Preface Preface
To regulate the business conduct and market order of the laundry and washing industry in our province, protect the legitimate rights and interests of consumers and operators, ensure that each laundry and washing enterprise has operating conditions corresponding to the services provided, meet the quality requirements of laundry and washing services, guarantee fair competition, and promote the healthy, orderly, and coordinated development of the laundry and washing industry in our province, this standard is formulated.
This standard is proposed by Guangdong Standardization Association and Guangdong Tiantian Laundry and Washing Industrial Co., Ltd.
This standard is drafted by Guangdong Standardization Association, Guangdong Federation of Industry and Commerce Laundry and Washing Industry Chamber of Commerce, Guangdong Textile and Garment Product Quality Supervision and Inspection Station, and Guangdong Tiantian Laundry and Washing Industrial Co., Ltd.

Requirements for Classification and Grading of Laundry and Washing Enterprises
1 Basic Requirements for Service Specifications.
This standard applies to commercial laundry and washing enterprises within the administrative region of Guangdong Province.
This standard does not apply to laundry rooms attached to hotels and laundry and washing enterprises operating under the "store-factory integration" model.

3 Terms and Definitions
This standard adopts the terms and definitions of DB44/T 249 2005.
4 Basic Requirements
The production and business activities of laundry and washing enterprises shall comply with DB44/T 249—2005.
5 Five-Star Enterprise Requirements
5.1 Scale
5.1.1 Production Site
5.1.1.1 Area not less than 2000m 2 with reasonable internal layout.
5.1.1.2 Fixed finished product quality inspection area and storage room shall be set up.
5.1.1.3 A dedicated room for physical, chemical, and sanitary index testing and analysis of clothes shall be set up.
5.1.2 Business Scale
5.1.2.1 Have 100 or more exclusive stores within Guangdong Province (including 100) or an annual commercial laundry and washing turnover of 20 million RMB or more (including 20 million).

5.2 Equipment and Facilities
5.2.1 Dry and wet washing equipment and auxiliary equipment are fully and reasonably equipped to fully meet the requirements for washing various clothes.
5.2.2 Equipment availability rate reaches above 95%.
5.2.3 Equipped with advanced washing and ironing equipment, with the proportion of fully automatic mechanical equipment not less than 50%.
5.2.4 Have dedicated personnel for equipment maintenance and repair, with regular maintenance plans.
5.2.5 Configure sewage and exhaust gas treatment systems suitable for production, inspected and approved by local environmental protection departments, and obtain recognized certificates.
5.3.7 Operating service personnel wear unified uniforms and wear work ID badges on duty.
5.4 Quality Specifications
5.4.1 The rework rate for garment washing is controlled within 3%.
5.4.2 The pass rate for random inspection of garments to be delivered reaches above 99.5%.
5.4.3 Customer complaint rate is less than 5‰.
5.5 Quality Management
The quality management system is certified by ISO 9001—2000.
6 Four-Star Enterprise Requirements
6.1 Scale
6.1.1 Production Site
6.1.1.1 Area not less than 1000m 2 with reasonable internal layout.
6.1.1.2 Fixed finished product quality inspection and storage areas are set up.
6.1.1.3 A dedicated garment physical and chemical testing laboratory is established.
6.1.2 Business Scale
6.1.2.1 There are 50 or more specialty stores in Guangdong Province (including 50) or an annual commercial laundry turnover of 15 million RMB or more.

