Chapter 6 Laundry and Dyeing Industry
1 Basic Requirements
1.1 These regulations apply to all types of laundry and dyeing enterprises during the epidemic period of infectious diseases.
1.2 Laundry and dyeing enterprises shall, in accordance with Article 7 of the Implementation Measures of the Law of the People's Republic of China on the Prevention and Control of Infectious Diseases, regularly carry out health education on infectious disease prevention knowledge and control measures, enabling staff to understand common and sudden infectious disease prevention knowledge and control measures. Achieve "Two Familiarities" (familiar with the symptoms, characteristics, and preventive measures of infectious diseases announced by the health administrative department; familiar with the names, addresses, and contact numbers of local stations and hospitals for treating infectious or suspected patients); and "Two Abilities" (able to roughly judge and promptly report the symptoms of infectious diseases; able to timely fulfill reporting obligations and effectively control the site).
1.3 Medium and large laundry and dyeing enterprises shall establish a leadership group for infectious disease prevention and control, with the legal representative or general manager of the enterprise taking overall responsibility; small enterprises shall also have main management personnel responsible for this work. Based on national standards and these regulations, develop scientific and feasible work plans and emergency plans, clarifying the handling steps, methods, and specific responsibilities for each operational link. At the same time, list inspection checklists according to the priority of relevant operational links, determine inspection procedures, conduct strict inspections, and keep corresponding records.
1.4 Relevant personnel must be familiar with and master all emergency plans and conduct rehearsals or assessments.
1.5 Timely collect, organize, and report information related to the epidemic situation of infectious diseases and preventive measures. Leaders at all levels of the enterprise must understand the health status of their department's employees and their family members and report promptly without concealment, delay, or false reporting.
1.6 Enterprises shall allocate certain funds for prevention work.
1.7 Combine industry characteristics to study and learn about preventive measures during infectious disease epidemics, and promptly exchange and report experiences and lessons.
1.8 In areas where infectious disease epidemics have occurred, laundry shops (factories) that do not meet the required sterilization and disinfection capabilities shall be temporarily closed.
2 Environmental and Facility Requirements
2.1 The shop floor and operational environment must maintain good ventilation and air hygiene quality. Natural ventilation should be preferred, with doors and windows opened as much as possible to maintain good indoor ventilation.
2.2 Ventilation equipment should operate normally; fresh air inlets must be equipped with filters, and exhaust ducts kept clean; when air temperature adjustment is not needed, use fresh air comprehensively; when temperature and humidity adjustment is needed, ensure sufficient fresh air volume.
2.3 The front desk for receiving and delivering clothes shall be divided into zones with clear signage.
2.4 Washed, finished, and disinfected clothes must be packaged and isolated from clothes waiting to be washed.
3 Disinfection Requirements
3.1 Disinfection must be carried out according to the requirements of health and epidemic prevention departments and relevant national regulations, referring to the Ministry of Health's "Guiding Principles for Disinfection to Prevent Infectious Atypical Pneumonia in Public Places (Trial)", combined with the characteristics of laundry enterprises, and must have dedicated personnel responsible. Relevant persons in charge should conduct regular inspections and spot checks.
3.2 Disinfection of the air system and water supply and drainage systems in business halls and operation workshops must be done properly. Ultraviolet lamps should be installed in laundry rooms, and disinfection of workshops should be done once daily when unattended.
3.3 Use effective disinfectant solutions daily to mop or spray disinfect the floors and walls of laundry workshops and integrated shop-factory public areas.
3.4 Use effective disinfectant solutions daily to disinfect surfaces of objects including doors and windows, door handles, cashier counters, clothes receiving and dispatch counters, sofas, telephones, washbasins, faucets, and restrooms—objects prone to contamination.
3.5 Air Disinfection
3.5.1 For laundry workshops and storage rooms, after sealing, physical methods can be used for air and surface disinfection. Install ultraviolet disinfection lamps (capacity calculated as ≥1.5w/m3 of room volume), with irradiation time not less than 30 minutes; use ozone generators (ozone concentration ≥20mg/m3) for 30 minutes.
3.5.2 For larger washing workshops, after sealing and when unattended, disinfect with effective disinfectants such as peracetic acid solution according to epidemic prevention department requirements.
3.6 The front desk must be frequently wiped and disinfected.
3.7 Physical and chemical disinfection methods must be used for water-washed fabrics and leather products to ensure disinfection effectiveness.
3.8 Disinfection of dry-cleaned fabrics and leather products should follow the procedure: add corresponding sterilizers to tetrachloroethylene or petroleum solvent during dry cleaning; fabrics and leather products washed with petroleum plus sterilizer must undergo further ultraviolet or ozone sterilization disinfection.
3.9 Daily effective disinfection must be performed on washing, ironing machinery, and related tools. Washing machines must be cleaned and disinfected after each use; ironing tools must be wiped with disinfectant or alcohol cotton balls inside and out after use; garment packaging machines must be wiped daily with disinfectant or alcohol cotton balls.
3.10 Disinfection operations must be strictly, meticulously, and scientifically implemented according to procedures. Consider and avoid possible damage to fabrics or leather products caused by disinfection and preventive measures.
4 Health Requirements for Staff
4.1 Staff must hold health certificates recognized by medical and health institutions before starting work.
4.2 Front desk and other staff directly facing customers must wear masks, gloves, or take necessary protective measures as needed.
4.3 Personnel who do not comply with protective requirements and unrelated personnel are not allowed to enter the work area.
4.4 Strengthen the management and supervision of staff personal hygiene. Establish a daily health check system for staff, and conduct inspections of their personal physical condition and hygiene status before each shift. This includes checking for any suspected symptoms, close contact with patients or suspected patients of infectious diseases, hand cleanliness, workwear cleaning and disinfection, use of protective equipment, and other personal hygiene requirements.
