According to the requirements of the "Management Specification for the Formulation and Revision Process of Circulation Industry Standards (Trial)", based on project applications from relevant parties, the Ministry of Commerce has determined the "2017 Circulation Industry Standard Project Plan" (hereinafter referred to as the "Plan"). The following matters are hereby notified:
1. Ensure Standard Quality
All units should promptly organize implementation according to the content and related requirements of the "Plan", strictly control the quality of standards, effectively improve the quality and level of standard formulation and revision, and enhance the applicability and effectiveness of related standards. Ensure that the structure and format of standards comply with the provisions and requirements of "Standardization Work Guidelines Part 1" (GB/T1.1-2009), and strive to improve the standardization level of standard drafting.
2. Ensure Proper Standard Coordination
Coordinate the formulation and revision of standards with circulation innovation and development, intellectual property disposal, and standard application promotion; fully absorb and reference international standards and advanced foreign standards; closely connect with existing national and industry standards; avoid overlap and conflicts with existing standards.
3. Widely Solicit Opinions
During the formulation and revision of standards, opinions should be widely solicited to reach the broadest consensus within the industry. The number of units solicited for opinions shall not be less than 30. A summary table of the solicitation status for each standard should be prepared and explained.
4. Strict Work Procedures
Drafts for review and approval completed during the drafting process should be submitted to the business department responsible for the project application for review. When submitting, relevant electronic files should also be submitted simultaneously in the circulation standard formulation and revision information management system, ensuring consistency between the two. The Ministry of Commerce will manage the formulation and revision of industry standards according to procedures, strictly review and control to ensure standard quality.
5. Accelerate Formulation and Revision Progress
Drafting units should accelerate the formulation and revision progress on the basis of ensuring standard quality, and ensure the drafting task is completed before the end of 2018. If unable to complete on time, an extension application should be submitted to the Ministry of Commerce in advance. The standard formulation and revision cycle should generally not exceed 18 months.
