1. This document stipulates the basic requirements for service operations in the laundry and dyeing industry and the responsibilities of various positions. It applies to laundry and dyeing enterprises, laundry shops, laundry factories (rooms), and other laundry service units of various economic types within the administrative region of Hangzhou City.
2. The definitions used in this document (laundry and dyeing industry, washing, ironing, dyeing, mending, and leather and fur cleaning, coating, maintenance) are in accordance with the provisions of SB/T1027-1996.
3. Service operation requirements
1. Operators should provide consumers with truthful information about the services and give truthful and clear answers to their questions or inquiries.
2. When receiving clothes from consumers for washing, ironing, dyeing, or mending, operators should follow the procedures below:
① Carefully listen to the consumer's specific requirements for washing, ironing, dyeing, and mending;
② Carefully inspect the condition of the clothes and explain in detail to the consumer the quality and effects that the service can achieve;
③ Remove and safely keep easily damaged, easily corroded, and valuable accessories or decorations on the clothes;
④ Check whether there are any leftover items in the bag, whether accessories are complete, the age and cleanliness of the clothes, the fabric's properties, texture, and any damage;
⑤ After consumer confirmation, fill out the service receipt and accept the clothes.
3. Laundry service receipts should include the following content: name of the clothing, quantity, texture, color, damage, missing parts, content and method of processing service, delivery and pickup dates, storage period, consumer's name, address, phone number, and the operator's address, phone number, and supervisory unit phone number.
① The service receipt should also specify the responsibilities and handling methods for damages, losses, overdue delivery by the operator, and overdue pickup by the consumer.
② After filling out the receipt, the operating unit should stamp it, and the salesperson should sign. After each process operator completes the processing task, they should also sign or fill in their employee number on the service receipt.
③ The service receipt is in triplicate: one copy is the stub, one copy is attached to the processed clothes, and the other copy is given to the consumer as proof of clothing pickup.
4. Operators should strictly follow the handover procedures for clothes at each process and have good storage facilities to prevent loss or damage.
5. Before washing clothes, classify them according to fiber texture, thickness, color depth, age, and cleanliness to determine the washing and dyeing methods, solvent and dosage, soaking and washing time. Fabrics unsuitable for machine washing should be hand washed. When dry cleaning, remove accessories that can be dissolved or damaged by solvents. Further confirm the fabric's nature to prevent damage to fabrics suitable for dry cleaning after washing.
6. Whether washing (machine washing) or dry cleaning clothes, after washing, they should be inspected to meet quality standards as required.
7. After washing, water-washed clothes should be thoroughly spun dry and hung to dry while maintaining flatness. Clothes unsuitable for sun drying should be dried in the shade.
8. Washing of leather and fur clothes should adopt correct washing methods according to different types and textures to ensure the washing quality standards of leather or fur clothes.
9. Ironing clothes should be based on the ironing symbols on the clothes or according to the fabric texture, type, and structure, mastering the accurate ironing temperature and using the correct ironing methods to ensure the ironed clothes meet quality standards.
10. Before dyeing clothes, use correct methods to remove dirt, impurities, starch, stains, etc. For color-changing clothes, perform color stripping treatment. After treatment, clothes should retain some moisture to facilitate dyeing.
Choose dyes correctly according to consumer requirements and fabric properties. During dyeing, control the dye bath temperature, time, and stirring method based on the dye's properties and color to ensure even coloring. After dyeing, wash off impurities and use accurate chemicals for color fixing according to different colors to improve color fastness and brightness.
The dye paste for leather dyeing should be applied evenly, fully absorbed, moisturized, and aesthetically pleasing to meet quality standards.
11. Mending clothes should select and determine the correct mending methods, tools, and materials according to the texture, fabric structure, and pattern of different woven and knitted fabrics. After mending, carefully adjust to ensure the warp and weft (yarns) are evenly tight, the pattern is not skewed, and the edges are thin.
12. After washing, dyeing, mending, and repairing clothes, they should be ironed and folded neatly as required. Only after inspection confirms they meet quality requirements can they be handed over to the salesperson.
