Notice from the Ministry of Civil Affairs on Issuing the "2015 Implementation Plan for Central Government Financial Support for Social Organizations Participating in Social Service Projects"

Civil Affairs Departments (Bureaus) of all provinces, autonomous regions, and municipalities directly under the Central Government, Civil Affairs Bureaus of all cities separately listed in the state plan, Civil Affairs Bureau of Xinjiang Production and Construction Corps, and all social organizations:
To properly manage the central government financial support for social organizations participating in social service projects, standardize project procedures, strengthen fund supervision, and improve project effectiveness, based on the "Notice from the Ministry of Finance and Ministry of Civil Affairs on Issuing the
All Civil Affairs Departments (Bureaus) of provinces (autonomous regions, municipalities), Civil Affairs Bureaus of all cities separately listed in the state plan, and Civil Affairs Bureau of Xinjiang Production and Construction Corps are requested to widely publicize and mobilize according to the requirements of the "Implementation Plan", carefully organize project application and review, effectively guide and manage, and ensure project quality and effectiveness. In the project application process, priority should be given to projects targeting people's livelihood, the masses, and grassroots levels; projects that play a unique role in specific fields, have typical demonstration effects, significant social impact, or make special contributions; projects supported by local financial funds, welfare lottery funds, and social funds; and projects that were well managed, orderly executed, and effective in the previous year. After project approval, localities should review, summarize, and submit the paper application materials of the approved units, promptly hold project work meetings for the approved units, and guide them to start project execution as soon as possible.
In 2015, central government financial support for social organizations participating in social service projects shall be uniformly reported through the Project Information Management System. Localities should enter, summarize, and rank the preliminarily approved projects in the system and submit them to the project office by email before December 17, 2014. National social organizations should submit application materials directly to the project office by email before December 5, 2014.
All social organizations should attach great importance, carefully plan, scientifically design, and actively apply. Social organizations that obtain project approval should standardize project implementation, ensure execution progress, strictly manage funds, further establish social service awareness through project execution, tap social service potential, leverage social service advantages, improve social service levels, demonstrate social service roles, and play a demonstrative role, making positive contributions to safeguarding and improving people's livelihood and promoting the construction of a harmonious socialist society.

2015 Implementation Plan for Central Government Financial Support for Social Organizations Participating in Social Service Projects
To strengthen the management of central government financial support for social organizations participating in social service projects (hereinafter referred to as projects) and ensure standardized project implementation, this implementation plan is formulated based on the "Management Measures for the Use of Central Government Financial Support Funds for Social Organizations Participating in Social Service Projects" (Finance and Social [2012] No. 138).
1. Nature and Allocation of Funds
Project funds are special subsidies arranged through the Ministry of Civil Affairs' departmental budget from the central government to support social organizations participating in social services. The total project budget for 2015 is about 200 million yuan, including approximately 50 million yuan for development demonstration projects (Category A), about 65 million yuan for social service pilot projects (Category B), about 65 million yuan for social work service demonstration projects (Category C), and about 15 million yuan for personnel training demonstration projects (Category D). Specific fund allocation will be adjusted based on project applications and review results.
2. Scope of Funding
In 2015, the projects mainly fund social organizations to carry out social service activities in the following areas:
(1) Social Assistance Services. Funding for low-income families, patients with major diseases, households receiving five guarantees, and those who have lost labor capacity; providing living assistance, care, material and technical support to impoverished populations and disaster-affected people; supporting urban and rural poor people in western regions, ethnic minority areas, and remote mountainous areas to improve production and living conditions, educational and cultural conditions, medical and health conditions, and ecological environment.
(2) Social Welfare Services. Aiming to meet the elderly's needs for elderly care services and improve their quality of life, providing services such as daily care, rehabilitation nursing, medical care, emergency rescue, and social participation; funding adoption, treatment, and rehabilitation activities for orphans and abandoned infants; supporting aid and protection activities for homeless children and disabled children in special difficulties; providing services and material support for disabled persons including daily care, medical rescue, and psychological comfort; funding improvements in living conditions and social integration for disabled persons in ethnic minority and impoverished areas.
