★The Laundry and Dyeing Committee Was Invited to Attend the Internal Review Meeting of the "First National Pollution Source Census" Project
To implement the spirit of the "Notice of the General Office of the State Council on Printing and Distributing the Plan for the First National Pollution Source Census" (Guo Ban Fa [2007] No. 37), the National Environmental Protection Agency held an internal review meeting on March 5, 2008, in Guangzhou for the "First National Pollution Source Census" project on the tertiary industry and urban residents' life production and pollution discharge coefficient calculation. Comrade Wang Houzeng, Executive Deputy Secretary-General of our committee, was again invited to attend the meeting and made a speech. The proposed amendments to the relevant projects were also adopted by the meeting.
According to relevant regulations, the laundry and dyeing industry, as a service industry within the tertiary sector, is listed as a census object. Regarding issues related to the laundry and dyeing industry and the census, the document stipulates:
1. Based on the pollution generation and discharge coefficients of the laundry industry within the laundry service (8230) sector in the "National Economic Industry Classification" (GB/T4754—2002), the total pollution discharge accounts for more than 95% of the entire laundry and dyeing industry's pollution discharge, which can be used for calculating the pollution source pollutant generation and discharge amounts in the first national pollution source census for the laundry and dyeing industry.
The pollutants involved include: wastewater volume, chemical oxygen demand, total phosphorus, total nitrogen, etc.
2. The "National Economic Industry Classification" (GB/T4754—2002) does not further subdivide the laundry service industry. According to business characteristics, laundry services can be roughly divided into three categories: wet cleaning, dry cleaning, and laundry and fur care. Considering that the subcategories of dry cleaning and laundry and fur care are not only few in number but also have relatively small total pollutant emissions, their pollution generation and discharge coefficients were not measured in this census. Their coefficients can be selected by actual measurement or by local industry organizations, experts, or environmental protection technical personnel, referring to similar conditions.
3. Regarding pollution generation and discharge, the laundry and dyeing industry does not have obvious regional differences. The main influencing factors are the types of detergents and the amount of water used; therefore, no regional division was made for the laundry and dyeing industry.
4. The pollutants discharged by the laundry and dyeing industry here mainly come from the industry itself and do not include sewage from employees' living and restrooms.
5. The scale is divided based on the capacity of laundry equipment: total laundry equipment capacity ≥ 200 kilograms is large-scale, 50–200 kilograms is medium-scale, and ≤ 50 kilograms is small-scale.
This pollution source census is the first nationwide one organized by the State Council. Our committee will actively support and cooperate with this census work according to national requirements. We hope relevant units in the national laundry and dyeing industry will actively and truthfully fill out census materials to contribute to the formulation of national environmental pollution control policies.
★The Laundry and Dyeing Committee Issues a Notice to the Industry for a Visit to Europe for Exhibition and Business Inspection
To strengthen communication, exchange, and cooperation between Chinese laundry and dyeing industry managers and their foreign counterparts, the Laundry and Dyeing Committee will organize a delegation to participate in the "2008 Frankfurt International Textile Professional Processing Exhibition" held in Germany from May 31 to June 4 this year and inspect related enterprises. Europe is the birthplace of industrialized laundry and has always been internationally leading in the laundry and laundry equipment manufacturing industries. This exhibition has a history of forty years and is a well-known international laundry industry exhibition held every four years. Hundreds of exhibitors from around the world will showcase the most advanced textile professional processing technologies and equipment currently available internationally.
★The Laundry and Dyeing Committee Issues a Notice to Further Improve the National Top Ten Laundry Enterprises Excellence Activities
The "National Top Ten Laundry Enterprises" is an important excellence activity carried out by the China General Chamber of Commerce in the laundry and dyeing industry. To ensure the healthy and standardized development of this activity and promote the overall improvement of industry business performance and service levels, on April 2, according to the "Implementation Measures for the China General Chamber of Commerce's National Top Ten Laundry Enterprises Excellence Activity" (hereinafter referred to as the "Measures") and related requirements, the Laundry Professional Committee issued an initiative to the entire industry to "Create Brands, Refine and Strengthen" and put forward specific content and requirements for further improving the "National Top Ten Laundry Enterprises" excellence work.
