These regulations aim to standardize the business conduct and market order of the laundry and dyeing industry throughout the province, protect the legitimate rights and interests of consumers and operators, enable laundry and dyeing enterprises of various economic components to have operating conditions suitable for the services they provide, meet the quality requirements of laundry and dyeing services, ensure fair competition, and promote the healthy, orderly, and coordinated development of the province's laundry and dyeing industry.
1 Scope
This standard specifies Three levels, Two levels, One level and special grade laundry and dyeing enterprises should have the basic conditions of business service premises, equipment facilities, technical level, and service standards.
These regulations apply to laundry and dyeing enterprises of various economic components engaged in laundry and dyeing business activities within the province.
2 Basic Requirements for Laundry and Dyeing Enterprises
Laundry and dyeing enterprises must comply with the provisions of the People's Republic of China SB/T10271-1996 "Professional Conditions and Technical Requirements for Opening Laundry and Dyeing Businesses" when starting operations.
3 Special Grade Store Requirements
3.1 Business Service Premises
- Total area not less than 300 square meters, of which the business area is not less than 50 square meters.
- The layout of the business premises is reasonable, neat, and orderly.
- The storefront decoration is beautiful and elegant, the text on the shop signboard is standardized, neat, and eye-catching, the windows inside and outside the store are spacious and bright, and the transparent space has a distinct business characteristic.
- Business license, service items, price list, service conventions, grade qualification certificates, and popular science knowledge bulletin boards on laundry, storage of clothing, etc., are hung in prominent positions inside the store.
- Equipment layout is reasonable, facilities are clean and tidy, and dirty clothes received are stored separately from processed clean clothes and collected separately.
- There should be wardrobes with good cleaning ability or an automatic conveyor system. Store services are managed by computer.
- There are places and facilities for customers to sit and wait.
3.2 Equipment and Facilities
- Equipped with production equipment suitable for the grade, including dry cleaning, water washing, dyeing, drying, ironing and finishing, mending, cleaning and maintenance of leather and fur clothing (no open-type dry cleaning equipment), with performance indicators meeting national safety and environmental protection requirements.
- Complete fire safety, warehouse storage, wastewater, exhaust gas, and waste treatment facilities, complying with national regulations such as GB4287 and GB8978.
- The enterprise has established a computer management system.
- The production workshop building is solid, practical, and well-lit, with floors and walls that are clean, easy to clean, and non-peeling.
3.3 Technical Level
- Advanced technology is used in processing and production, with unified operating procedures and quality standards.
- Senior technicians, senior engineers, and other technical personnel account for no less than 10% of the total employees.
- Each trade has technicians or engineers on the front line managing daily technical work, accounting for 30% of the skilled workers.
- All front-line processing and production personnel must be trained and qualified technicians with certificates.
- There is a dedicated technical research and development institution.
- A sound technical archive management system is established.
3.4 Service Standards
- Services include water washing, dry cleaning, dyeing, ironing, mending, cleaning and maintenance of leather and fur clothing.
- A sound scientific management system is established; the enterprise must formulate operating procedures, quality standards, service standards, and safety production systems for each trade.
- Has an ISO quality management system aligned with international standards.
- Service personnel wear uniforms, wear badges, are polite and courteous, follow service standards, and act as good advisors to customers. Sales staff speak Mandarin and can provide services in foreign languages.
4. First Grade Store Requirements
4.1 Business Service Premises
- Total area not less than 100 square meters, of which the sales area is not less than 40 square meters.
- The storefront decoration is beautiful and elegant, the text on the shop signboard is standardized, neat, and eye-catching, the windows inside and outside the store are clean and bright, and the transparent basement has distinct business characteristics.
- Business license, service items, price list, service conventions, grade certificates, and popular science knowledge bulletin boards on laundry and storage of clothing are hung in prominent positions inside the store.
- The arrangement is clean and reasonable; dirty clothes received are stored separately from processed clean clothes, and wardrobes for storing clean clothes have good cleaning ability.