(3) Community Services. Based on communities and serving community residents, carrying out projects such as community harmony, community health, community education and correction, legal aid, protection of entitled persons, care for special groups, and services for children of migrant workers.
(4) Professional Social Work Services. Focusing on special groups such as urban migrants, rural left-behind persons, elderly, children and adolescents, disabled persons, community correction personnel, entitled persons, and disaster victims, providing professional service projects including hardship assistance, conflict mediation, humanistic care, psychological counseling, behavior correction, relationship adjustment, resource coordination, social function restoration, and promotion of individual and environmental adaptation according to needs.
In 2015, projects do not fund infrastructure, research, or publicity activities.
3. Types, Quantity, and Standards of Project Funding
In 2015, the projects mainly fund the following four types of projects:
(1) Development Demonstration Projects (Category A): Approximately 200 projects are planned to be funded, targeting disadvantaged social organizations in western provinces (Sichuan, Yunnan, Tibet, Gansu, Qinghai, Xinjiang, as well as Inner Mongolia, Guangxi, Hainan, Chongqing, Guizhou, Shaanxi, Ningxia) to carry out social assistance, social welfare, community services, professional social work, and other social service activities serving the public. If necessary, up to 50,000 yuan can be allocated for essential office equipment such as computers, printers, fax machines, copiers, service facilities, and costs for meetings, training, and transportation required for project execution. Each project’s funding does not exceed about 250,000 yuan.
(2) Social Service Pilot Projects (Category B): Approximately 100 projects are planned to be funded, targeting large-scale, functionally important national social organizations and local social organizations with strong regional influence to carry out social assistance, community services, and other social service activities. Funding for local social organization projects does not exceed 500,000 yuan. Funding for national social organization projects does not exceed 1,000,000 yuan.
(3) Social Work Service Demonstration Projects (Category C): Approximately 100 qualified social organizations are planned to be funded to carry out social welfare, professional social work services, and other social service activities. Funding for local social organization projects does not exceed 500,000 yuan. Funding for national social organization projects does not exceed 1,000,000 yuan.
(4) Personnel Training Demonstration Projects (Category D): Intended to fund training institutions (including social organizations) with educational training functions and experience to conduct training for social organization leaders and business staff. Organized, guided, and supervised by social organization registration management authorities of provinces (autonomous regions, municipalities), cities separately listed in the state plan, and the Xinjiang Production and Construction Corps, jointly applied for and executed with training institutions. Each project's funding is generally within 350,000 yuan, not exceeding 500,000 yuan, mainly subsidizing expenses for accommodation, transportation, teaching materials, instructors, etc., with an average of no more than 350 yuan per person per day. Approximately 8,000 social organization leaders and business staff are planned to be trained throughout the year.
4. Funding Conditions
Social organizations applying for projects should meet the following qualification conditions:
(1) Registered with the civil affairs department and passed the 2013 annual inspection;
(2) Have ongoing social service projects;
(3) Have corresponding supporting funding sources;
(4) Have a complete organizational structure;
(5) Have a sound financial system and an independent bank account;
(6) Have a sound workforce and good execution capability;
(7) Have experience in implementing social service projects and possess good credibility;
(8) For applications for professional social work services, the applicant should be a private social work service institution or social work industry organization, ensuring that the project team has at least one full-time staff member holding a national social worker professional qualification certificate or possessing a social work professional background.
To increase support for western, ethnic, and impoverished areas, in 2015, national social organizations applying for Category B and C projects with project implementation regions in western provinces will be given priority consideration.
To expand the demonstration effect and participation of projects, in 2015, social organizations that have never received project approval are encouraged and supported to apply, and the review committee is requested to give priority consideration. Local social organizations that have consecutively received Category A, B, or C project approvals three times will no longer be reviewed; those that have received approvals twice must be strictly controlled by local authorities, with quantity limits and special explanations during summary reporting.
5. Project Application
Applicants should download and install the project information management system from the China Social Organization Network project section (www.chinanpo.gov.cn/xiangmu), fill in and export the electronic application form according to the instructions. National social organizations must submit the electronic application form to the project office by email before December 5, 2014. Local social organizations should report to the provincial civil affairs departments, which will conduct preliminary reviews and summarize via the project information management system, then submit by email to the project office before December 17, 2014.