The notice requires: first, to complete the re-examination of the 2008 top ten enterprises; second, to further improve the management and supervision of the top ten enterprises; third, to do a good job in the selection and evaluation of the top ten enterprises; fourth, to promote and recommend the top ten enterprises; fifth, to make specific arrangements for the timing of the national top ten laundry enterprises excellence activities.
★The Laundry and Dyeing Committee Submits an Application to the China General Chamber of Commerce for Hosting the 2009 International Laundry and Dyeing Industry Conference
Since the successful holding of the "2007 • 3rd China Laundry and Dyeing Industry Summit Forum" in July 2007, upon the proposal of the Japan Productivity Center and the International Drycleaners Association, our committee has conducted multiple consultations and demonstrations with these two associations. A consensus has now been reached to jointly hold the International Laundry and Dyeing Industry Conference in Beijing in September 2009. The tentative name of the conference is "2009 • Beijing International Laundry and Dyeing Industry Conference and the 4th China International Laundry and Dyeing Industry Summit Forum." According to foreign requests and proposals, the conference will be co-hosted by the China General Chamber of Commerce, the International Drycleaners Association (IDC), and the Japan Productivity Center. The theme of the conference is "Same Industry, Same Challenges • Consensus, Win-Win." The conference content includes academic forums, experience exchanges, visits to the "9th China International Laundry and Dyeing Industry Exhibition," observation of the "6th National Laundry and Dyeing Industry Vocational Skills Competition," and visits to large laundry factories in the Beijing area. At that time, well-known figures and entrepreneur representatives from the national laundry and dyeing industry, IDC members, and representatives from the Japan Productivity Center will be invited to attend the conference. Invited guests also include leaders from the Ministry of Commerce, State-owned Assets Supervision and Administration Commission, State Administration for Industry and Commerce, National Environmental Protection Agency, and the China General Chamber of Commerce, as well as representatives from the textile and garment industries.
Holding this conference is of great significance for expanding the chamber of commerce's influence in the international business community and laundry and dyeing industry, implementing the "Laundry and Dyeing Industry Management Measures," improving the overall service level and service capacity of China's laundry and dyeing industry, forming a mechanism and consensus for a large industrial chain service standard by uniting upstream and downstream related industries, strengthening exchanges and cooperation among international peers, exploring ideas, experiences, and technologies for energy saving, emission reduction, and efficiency improvement in the laundry and dyeing industry, and studying common or similar problems faced by international laundry and dyeing peers in development, aiming to achieve a win-win situation that promotes the healthy and orderly development of the laundry and dyeing industry.
★The Laundry and Dyeing Committee and Rongchang • Ilsa Jointly Launch the "For the Champion Laundry My 2008 — National Laundry Service Elite Recruitment and Selection Activity"
Hosted by our committee and undertaken by Rongchang • Ilsa Laundry and Dyeing Group, the "For the Champion Laundry My 2008 — National Laundry Service Elite Recruitment and Selection Activity" will be carried out nationwide from the end of March to mid-to-late April 2008. This activity takes the Olympics as an opportunity to advocate awareness of serving and contributing to the Olympics; promote the improvement of service levels in the laundry and dyeing industry; further shape a good industry image; and enhance industry cohesion and social responsibility among practitioners.
Up to now, the event is proceeding intensively and orderly according to plan.
★ Review Meeting of the "Occupational Qualification Recognition Specification for Laundry and Dyeing Industry Salespersons" Held
On April 16, the review meeting for the China Commercial Federation Association Standard "Occupational Qualification Recognition Specification for Laundry and Dyeing Industry Salespersons" was held in Beijing.
