Recently, the Vocational Skills Appraisal Guidance Center of the Ministry of Human Resources and Social Security learned that China will reform the management method of vocational qualification certification for skilled personnel, gradually establishing a vocational qualification certification system where industry associations, societies, and other social organizations conduct competency evaluations.
According to the newly revised "Regulations on Vocational Skills Appraisal" by the Vocational Skills Appraisal Center of the Ministry of Human Resources and Social Security, China will fully leverage the role of industry associations and societies, further clarifying the specific responsibilities, rights, and obligations of vocational skills appraisal management departments and appraisal implementation agencies at all levels and types. This year, specific methods for transferring competency evaluation-type vocational qualifications will be studied, clarifying the basic principles, conditions, organizational implementation methods, and supervision measures for the transfer.
This year, the Vocational Skills Appraisal Center of the Ministry of Human Resources and Social Security has launched the development and pilot work of the national vocational skills appraisal service and supervision platform. At the same time, it is cleaning up and rectifying non-standard appraisal projects. For occupations not included in the National Occupational Classification Dictionary and those without established vocational skill standards, appraisal will be uniformly canceled.
The Vocational Skills Appraisal Center of the Ministry of Human Resources and Social Security will also actively cooperate to enhance the "Spring Tide Action" for improving the vocational skills of migrant workers, providing appraisal services especially for the new generation of migrant workers in industries such as manufacturing, construction, and domestic services.