Each social organization may only apply for one project.
6. Project Review and Approval
(1) Preliminary Review: The project office conducts a preliminary review of submitted electronic applications, mainly checking completeness and basic project elements. Applications passing preliminary review are summarized and submitted to the review committee for evaluation.
(2) Review: The review committee mainly examines: 1. The applicant's qualifications, including annual inspection results, evaluation ratings, social reputation, financial system, workforce, execution ability, and relevant experience; 2. The main content of the project, implementation region, beneficiaries, schedule, problems addressed, expected social benefits, and the project's feasibility, necessity, and innovation; 3. Budget compilation and matching of social and local funds. The review will determine project funding amounts based on the applicant's project scale, service capacity, and social reputation. Priority is given to projects targeting people's livelihood, the public, and grassroots; projects with unique roles in specific fields, exemplary demonstration, significant social impact, or special contributions; projects with local government and social funding support; and projects with social organization characteristics and services.
(3) Project Approval Announcement: Projects approved by the review committee are approved by the project leadership group, which determines the list of projects supported by central government funds and the approved funding, and announces them publicly.
7. Submission of Project Materials
Social organizations with approved projects must submit the following materials to the project office within 10 working days from the announcement date (national social organizations submit two copies, local social organizations submit three copies):
(1) Printed paper application form directly from the project information management system, signed and stamped by the legal representative;
(2) Copies of relevant materials such as the registration certificate with annual inspection conclusion, bank account opening documents, honor certificates, and evaluation rating certificates;
(3) Commitment letter for supporting funds signed and stamped by the legal representative.
Late submissions or discrepancies between paper and electronic application forms will result in cancellation of the project's approval. After review and stamping by the project office, the project becomes effective.
8. Fund Management
Within 15 working days from the project approval announcement, the project office will apply for fund disbursement according to procedures. Funds are disbursed in two installments: 70% initially, and the remaining 30% after approval of the mid-term project report.
Project executing units must establish and improve internal control systems, special financial management, and accounting systems promptly, following the principles of "special funds for special purposes, separate accounting, and performance focus." Strengthen fund management by incorporating project funds into unified financial management with separate accounting to facilitate tracking, effectiveness evaluation, and supervision. Funds must be used strictly according to the application purpose, ensuring safety and proper use. They must not be used for purchasing or constructing buildings, paying fines, repaying debts, external investments, purchasing vehicles, or any form of misappropriation, withholding, or diversion.
No unit may extract management fees from project funds under any name.
9. Execution Requirements
Project executing units must comply with related commitments, fulfill contractual obligations, and complete projects on schedule. Once approved, projects must not be subcontracted, transferred, or adjusted without reason. Termination, cancellation, or changes during execution due to special reasons require approval from the leadership group. Except for force majeure, all projects should be completed within 2015.
The project executing units shall complete 50% of the project funds and social service activities by June 30, 2015, and submit a mid-term report to the project office by July 5. The project executing units shall complete the execution of all project funds and social service activities by November 30, 2015, and submit a final report to the project office by December 5, including: project implementation status, implementation effects, self-assessment report, publicity situation, etc. Civil affairs departments of each province (autonomous region, municipality directly under the central government), each planned single-listed city, and Xinjiang Production and Construction Corps shall submit the project management and execution summary report of their respective regions by December 31.
10. Project Management, Audit, and Evaluation
The Ministry of Finance and the Ministry of Civil Affairs will conduct irregular inspections on the management and use of project funds in various regions. Civil affairs departments of each province (autonomous region, municipality directly under the central government), each planned single-listed city, and Xinjiang Production and Construction Corps shall strengthen supervision over the use of project funds in their regions, organize phased inspections of projects, and ensure the scientific, reasonable, and effective use of project funds.
The project introduces social audit and evaluation, conducting comprehensive audits and key evaluations of the project. Performance evaluation of fiscal expenditure will be introduced to assess the use of project funds and overall implementation effects. The results of audits, evaluations, and other performance assessments will serve as important reference factors for future project reviews and fund allocations. Project execution will also be combined with annual inspections, evaluations, commendations, rewards, and administrative penalties of social organizations.
