Shanghai Laundry Industry Code of Conduct
Chapter 1 General Provisions
Article 1 To promote the orderly development of the laundry market, protect consumers' legitimate rights and interests, safeguard the legitimate business rights and reputation of enterprises, and improve the service level of the entire industry, based on the Municipal People's Congress
Document No. 78 "Regulations on Promoting Industry and Social Development in Shanghai", this Code of Conduct (hereinafter referred to as the Code) is specially formulated.
Article 2 This Code aims to establish an industry self-discipline mechanism, regulate industry and enterprise business behaviors, improve the overall quality of the industry, and establish a good industry image. It is an important part of the industry association's strengthening of industry self-discipline management.
Article 3 All enterprises engaged in the laundry industry in this city, including those affiliated with various systems and economic components, whether specialized, part-time, or comprehensive laundry enterprises, shall comply with this Code.
Article 4 The Shanghai Laundry Industry Association is responsible for the formulation (and revision), implementation, supervision, inspection, and management of the Code.
Chapter 2 Industry Ethics
Article 5 Laundry enterprises must conduct business civilly, provide high-quality service, adhere to the "Shanghai Laundry Industry Service Standards", and consciously regulate their business management behaviors.
Article 6 Strict management, strengthen basic management construction, establish and improve various enterprise rules and regulations, and improve enterprise management levels.
Article 7 Strengthen ideological education and professional training, advocate learning knowledge and skills, continuously improve employees' professional and technical quality, enhance consumer service awareness, and improve service levels.
Article 8 Advocate industry unity, mutual assistance, coordination, and self-discipline, jointly bear market responsibilities, leverage overall industry advantages, and resolve major industry issues through discussion, communication, and consultation.
Article 9 Abide by laws and regulations, be honest and clean, trustworthy, self-respecting and self-disciplined, operate strictly according to law, enhance legal awareness, and further improve the image and spiritual civilization construction of the industry and enterprises.
Chapter 3 Industry Regulations
Article 10 Store appearance must be neat and clean, signage prominent, store bright and well-ventilated, staff attire tidy, wear work badges, use polite language, and treat customers courteously.
Article 11 Operators shall post business licenses, service items, pricing standards, complaint phone numbers, etc., in the store to accept consumer supervision.
Article 12 All personnel engaged in washing, ironing, dyeing, weaving, and other trades must receive professional technical training from relevant municipal departments, obtain corresponding qualification certificates, and work with certificates.
Article 13 Laundry enterprises shall implement the "Shanghai Laundry Industry Laundry Business Contract Format Clause Operation Specification" and uniformly use the "Shanghai Laundry Industry Clothing Receipt Voucher" and "Shanghai Laundry Industry Customer Notice".
Article 14 According to the "Shanghai Price Management Regulations", prices shall be formulated legally, reasonably, and normatively, with clear pricing, no arbitrary price increases, no below-cost price competition, strict enforcement of the minimum protection price in industry agreement prices, and prohibition of unfair competition harming other enterprises through pricing.
Article 15 When receiving clothes, sales staff must carefully and quickly inspect items, strictly implement the system of clear inspection, clear explanation, and clear writing. Washing methods must be agreed upon by consumers in advance, and consequences after washing and processing must be informed to consumers beforehand.
Article 16 It is strictly forbidden to use counterfeit or inferior washing equipment, to pass off water washing as dry cleaning. Washing of fabrics and clothing must be classified according to different materials, dark and light colors, dirty and clean conditions, and disinfection measures must be taken to prevent cross-infection.
Article 17 Laundry enterprises shall implement the "Shanghai Laundry Industry Garment Quality Standards" to provide quality service. In case of washing accidents, they must be seriously handled and resolved promptly according to the "Shanghai Laundry Industry Consumer Dispute Resolution Measures". Compensation for damage caused by operation errors: for partial garment issues, repair is primary with compensation up to 10 times the laundry fee; for lost, damaged, or unusable items, compensation up to 20 times the laundry fee; for agreed value-preserved dry-cleaned high-end garments still wearable, compensation at 30% of the value-preserved amount; for garments losing wearability, full compensation of the value-preserved amount.
Chapter 4 Regulation Management
Article 18 To promote the implementation of the Code, regular evaluation activities shall be carried out. Laundry enterprises with outstanding performance in implementing the Code shall be commended and rewarded, and publicly recognized and promoted within and outside the industry in various forms.
Article 19 The Shanghai Laundry Industry Association is responsible for receiving and handling letters and visits from units and individuals and properly managing the matters.
Article 20 For units violating the Code, the Shanghai Laundry Industry Association shall organize personnel to investigate, coordinate, and propose handling opinions.
Article 21 Depending on the severity of the violation, corrective measures such as criticism, education, and internal notification shall be taken; for units continuing to violate, industry exposure, expulsion from membership, and recommendations for further punishment by relevant government departments shall be implemented.
Article 22 If the party involved is dissatisfied with the handling of violations, they may submit a written application for reconsideration to the Association within ten days of receiving the written handling opinion. The Association will investigate and report to the Executive Council for review and decision. Legal action shall be handled according to judicial procedures.
Chapter 5 Supplementary Provisions
Article 23 This Code shall be implemented after being reviewed and approved by the Shanghai Laundry Industry Association General Assembly and filed with the Shanghai Municipal People's Government Economic Committee and the Municipal Industry Association Development Office.
Article 24 The right to interpret this Code belongs to the Executive Council of the Shanghai Laundry Industry Association (during recess, interpretation is by the Secretariat).
Article 25 If this Code conflicts with national policies and regulations, the national policies and regulations shall prevail.