6.1.2.2 Each specialty store area is not less than 8m 2。
6.1.2.3 Specialty stores have unified decoration, unified signage, unified service requirements, and unified charging standards.
6.1.2.4 Specialty store services are managed by computer.
6.2 Equipment and Facilities
6.2.1 Dry and wet washing equipment and auxiliary equipment are fully equipped to fully meet the quality requirements for washing various garments.
6.2.2 Equipment availability rate reaches above 95%.
6.2.3 Equipped with advanced washing and ironing equipment, with fully automatic mechanical equipment accounting for no less than 30% of the total.
6.2.4 There are dedicated personnel for equipment maintenance and repair who meet requirements, with a regular maintenance plan.
6.2.5 Equipped with steam boilers that meet production needs, inspected and approved by local quality and technical supervision departments.
6.2.6 Dedicated garment delivery vehicles are available, in good condition, with clear unified markings on the vehicle body; the interior of the vehicle is dry and clean, and garments before and after washing are separated.
6.3 Organization and Personnel
6.3.1 Reasonable personnel allocation with clear responsibilities.
6.3.2 All personnel have undergone professional training, passed assessments, and hold certificates for their positions.
6.3.3 Personnel with professional washing and ironing technical qualifications account for no less than 40% of the total washing and ironing staff, among whom no less than 3% are intermediate or higher-level technical personnel.
7.1.1.2 Fixed finished product quality inspection and storage areas are set up.
7.1.2 Business Scale
7.1.2.1 There are 20 or more operating stores (including 20) or an annual commercial laundry turnover of 10 million RMB (including 10 million).
7.1.2.2 Each store area is not less than 6m 2。
7.2 Equipment and Facilities
7.2.1 Dry and wet washing equipment are fully and reasonably equipped, basically meeting the quality requirements for washing various garments.
7.2.2 Equipment availability rate reaches above 95%.
7.2.3 Equipped with relatively advanced washing and ironing equipment, with fully automatic mechanical equipment accounting for no less than 20% of the total.
7.2.4 There are dedicated (or part-time) personnel for equipment maintenance and repair who meet requirements, with a regular maintenance plan.
7.3 Organization and Personnel
7.3.1 Reasonable personnel allocation with clear responsibilities.
7.3.2 All employees have undergone professional training, passed assessments, and hold certificates for their positions.
7.3.3 Personnel with professional washing and ironing technical qualifications account for no less than 30% of the total washing and ironing staff, among whom no less than 1% are intermediate or higher-level technical personnel.
7.3.4 Equipped with dedicated quality inspection personnel appropriate to production.
7.3.5 Operating service personnel have at least junior high school education and can speak Mandarin.
7.4 Quality Standards
7.4.1 The rework rate for garment washing is controlled within 5%.
7.4.2 The pass rate for random inspection of garments to be delivered reaches above 98%.
7.4.3 Customer complaint rate is less than 1%.
8 Comprehensive Evaluation
8.1 Evaluation Method
8.1.1 After the enterprise voluntarily submits a written application, an evaluation organization is organized to conduct the evaluation.
8.1.2 According to the star level voluntarily applied for by the enterprise, evaluation is conducted item by item against the standard requirements.
8.1.3 Evaluation methods include on-site assessment, on-site random inspection of garment washing quality, inspection of management records, original technical quality records, quality inspection reports, and customer complaint records.
8.1.4 Each evaluation result is classified as compliant, basically compliant, or non-compliant.
8.1.5 Each evaluation item is assessed by no fewer than 3 evaluators, and the result agreed upon by two-thirds or more is taken as the evaluation result for that item.
8.2 Evaluation Results
8.2.1 Evaluation results meeting requirements: no non-compliant items, and no more than two basically compliant items.
8.2.2 If the evaluation results are compliant, the evaluated entity is awarded the applied level.
8.2.3 Enterprises with non-compliant evaluation results may apply for re-evaluation after improvement.
8.3 Validity Period and Re-evaluation
8.3.1 The evaluation result is valid for two years. Upon expiration, the enterprise may voluntarily apply for re-evaluation.
8.3.2 After re-evaluation, enterprises that meet the standards will retain their original level; those that do not meet the standards will have their original level revoked.
8.3.3 Enterprises may apply for a higher-level evaluation at any time.
8.3.4 If an enterprise experiences a major quality or safety incident, it must undergo re-evaluation.
