China Commercial Federation issues initiative to reduce electricity prices for trade service enterprises

To intensify supply-side reform, vigorously develop the real economy, and improve the business environment, this year's "Two Sessions" Government Work Report clearly proposed "reducing grid link charges and transmission and distribution prices, with the average electricity price for general industrial and commercial users reduced by 10%." To implement the decisions and deployments of the Government Work Report, the National Development and Reform Commission has successively issued multiple documents, deploying eight measures to reduce electricity prices for general industrial and commercial users. Price authorities at all levels attach great importance to this, actively taking measures and successively introducing policies to implement electricity price reductions.
To promote the early implementation of policy measures and reduce the electricity burden on commercial enterprises, the China General Chamber of Commerce issued the following initiative on September 6 to local chambers of commerce, commercial circulation industry associations, and commercial service enterprises:
1. Local chambers of commerce and industry associations should attach great importance to reducing electricity prices for commercial service enterprises, effectively lowering business operating costs, strengthen policy publicity, guide enterprises to care about and support price authorities in implementing price reductions, call on all relevant social parties to take practical actions, cooperate with relevant departments to inform commercial service enterprises of related measures to reduce electricity prices, and ensure that commercial service enterprises enjoy the benefits of reform.
2. Commercial service enterprises should pay attention to the implementation of electricity price reduction policies, strengthen policy awareness, understand specific policy measures for reducing electricity prices, actively strive for reasonable and effective electricity price reductions within the scope of national policies, reduce electricity costs, and improve service supply levels.
3. Commercial entities undertaking power resale should pass policy benefits to all related commercial service enterprises. According to the policies of price authorities, all price reduction measures since the beginning of this year should be transmitted to end users before the stipulated time. At the same time, in accordance with the spirit of the "Notice of the General Office of the National Development and Reform Commission on Cleaning Up and Regulating Charges Related to Grid and Power Resale Links" (Development and Reform Office Price [2018] No. 787), actively implement the requirements of the document, proactively contact power grid enterprises, choose appropriate power purchase plans based on the actual situation of enterprises, strive to implement preferential measures as soon as possible; actively investigate unreasonable price markups and irregular practices in the power resale link, actively negotiate with end merchants on reasonable cost-sharing methods related to the power resale link, rectify and standardize power resale behavior, ensure that all price reduction measures are fully passed on to end merchants, and effectively reduce the electricity costs of end merchants.
4. Large chain enterprises can study the impact of two-part electricity pricing and direct power purchase pilot policies on enterprise costs, exploring and selecting appropriate power purchase methods; at the same time, to further reduce energy costs, commercial enterprises should also deeply tap their own potential, implement technological transformation, improve energy management levels, do a good job in energy conservation and emission reduction, improve energy use efficiency, and reduce unit energy consumption. Reducing electricity costs is an important measure for the government to promote the development of the real economy. Our commercial enterprises and commercial power resale enterprises should attach great importance to this, actively support and cooperate with price authorities and enterprises in carrying out related work. Our chamber of commerce calls on the commercial service industry to work together to promote the early implementation of this policy, reduce electricity costs for commercial enterprises, enable the commercial circulation industry to enjoy policy benefits, and provide more satisfactory commercial circulation services to the people.