13. When the salesperson delivers clothes to the consumer, the processing copy of the service receipt, the consumer's pickup copy, and the actual item should be checked for consistency. After consumer confirmation, the pickup copy can be collected, and the clothes handed over to the consumer.
4. Position responsibility requirements (attached)
V. This operating procedure is filed with the Hangzhou Municipal Trade Bureau, Hangzhou Municipal Administration for Industry and Commerce, and Hangzhou Municipal Bureau of Quality and Technical Supervision.
VI. This operating procedure shall be trial implemented from November 24, 2005, and will be officially promulgated and implemented after consultation and improvement with relevant functional departments of the municipal government.
Appendix: Job Responsibilities Requirements
Person in Charge
1. Be familiar with the relevant laws, decrees, and regulations of the national and industry authorities regarding the operation of the laundry and dyeing industry;
2. Be familiar with the business knowledge of operating the laundry and dyeing industry and the professional technical knowledge of the operated projects, able to solve specific problems encountered in business services;
3. Have certain business management and organizational leadership abilities.
Laundry Worker
1. Understand fiber classification, able to identify the properties and characteristics of common fibers; understand internationally recognized washing symbols; understand the performance and principles of washing machines and spin dryers, and be able to operate them; possess basic knowledge of rubbing, brushing, soaking, drying, etc., and be able to perform practical operations;
2. Master the washing techniques for general cotton, wool, silk, linen, chemical fiber, and blended fabrics. For those operating dry cleaning, also master dry cleaning operation techniques as well as maintenance methods and simple repair skills for dry cleaning machines; able to select different detergents and operation methods according to the fabric material's age, stain nature, and degree of dirtiness to achieve cleanliness without fading, deformation, or damage to the material; operators dealing with leather clothing polishing should understand types and properties of leather, cleaning and polishing procedures and quality standards for leather garments, characteristics of leather polish additives, color matching methods, and master common cleaning and polishing methods for leather garments.
Ironing Worker
1. Understand the classification of textile fibers and fabrics, and be familiar with the basic properties and characteristics of common varieties; understand internationally recognized ironing symbols;
2. Understand the operating procedures and quality standards for ironing general fabrics and woolen garments, master the ironing temperatures for common fabrics, able to iron general chemical fiber, blended fabrics, and textile-made men's and women's spring and autumn shirts, woolen jackets, trousers, etc.; have knowledge and skills to remove common stains; safely use ironing tools and master maintenance and repair methods.
Dyer
1. Understand textile fiber classification, able to identify textile fibers (including cotton and silk) by name, properties, and characteristics;
2. Be proficient in using general dyeing tools and equipment; master the use and safe operation knowledge of dye vats, washing machines, and spin dryers;
3. Understand and master the dyeing process flow and operation methods for various fabrics including general silk, coarse wool, and chemical fiber fabrics;
4. Understand the properties of dyes and dye auxiliaries corresponding to cotton, linen, silk, wool, and chemical fiber fabrics, and be able to use these dyes for dyeing with quality meeting requirements.
Weaver and Mender
1. Understand the properties of common fibers, organizational structure, and methods for drawing threads on the front and back sides of woven and knitted fabrics and warp and weft structures;
2. Master the mending methods for plain weave, twill weave of general woven fabrics, and plain rib of knitted fabrics;
3. Be able to master the mending methods for straight, diagonal, and T-shaped holes in plain and twill weave of general woolen, tweed, and similar chemical fiber fabrics. Master the mending methods for broken threads, loose loops, adding a thread, picking horizontal threads, and covering holes in knitted fabrics. Basically achieve a smooth appearance, appropriate tightness, tight joints, straight patterns, even nap, and smooth, non-glossy ironing.
Salesperson
1. Be familiar with relevant government laws, decrees, and internal company rules and regulations.
2. Be familiar with the quality standards and charging standards of the store's business items.
3. Be able to identify the properties and characteristics of common textile products and leather or fur garments, and understand the requirements and effects to be achieved after washing, dyeing, ironing, mending, and polishing.
4. Carefully inspect clothes when receiving and delivering, issue clear receipts, and charge correctly. For quality issues with received clothes, after customer confirmation, detailed records should be made on the receipt.
