2.1 Business Premises
5.2.1.1 The business premises are spacious and bright inside and outside, reasonably laid out, neat and orderly, with distinctive business characteristics. Business and production areas are clearly separated. Unwashed and washed clothes are stored separately; receiving and picking up are separated.
5.2.1.2 The storefront decoration text is standardized, neat, and eye-catching.
5.2.1.3 Business licenses, service items, price lists, customer notices (unified city-wide), qualification certificates, grade certificates, supervision phone numbers, etc., are hung in prominent locations.
5.2.1.4 Stores are equipped with computer cash registers and uniformly implement the relevant provisions of the "Hangzhou City Laundry Service Contract" model text.
5.2.1.5 There are customer rest areas.
5.2.1.6 The enterprise's production and operation area is not less than 800㎡.
5.2.2 Equipment and Facilities
5.2.2.1 Equipped with dry cleaning, water washing, ironing, cleaning and maintenance equipment for leather and fur, and garment disinfection equipment, with performance meeting national regulations.
5.2.2.2 Equipped with safe and reliable power supply, water supply, gas supply, and sewage systems.
5.2.2.3 Fire safety facilities and sewage, exhaust gas, and waste treatment facilities are complete and comply with national environmental protection regulations. Establish and improve systems, conduct regular inspections, and maintain sensitive and effective operation.
5.2.2.4 The processing and production premises have sturdy, practical buildings, good ventilation, sufficient lighting, and clean and bright floors and walls.
5.2.2.5 The dry cleaning capacity of dry cleaning enterprises is not less than 30 kilograms; the water washing capacity of water washing enterprises is not less than 500 kilograms; laundry enterprises with both dry cleaning and water washing must meet at least one of the above capacity requirements.
5.2.3 Technical Level
5.2.3.1 Technicians manage technical work; technicians or engineers lead front-line production and processing work; technical personnel solve difficult laundry problems.
5.2.3.2 All front-line production personnel and front desk clerks have been trained and obtained national vocational skill level certificates; personnel with senior laundry technician titles or above account for no less than 20%, with at least 6 people; other personnel hold national laundry vocational skill level certificates or industry job training certificates and work with certificates.
5.2.3.3 Establish technical files.
5.2.4 Service Requirements
5.2.4.1 Provide services such as dry cleaning, water washing, ironing, mending, cleaning and maintenance of leather and fur garments.
5.2.4.2 Establish and improve scientific management systems, including operating procedures, quality standards, service specifications, and safety production systems for various trades and processes.
5.2.4.3 All employees must dress neatly, wear badges, and be polite and courteous.
5.2.5 Packaging requirements: Packaging bags that highlight the unique characteristics and logos of the enterprise.
5.2.6 Delivery time limits: Washing and dry cleaning not exceeding 5 days, single ironing not exceeding 3 days, dyeing not exceeding 5 days, mending not exceeding 7 days, leather products not exceeding 10 days. If there is an agreement between both parties, it shall be executed according to the agreement.
5.3 Secondary Enterprises
5.3.1 Business Premises
5.3.1.1 The text on storefront decorations must be standardized, neat, and eye-catching; the interior and exterior of the business premises must be clean, reasonably arranged, and have distinctive business characteristics.
5.3.1.2 Business license, service items, price list, customer notices (uniform across the city), qualification certificates, grade certificates, supervision phone numbers, etc., must be hung in prominent locations.
5.3.1.3 Business and processing areas must be clearly separated. Clothes to be washed and washed clothes must be stored separately. Receiving and picking up items must be separated. The place for storing processed clothes must be tidy and clean.
5.3.1.4 The enterprise's production and operation area shall not be less than 500㎡.
5.3.2 Equipment and Facilities
5.3.2.1 Equipped with washing equipment corresponding to service items such as dry cleaning, washing, ironing, cleaning and maintenance of leather and fur clothing, and clothing disinfection, with performance meeting national regulations.
5.3.2.2 Fire safety facilities and sewage, exhaust gas, and waste treatment facilities are complete and comply with national regulations. There is a maintenance system to keep operations sensitive and effective.
5.3.2.3 Processing and production premises have sturdy, practical, and ventilated buildings, with complete water supply and drainage systems and equipment.
5.3.2.4 Dry cleaning enterprises have a dry cleaning capacity of not less than 20 kilograms; washing enterprises have a washing capacity of not less than 400 kilograms; enterprises with both dry cleaning and washing must meet at least one of the above capacity requirements.
5.3.3 Technical Level.
5.3.3.1 A laundry technician is responsible for technical work.
5.3.3.2 Practitioners should be trained and obtain national vocational skill level certificates or hold industry job training certificates and work with certificates. Frontline production and processing personnel and front desk clerks, with senior laundry technician or above titles, should account for no less than 10%, at least 4 people.
5.3.4 Service Requirements
5.3.4.1 Provide services including dry cleaning, washing, ironing, leather and fur clothing cleaning and maintenance.
5.3.4.2 Have a complete clothing receipt and delivery procedure system, uniformly implementing the relevant provisions of the "Hangzhou City Laundry Service Contract" model text.
