2. Business Scope and Work Achievements
The laundry and dyeing industry is an indispensable service industry in people's daily life and also a service window reflecting the city's environment and civilized appearance. Tianjin Laundry and Dyeing Industry Association (hereinafter referred to as the Association) is a legal social organization voluntarily formed by enterprises engaged in laundry, ironing, dyeing, mending, and cleaning and coloring of leather or fur clothing, as well as enterprises producing and operating washing machinery, detergents, and related materials, approved by the municipal government. The Association's purpose is to "unite the industry's strength, handle industry affairs, serve members, abide by the national constitution, laws, regulations, and policies, promote information communication, horizontal cooperation, technical exchange and collaboration among enterprises, uphold integrity, combat malpractice, promote healthy and orderly development of the entire industry, assist the government in industry management, and act as a bridge and link."
The Association was established on May 18, 1998, currently has more than 300 member enterprises and over 2,600 laundry shops, with business revenue accounting for nearly 70% of the city's industry. The office is located at Room 405, No. 12 Lasa Road, Heping District, Tianjin, phone 27812925. The Association has successively formulated: "Tianjin Laundry Service Management Measures," Tianjin local standards: "Laundry Enterprise Grading Standards," "Laundry Service Quality Standards," "Tianjin Laundry Industry Association Charter," "Rules for Applying to Join Tianjin Laundry Industry Association," "Industry Regulations and Agreements of Tianjin Laundry Industry Association," "Financial Management System of Tianjin Laundry Industry Association," "Implementation Rules for Professional Conditions of Laundry Industry Startups in Tianjin," "Compensation Measures for Laundry Service Quality Issues," "Issuance and Evaluation Measures for Professional Qualification Certificates to Compliant Enterprises" (trial), "Regulations on Strict Industry Self-discipline, Certificate-based Employment and Industry Access" (trial), "Tianjin Laundry Service Contract" model text, and "Customer Notice" of Tianjin Laundry Industry. The Association, in cooperation with Tianjin Administration for Industry and Commerce, has uniformly printed the "Tianjin Laundry Industry Receipt (Clothing Collection) Voucher," providing enterprises with rules and legal basis. Over the years, 42 famous and excellent laundry enterprises have been recognized, among which 7 won the National Top Ten Laundry Enterprises, 29 outstanding technicians were awarded the title of "Technical Pacesetters" in Tianjin Laundry Industry, and three technicians were awarded the title of "National Technical Experts" by the National Labor and Social Security Bureau. From 2006 to 2008, the Association was successively awarded the titles of "Advanced Private Organization of Tianjin," "Advanced Industry Association of Tianjin," and "Excellent Industry Association and Chamber of Commerce of Tianjin" by the Tianjin Municipal Government.
In 2004, the Tianjin Laundry Industry Expert Committee was established. According to the "Tianjin Social Organization Registration Management Regulations" and authorized by relevant municipal government departments, the Association established the "Tianjin Laundry Quality Appraisal Committee," responsible for laundry quality appraisal work throughout the city. Since 2000, it has handled and resolved more than 6,000 laundry quality disputes annually on average, including assisting courts, industry and commerce, consumer associations, and other law enforcement departments in resolving laundry disputes and issuing appraisal reports, safeguarding the legitimate rights and interests of enterprises and consumers. In 2006, the Tianjin Laundry Industry Association Equipment Allocation and Maintenance Consultation Service Center was established and received praise from relevant departments.
According to Tianjin Labor Vocational Technical (1999) No. 383 "Notice on Implementing the Vocational Qualification Certificate System and Carrying out Vocational Skills Training and Appraisal in the Laundry Industry," the Association established a training center, which has trained more than 1,600 laundry industry technicians who have obtained technical grade certificates issued by the Ministry of Labor and Social Security at junior, intermediate, senior, technician, and senior technician levels, including 53 senior technicians. Six people have been appointed as senior examiners by the Tianjin Labor and Social Security Bureau, and eight as examiners. Four people have obtained laundry industry trainer qualification certificates after assessment by the China Employment Training Technical Instruction Center. Six people have been recognized as members of the National Laundry Industry Expert Committee by the China General Chamber of Commerce. Since July 28, 2006, experts have been available every Friday to solve difficult laundry problems, resolving more than 1,600 cases for member enterprises in the past year. In October 2005, the China General Chamber of Commerce authorized the Association as the Tianjin Training Center for the Laundry Industry of the China General Chamber of Commerce.
In the 3rd to 6th National Laundry Industry Vocational Skills Competitions, the Tianjin Laundry Industry Association won the Excellent Organization Award for four consecutive sessions.
In 2007, the Association established the "Tianjin Laundry Industry Association Website" to promptly deliver the latest international and domestic laundry industry information to member enterprises and promote industry development. To more broadly carry out industry work, the Association set up workstations in various districts and counties with three main tasks: first, strengthen information communication, technical exchange, and skills training; second, assist the Association in preliminary work of laundry quality appraisal; third, recommend high-quality and cost-effective washing machinery and detergents to members.