11. Publicity and Summary
The Ministry of Civil Affairs, civil affairs departments of each province (autonomous region, municipality directly under the central government), each planned single-listed city, Xinjiang Production and Construction Corps, and project executing units shall promote the significance, funding content, and application methods of the project through news media such as radio, television, newspapers, and the internet. They shall promptly publicize and report the project's progress and social benefits, guide social organizations to participate in social services, fulfill social responsibilities, play a positive role, and enable the whole society to pay more attention to, understand, and support social organizations. Civil affairs departments of each province (autonomous region, municipality directly under the central government), each planned single-listed city, and Xinjiang Production and Construction Corps shall establish project models, formulate publicity and summary plans, and submit and forward project execution status to the project office.
Each executing unit shall promptly collect video and audio materials, organize typical cases, establish dedicated project publicity archives, regularly submit project briefs to the project office, and indicate the "Central Government Financial Support for Social Organization Demonstration Project (2015)" logo on project publicity activities, distributed materials, and allocated items.
Application forms, mid-term reports, and final reports of the project shall be submitted directly to the project office (including electronic files) by national social organizations. Local social organizations shall submit them to the civil affairs departments of each province (autonomous region, municipality directly under the central government), planned single-listed city, and Xinjiang Production and Construction Corps (including electronic files). After centralized collation, these departments shall uniformly submit them to the project office.

1. Social Assistance Services. In western regions, ethnic minority areas, and remote mountainous areas, funding supports urban and rural poor people to improve production and living conditions, educational and cultural conditions, medical and health conditions, and ecological environment.
2. Social Welfare Services. Based on communities and serving community residents, projects such as community harmony, community health, community education and assistance, legal aid, protection of preferential treatment recipients, care for special groups, and services for migrant workers' children are carried out.
4. Professional Social Work Services. Focusing on special groups such as urban floating populations, rural left-behind persons, elderly, children and adolescents, disabled persons, community correction personnel, preferential treatment recipients, and disaster victims, professional service projects are provided according to needs, including hardship assistance, conflict mediation, humanistic care, psychological counseling, behavior correction, relationship adjustment, resource coordination, social function restoration, and promotion of personal and environmental adaptation.
In 2015, the project does not fund infrastructure, research, or publicity activities, and strictly reviews projects with broad beneficiary groups such as literary performances, lectures, and book donations.

Application Methods for the 2015 Central Government Financial Support for Social Organizations Participating in Social Services Project
1. To optimize the project application process, the 2015 project application is divided into two stages: first, electronic file application; second, submission of paper materials. All project applicants only need to submit the electronic file of the project application form as required to participate in the project review. Units that pass the review and are announced for project approval shall then submit the required paper materials as required.
2. Applicants shall determine the type of project to apply for based on the "Implementation Plan" and the "Scope of Funding for the 2015 Central Government Financial Support for Social Organizations Participating in Social Services Project," combined with their actual situation. Development demonstration projects (Category A) mainly target social organizations in western regions to carry out social assistance, social welfare, community services, professional social work, and other social service activities serving the public. Social service pilot projects (Category B) mainly fund social organizations to carry out social assistance and community service activities. Social work service demonstration projects (Category C) mainly fund social organizations to carry out social welfare and professional social work service activities. Personnel training demonstration projects (Category D) are mainly organized, guided, and supervised by civil affairs departments of each province (autonomous region, municipality directly under the central government), each planned single-listed city, and Xinjiang Production and Construction Corps, jointly applied for and executed with training institutions (social organizations).
3. After the applying unit confirms the project to be applied for, it shall download and install the Project Information Management System and the user manual from the project column of the China Social Organization Network (www.chinanpo.gov.cn/xiangmu) or the parameter download section of the user center on the official website of Jiuqi Software (www.jiuqi.com.cn), complete the electronic application form in full accordance with the instructions, and export the project application electronic file in jio format.