This "Specification" was proposed and drafted by our committee based on the actual needs of the development of the laundry and dyeing industry, and was approved and initiated by the Secretariat and Industry Development Department of the China Commercial Federation. The formulation of the "Specification" was completed over nearly 7 months after extensively soliciting opinions from enterprises, experts, and scholars in the laundry and dyeing industry. Its main purpose is to further improve the standard system construction of the laundry and dyeing industry, regulate the classification and management of occupational qualifications for laundry and dyeing positions, effectively protect the legitimate rights and interests of operators and consumers, improve service quality, ensure fair competition, and promote the healthy and orderly development of the laundry and dyeing industry.
The "Specification" under review has the following characteristics:
First, it helps maintain the completeness and unity of the laundry and dyeing industry standard system. The "Occupational Qualification Recognition Specification for Laundry and Dyeing Industry Salespersons" overlaps with the "National Occupational Standard - Laundry Worker" in job skill requirements; the former is an extension of the latter, focusing more on the professional skills required for counter service. The "National Occupational Standard - Laundry Worker" has been promulgated and implemented, dividing laundry workers into five levels from low to high: junior, intermediate, senior, technician, and senior technician. Considering the professional skill characteristics of salespersons at the counter, the three levels in the "Occupational Qualification Recognition Specification for Laundry and Dyeing Industry Salespersons" correspond to the junior, intermediate, and senior levels in the "National Occupational Standard - Laundry Worker." Second, it helps practitioners in the laundry and dyeing industry continuously improve their professional level and ability, reserving channels and space for career development. Third, it benefits the labor management and allocation of laundry and dyeing operators, providing evaluation and usage standards for human resources in enterprise development. Fourth, it helps industry organizations establish and improve the standard system, laying a foundation for carrying out vocational training work.
Experts in standard formulation and the laundry and dyeing industry who participated in the review meeting of the "Specification" include Zhang Lijun, Cao Desheng, Zhu Lijun, Qi Datong, Wu Jingmiao, Wu Ruizhang, Li Guangze, Wang Chaoyi, Guo Jidong, Jiang Xiling, and others. Relevant personnel from the Industry Department of the China Commercial Federation and the Laundry and Dyeing Committee also attended the review meeting.
The expert review group affirmed the "Recognition Specification" text in terms of operability, normativity, rigor, comprehensiveness, and foresight, and requested the drafting team to revise and adjust relevant content and wording of the "Specification" according to expert opinions. After the expert review group's final approval, it will be submitted to the China Commercial Federation for approval as soon as possible. Our committee will timely launch the training of salespersons and the recognition work of the "Practice Certificate" based on this "Specification."
★ Laundry and Dyeing Committee to Hold National Laundry Accident Handling Technical Exchange and Demonstration Meeting Soon
To further implement the "Laundry and Dyeing Industry Management Measures," improve the service skills, awareness, ability, and level of practitioners, establish a sound mechanism for laundry enterprises to handle laundry accidents, improve accident detection and appraisal methods and capabilities, alleviate the high complaint rate of laundry consumers, and guide the healthy and harmonious development of the industry, the Laundry and Dyeing Committee will hold a national laundry accident handling technical exchange and demonstration meeting in late June in Dalian.
This meeting will invite well-known domestic laundry and dyeing experts, member units of the Laundry and Dyeing Committee, representatives of well-known industry enterprises, and personnel who were awarded the title of "National Technical Expert" by the Ministry of Labor in the "5th National Laundry and Dyeing Industry Vocational Skills Competition."
The main content of the meeting includes three aspects:
First, handling laundry accidents. This includes on-site explanations, Q&A, and demonstrations by well-known industry experts; participants providing difficult cases (physical items) for expert on-site discussion and handling; explanations and demonstrations of customer complaint handling mechanisms and skills.
Second, concurrently holding the China Laundry and Dyeing Industry Senior Work Meeting.
Third, on-site commendation activities for personnel awarded the title of "National Technical Expert" by the Ministry of Labor in the "5th National Laundry and Dyeing Industry Vocational Skills Competition."