- Store services are managed by computer.
4.2 Equipment and Facilities
- Equipped with production equipment suitable for the grade, including dry cleaning, water washing, dyeing, drying, ironing and finishing, mending, cleaning and maintenance of leather and fur clothing, with performance indicators meeting national safety and environmental protection requirements.
- Complete fire safety, warehouse storage, wastewater, exhaust gas, and waste treatment facilities complying with national regulations.
- The production workshop building is solid, practical, and well-lit, with floors and walls that are clean, easy to clean, and non-peeling.
4.3 Technical Level
—There are unified operating procedures and quality standards for processing and production.
—Senior technicians and engineers oversee daily technical work. Their number is not less than 5% of the technicians.
—All frontline production and processing personnel have been trained, assessed as qualified, and hold certificates for their positions.
—Dedicated technical research organization.
—Technical archives are established.
4.4 Service Standards
—Possess dry cleaning, water washing, dyeing, drying, ironing, mending, leather and fur garment cleaning and maintenance technical service items corresponding to the grade.
—Establish and improve scientific management systems, various operating procedures, quality standards, service standards, safety production and other complete systems.
—Service personnel wear uniform clothing, wear badges, are polite and courteous, follow service standards, and act as good advisors to customers.
—Sales staff speak Mandarin and can provide services in foreign languages.
5 - Requirements for Level 2 Stores
5.1 Business Service Premises
—Total area not less than 80 square meters, of which business area is not less than 30 square meters.
—Storefront decoration is beautiful and elegant, the text on the shop signboard is standardized, neat, and eye-catching, the interior and exterior of the store are clean and bright, layout is reasonable, and has distinctive business characteristics.
—Business license, service items, service conventions, grade certificates, etc. are hung in prominent positions in the store. Chain franchise stores must hang the franchise agreement.
—Facilities and equipment are reasonably arranged; dirty and clean clothes are stored separately; wardrobes for storing clean clothes are neat and clean.
5.2 Equipment and Facilities
—Possess dry cleaning, water washing, dyeing, drying, ironing and finishing, mending, leather and fur garment cleaning and maintenance production equipment corresponding to the grade, with performance indicators meeting national safety and environmental protection requirements.
- Complete fire safety, warehouse storage, wastewater, exhaust gas, and waste treatment facilities complying with national regulations.
- The production workshop building is solid, practical, and well-lit, with floors and walls that are clean, easy to clean, and non-peeling.
5.3 Technical Level
—Technicians or engineers oversee daily technical work.
—The number of technicians and engineers on the frontline production is not less than 10% of the technicians.
—All frontline personnel must hold certificates. The number of technicians must not be less than 50% of frontline personnel.
6. Requirements for Level 3 Stores
6.1 Business Service Premises
—Business area not less than 20 square meters.
—Storefront decoration is beautiful and elegant, the text on the shop signboard is standardized, neat, and eye-catching, and the store interior is tidy and clean.
—Business license, service items, price list, service conventions, grade certificates, chain franchise or entrusted processing agreements are hung in prominent positions in the store.
—Dirty clothes and clean clothes are collected separately; wardrobes for storing clean clothes must be kept clean.
6.2 Equipment and Facilities
—Have simple ironing and finishing equipment.
—Complete fire safety facilities.
—Have secure and clean wardrobes and counters for receiving clothes.
—Store building is sturdy, fireproof, rainproof, clean, and practical.
6.3 Technical Level
—Processing services are performed according to operating procedures, and processed clothes must meet quality standards.
—Store service personnel must be professionally trained, assessed as qualified, and hold certificates; the number of technicians is not less than 50% of the employees.
6.4 Service Standards
—Have service items such as water washing, dry cleaning, ironing, mending, and leather garment maintenance.
—Processing operations follow procedures and service quality meets standards.
—Service personnel dress neatly, are polite, provide enthusiastic service, comply with procedures for receiving and delivering clothes, and act as good advisors to customers.
