Five-Star Laundry Enterprise
General Provisions
Five-star enterprises should enjoy high recognition both inside and outside the province, with consistent style in interior and exterior decoration at all business points and clear signage.
Enterprises shall fully comply with the requirements of Chapter 4 of this standard.
Enterprises shall operate with integrity, without illegal or disciplinary violations, and without personal injury liability incidents.
Enterprises shall consciously accept supervision from the provincial laundry industry star rating evaluation agency.
B.1.5  Enterprises shall fulfill environmental protection procedures, have complete pollution treatment facilities, operate stably, and ensure achieving the total pollutant discharge control targets.
Site and Scale
The production site of water-washing enterprises shall be no less than 1000m2, with reasonable internal layout; fixed finished product quality inspection areas and storage rooms; and a dedicated laboratory for physical, chemical, and hygiene indicator testing of clothes.
Dry-cleaning enterprises shall have more than 40 specialty stores within the province, each with an area no less than 20m2.
Specialty stores shall have unified decoration, unified signage, unified service requirements, and unified charging standards; specialty store services shall be computer-managed, with the computer system connected to the production department.
The total area of the dry-cleaning enterprise's main store shall be no less than 300m2, with computer management and a dedicated customer rest area.
Flagship stores shall have a dedicated customer rest area.
Water-washing enterprises shall have an annual turnover of over 10 million RMB; dry-cleaning enterprises shall have an annual turnover of over 5 million RMB.
Equipment and Technical Personnel
Dry-cleaning, water-washing equipment, and auxiliary equipment shall be fully equipped to meet all requirements for washing various clothes.
Dry-cleaning equipment shall be fully enclosed dry-cleaning machines; phosphorus-free or low-phosphorus dry-cleaning and water-washing products shall be used, with equipment availability rate reaching over 90%.
There shall be dedicated personnel for equipment maintenance and repair to ensure normal operation of equipment.
Reception and service personnel shall wear uniform attire; all professional technicians shall be professionally trained, certified, and wear identification badges.
B.3.5  Senior technicians shall lead technical work; each trade and process shall have technicians overseeing daily technical work; technicians holding national vocational qualification level 3 or above (including level 3) shall account for over 60% of all technicians.
Quality Standards
The rework rate of laundered clothes shall be controlled within 3%.
The pass rate of random inspections of finished clothes shall reach over 99%.
Customer complaint rate shall be less than 1%.
B.4.4  Enterprises shall have dedicated delivery vehicles and packaging bags (boxes).
B.4.5  Enterprises shall have complete management rules and regulations.
B.4.6  Quality management system shall be certified by ISO 9001, and environmental management system shall be certified by ISO 14001.

Dry cleaning, laundry equipment and auxiliary equipment are reasonably equipped to meet the requirements for washing various clothes.
Dry cleaning equipment should be fully enclosed dry cleaning machines, using phosphorus-free or low-phosphorus dry cleaning and laundry products, with equipment integrity rate reaching over 90%.
There shall be dedicated personnel for equipment maintenance and repair to ensure normal operation of equipment.
Business reception service personnel wear uniform clothing, all professional technical personnel have undergone professional training, hold certificates, and wear work ID badges.
C.3.5 There should be technicians leading technical work, and each trade and process must have senior laundry workers leading daily technical work. Technicians holding national vocational qualifications at senior level or above (including senior) account for more than 50% of all technicians.
Quality Standards
Clothing rewash rate is controlled within 5%.
Random inspection pass rate of finished clothes is above 95%.
Customer complaint rate is less than 2%.

D.1.5 Enterprises should fulfill environmental protection procedures, have complete pollution treatment facilities, operate stably, and ensure achieving the total pollutant discharge control targets.

Dry cleaning, laundry equipment and auxiliary equipment are reasonably equipped to meet the basic requirements for washing various clothes.
Equipment integrity rate reaches over 90%.
There are technical personnel knowledgeable in equipment maintenance and repair.
Business service personnel wear uniform clothing, all personnel have undergone professional training, hold certificates, and wear work ID badges.
There should be intermediate laundry workers leading technical work, and each trade and process should have junior laundry workers leading daily technical work. Technicians holding national vocational qualifications at junior level or above (including junior) account for more than 30% of all technicians.
Quality Standards
Clothing rewash rate is controlled within 5%.
Random inspection pass rate of finished clothes is above 95%.
Customer complaint rate is less than 2%.