5.3.4.3 Have systems for operating procedures, quality standards, service specifications, and safety production for various trades and processes.
5.3.4.4 All employees must dress neatly, wear badges, and be polite and courteous.
5.3.5 Packaging requirements: Standard packaging bags.
5.3.6 Delivery time limits: Washing and dry cleaning not exceeding 5 days, single ironing not exceeding 3 days, dyeing not exceeding 5 days, mending not exceeding 7 days, leather products not exceeding 10 days. If there is an agreement between both parties, it shall be executed according to the agreement.
5.4 Tertiary Enterprises
5.4.1 Business Premises
5.4.1.1 The layout of the business premises is reasonable, neat, and orderly.
5.4.1.2 The text on storefront decorations must be standardized, neat, and eye-catching; the interior and exterior of the enterprise's business premises must be tidy and clean.
5.4.1.3 Business license, service items, price list, customer notices (uniform across the city), qualification certificates, grade certificates, supervision phone numbers, etc., must be hung in prominent locations.
5.4.1.4 Clothes to be washed and washed clothes must be stored separately; receiving and picking up items must be separated; the place for storing processed clothes must be kept clean.
5.4.2 Equipment and Facilities
5.4.2.1 Equipped with corresponding washing, processing, and finishing equipment, complying with national regulations.
5.4.2.2 Fire safety facilities are complete and effective.
5.4.2.3 Dry cleaning enterprises have a dry cleaning capacity of not less than 10 kilograms; washing enterprises have a washing capacity of not less than 300 kilograms; enterprises with both dry cleaning and washing must meet at least one of the above capacity requirements.
5.4.3 Technical Level
5.4.3.1 Processing services follow standardized operating procedures, and processed clothes meet quality standards.
5.4.3.2 Technical work is led by personnel with senior laundry technician or above titles.
5.4.3.3 Practitioners have obtained national vocational skill level certificates or hold industry job training certificates and work with certificates.
5.4.4 Service Requirements
5.4.4.1 Provide services including dry cleaning, washing, and ironing.
5.4.4.2 Processing operation procedures are standardized, and service quality meets standards.
5.4.4.3 Have a complete clothing receipt and delivery procedure system and service specifications, uniformly implementing the relevant provisions of the "Hangzhou City Laundry Service Contract" model text.
5.4.5 Packaging requirements: Standard packaging bags.
5.4.6 Delivery time limits: Washing and dry cleaning not exceeding 5 days, single ironing not exceeding 3 days, dyeing not exceeding 5 days, mending not exceeding 7 days, leather products not exceeding 10 days. If there is an agreement between both parties, it shall be executed according to the agreement.
5.5 Level 4 Enterprises
5.5.1 Business Premises
5.5.1.1 The layout of the business premises is reasonable, neat, and orderly.
5.5.1.2 The storefront decoration is distinctive, and the inside and outside of the business premises are tidy and clean.
5.5.1.3 Business license, service items, price list, customer notice (uniform across the city), qualification certificates, grade certificates, supervision phone number, etc. are hung in prominent locations.
5.5.1.4 Clothes to be washed and clothes after washing are stored separately; receiving and picking up are separated; the place for storing processed clothes is kept clean.
5.5.2 Equipment and Facilities
5.5.2.1 Equipped with corresponding washing equipment and complies with national relevant regulations.
5.5.2.2 Fire safety facilities are complete and effective.
5.5.2.3 The dry cleaning capacity of dry cleaning enterprises is not less than 8 kilograms; the washing capacity of water washing enterprises is not less than 200 kilograms; enterprises with both dry cleaning and water washing must meet at least one of the above capacity requirements.
5.5.3 Technical Level
5.5.3.1 Processing services follow operational specifications.
5.5.3.2 A laundry master is in charge of technical work.
5.5.3.3 Practitioners should hold industry job training certificates and work with certificates.
5.5.4 Service Requirements
5.5.4.1 Provide services such as dry cleaning, water washing, and ironing.
5.5.4.2 Processing operation procedures are standardized, and service quality meets standards.
5.5.4.3 Have a complete system for clothing receipt and delivery procedures and service standards, uniformly implementing the relevant provisions of the "Hangzhou City Laundry Service Contract" model text.
5.5.5 Packaging Requirements: Standard packaging bags.
5.5.6 Delivery Time Limits: Water washing and dry cleaning not exceeding 5 days, single ironing not exceeding 3 days, dyeing not exceeding 5 days, mending not exceeding 7 days, leather products not exceeding 10 days. If there is an agreement between both parties, it shall be executed according to the agreement.
6 Scope of Grade Recognition
Branches and chain stores of enterprises are within the scope of enterprise grade recognition; after grade recognition, newly added branches and chain stores of the enterprise must reapply for recognition; independently operated franchise stores must apply for recognition independently.