4. The electronic files of project applications from national social organizations must be submitted to the project office by email before December 5, 2014. Local social organizations shall report to the provincial civil affairs departments, and after preliminary review and summary through the Project Information Management System by the civil affairs departments of provinces (autonomous regions, municipalities directly under the central government), cities separately listed in the state plan, and the Xinjiang Production and Construction Corps, the files shall be uniformly submitted to the project office by email before December 17, 2014.
5. Social organizations that have been approved for project establishment after review must submit the following paper materials to the project office within 10 working days from the date of the project establishment announcement (national social organizations submit two copies, local social organizations submit three copies): 1) the paper application form directly printed from the Project Information Management System, signed and stamped by the legal representative; 2) copies of relevant materials such as the registration certificate with the annual inspection conclusion stamp, bank account opening documents, honor certificates, and evaluation grade certificates; 3) a matching fund commitment letter signed and stamped by the legal representative. National social organizations submit directly to the project office; local social organizations submit to the civil affairs departments of provinces (autonomous regions, municipalities directly under the central government), cities separately listed in the state plan, and the Xinjiang Production and Construction Corps, which then summarize and submit uniformly to the project office.
6. Late submissions or paper materials inconsistent with the content of the electronic application form will result in the cancellation of the applying unit's project establishment qualification.
7. The project application form should detail the main content of the project, implementation area, beneficiaries, schedule, problems to be solved, and social benefits, fully demonstrating the feasibility, necessity, and innovativeness of the project. The budget expenditure details for the application funds should be based on thorough research, scientifically designed, and fully anticipate all possible project expenses. Matching funds should be declared truthfully.
8. The project application form should focus on explaining the quantifiable and assessable implementation benefits and expected outcomes of the project. The applying unit should scientifically plan the expected goals for each implementation phase according to the schedule, ensuring consistency with the actual progress except for force majeure or other factors.
9. Each applying unit can only apply for one project per year.
10. The project application form serves as the formal contract for project implementation. The applying unit must ensure its authenticity and seriousness. Once signed and stamped by the project leadership group, the contract is established.

2015 Central Government Financial Support Implementation Measures for Social Organizations Participating in Social Service Projects
1. Project executing units must abide by relevant commitments, fulfill agreed obligations, and complete the project on schedule. Once a project is approved, it shall not be subcontracted, transferred, or adjusted. If the project needs to be terminated, revoked, or changed during execution due to special reasons, approval from the leadership group is required.
2. Except for force majeure factors, all projects should be completed within 2015.
3. Project executing units should complete 50% of the project funds and social service activities by June 30, 2015, and submit a mid-term report to the project office by July 5. The report should include: basic project information, management status, execution status, publicity, etc. Upon approval of the mid-term report, the remaining 30% of project funds will be disbursed.
4. Project executing units should complete all project funds and social service activities by November 30, 2015, and submit a final report to the project office by December 5. The report should include: project execution status, implementation effects, self-assessment report, publicity, etc.
5. Civil affairs departments of provinces (autonomous regions, municipalities directly under the central government), cities separately listed in the state plan, and the Xinjiang Production and Construction Corps shall submit regional project management and execution summary reports by December 31, 2015.
6. Project executing units should establish and improve special financial management and accounting systems for project funds according to relevant regulations, incorporate them into the unit's unified financial management, and maintain separate accounting to facilitate tracking, effectiveness evaluation, and supervision.
7. Project executing units must ensure the safety and proper use of project funds. Funds shall not be used for purchasing or constructing buildings, paying fines or penalties, repaying debts, external investments, purchasing vehicles, or other expenditures. No unit may extract management fees from project funds under any name.
8. Project funds should be used for beneficiaries and social service activities, with budgets based on serving beneficiaries and social service activities. The budget amounts and standards should be realistic and subject to social supervision.
9. For Category A projects, if necessary, up to 50,000 yuan can be allocated for essential office equipment such as computers, printers, fax machines, copiers, service facilities, and costs for transportation, meetings, printing, publicity, and other services required for project execution.