★ Announcement of Member Dynamics of the China Commercial Federation Laundry and Dyeing Professional Committee
Shanghai Lvhua Laundry Co., Ltd. has been promoted from a council member unit to an executive council member unit; Zhejiang Lanxi "Arsha Laundry Equipment Co., Ltd." has been promoted to a council member unit; Beijing Xicheng District "Huafu Laundry" has been promoted to a member unit.
★ Establishment of Sichuan Laundry and Dyeing Industry Association
Approved by the Sichuan Provincial Department of Civil Affairs, the Sichuan Laundry and Dyeing Industry Association has been officially registered and established. The preparatory group held a provincial laundry and dyeing industry representative conference on February 19, 2008, and elected by secret ballot: Comrade Hu Wenjun, General Manager of Sichuan Branch Laundry Co., Ltd., was elected as the first president of the association; Comrade Yang Ze, General Manager of Sichuan Jiebao Laundry Technology Development Co., Ltd., and twenty-three other comrades were elected as the first vice presidents of the association; Comrade Yang Ze concurrently serves as the secretary-general of this session of the association.
★ Establishment of Wuxi Laundry and Dyeing Service Association
The founding meeting and the first member representative conference of the Wuxi Laundry and Dyeing Service Association were held on March 24. At the founding meeting, the Wuxi Laundry and Dyeing Service Association stated that it will adhere to the purpose of "abiding by the law, gaining trust with sincerity, uniting and coordinating, and striving for progress," effectively safeguarding the legitimate rights and interests of the association members and consumers, serving society, prospering the economy, doing a good job in industry self-discipline, coordination, and supervision, and fully playing the role of the industry association as a bridge and link between the government and enterprises. The newly elected main leadership members of the association include: Chairman Zhou Zhanping, Vice Chairman Liao Kunming, Secretary-General Xue Yiqiang, and others.
Our committee's deputy director Ren Fengmei specially attended the meeting to offer congratulations and read the congratulatory letter from the Laundry and Dyeing Professional Committee at the conference.
★ Tianjin Association Cooperates with Industry and Commerce Departments to Regulate Laundry Service Market
The Tianjin Laundry Industry Association, in conjunction with the industry and commerce departments, based on the principles of supervision and development, service, rights protection, and comprehensive law enforcement governance, carried out a market regulation and rectification campaign for the laundry service industry throughout the city from March 8 to March 18, 2008, in accordance with the relevant requirements of the "Laundry and Dyeing Industry Management Measures."
During the regulation and rectification work, 86 foreign unlicensed operators without dry-cleaning equipment who used water washing to masquerade as dry cleaning and harmed consumer interests were lawfully shut down; more than 240 unlicensed operators run by laid-off local workers with incomplete dry-cleaning equipment, some garments washed with water pretending to be dry cleaned, and operating without dry-cleaning industry training were ordered to obtain business licenses within a time limit; 6 operators who illegally hung counterfeit plaques of "Top Ten Laundry Enterprises" issued by the National Commercial Federation were confiscated and ordered to correct immediately.
★Shaanxi Province Laundry and Dyeing Industry Association Holds "Trusted Consumption Demonstration Stores and Graded Stores" Award Ceremony
On February 28, 2008, the Shaanxi Province Laundry and Dyeing Industry Association held the award ceremony for "Trusted Consumption Demonstration Stores and Graded Stores" of the laundry and dyeing industry in Shaanxi Province in Xi'an. Director Wang Shuyuan, on behalf of the Laundry Professional Committee of the China General Chamber of Commerce, sent a congratulatory letter to the conference, warmly congratulating the convening of the conference and the enterprises awarded as "Trusted Consumption Demonstration Stores and Graded Stores."
The congratulatory letter fully affirmed and positively evaluated the substantial work done by the Shaanxi Province Laundry and Dyeing Industry Association in implementing the "Laundry Industry Management Measures" since its promulgation; it pointed out that Shaanxi Province has set a good example for the national laundry industry in promoting the "Measures."