10. If project activities require meetings, the number of meeting days and participants should be listed, with all meeting expenses controlled within 400 yuan per person per day. Meeting notices, agendas, photos, attendance sheets, invoices, and expense details should be retained for inspection. If training is required, the number of training days and participants should be listed, with all training expenses controlled within 350 yuan per person per day. Training notices, course settings, teaching materials, venue photos, attendance sheets, invoices, and expense details should be retained for inspection. Expert fees for project activities generally follow the standard of 500 yuan/person/day for senior professional titles and 300 yuan/person/day for other professional technical personnel. For more than 2 days, the fee standard from the third day onward is 200 yuan/person/day.
11. The Ministry of Civil Affairs, civil affairs departments of provinces (autonomous regions, municipalities directly under the central government), cities separately listed in the state plan, the Xinjiang Production and Construction Corps, and project executing units should promote the significance, funding content, and application methods of projects through media such as radio, television, newspapers, and the internet. They should promptly report on project progress and social benefits, guide social organizations to participate in social services, fulfill social responsibilities, play a positive role, and encourage the whole society to pay more attention to, understand, and support social organizations. Civil affairs departments of provinces (autonomous regions, municipalities directly under the central government), cities separately listed in the state plan, and the Xinjiang Production and Construction Corps should establish project models, formulate publicity and summary plans, and submit and forward project execution information to the project office.
12. Project executing units should promptly collect video and audio materials, organize typical cases, establish dedicated project publicity archives, regularly submit project briefs to the project office, and mark "Central Government Financial Support Social Organization Demonstration Project (2015)" on publicity activities, distributed materials, and allocated items.
13. During project execution, if the executing unit has changes in important information such as name, bank account number, or bank branch, it must promptly report to the project office.
14. The project implementing units shall accept supervision from civil affairs, finance, audit, discipline inspection, and supervision departments, and cooperate with social audits, social evaluations, and fiscal expenditure performance evaluations.

2015 Central Government Financial Support Management Measures for Social Organization Participation in Social Service Project Personnel Training Demonstration Projects
1. Project Purpose
Through social organization capacity building projects, promote the policies of the Party and government to social organization leaders and business staff, popularize social organization laws and policies, guide and unite social organizations to focus on the Party and country's work center, participate in social services, fulfill social responsibilities, and play a positive role.
2. Training Targets
Mainly provide training for social organization leaders and business staff.
3. Training Content and Courses
Mainly train on policies and regulations, project operation, business skills, professional knowledge, and other content.
Compulsory courses: 1. Reform of social organization management system;
2. Social organization policy and legal system;
3. Social organization registration system;
4. Social organization management system;
5. Social organization administrative law enforcement system;
6. Government procurement of services from social organizations system;
7. Social organization talent team building;
8. Party building in social organizations.
Elective courses: 1. Social organization fiscal and taxation system;
2. Social organization evaluation system;

Training duration: generally not less than 3 days (excluding registration time).
Localities may design and adjust elective courses according to actual conditions.
4. Project Management
(1) Civil affairs departments of each province (autonomous region, municipality directly under the central government), each planned single-listed city, and Xinjiang Production and Construction Corps shall formulate training plans, coordinate training tasks, carefully design training courses, organize teaching staff, and guide and supervise training contractors to carry out specific training work.
(2) Each training session must notify the project office in advance. The project office will organize staff to inspect and guide the training work according to work arrangements.
(3) Each training session must conduct a training summary and collect opinions and suggestions from trainees.
(4) The implementing unit shall keep training notices, course settings, teaching materials and handouts, venue photos, attendance sheets, invoices, consumption details, and other records for reference.
(5) Payment standard: expenses for food and accommodation, transportation, meeting rooms, teaching, materials, etc., shall not exceed 350 yuan per person per day.
(6) Training shall be conducted with strict economy, oppose waste, be standardized, simple, pragmatic, and efficient, and comply with the relevant requirements of the Central Eight Provisions.
(7) To cooperate with the Ministry of Human Resources and Social Security's national professional technical talent knowledge update project training, before the end of training, local civil affairs departments may apply to the Civil Affairs Ministry's Non-Governmental Organization Service Center (contact number: 010-58124033, 58124035) for training certificates as needed.
