On the evening of August 24, CCTV Channel 1's "Focus Interview" program aired an investigative report titled "The 'Black Scandals' Behind White Bed Sheets," revealing that some illegal laundry factories in Dalian used rudimentary washing equipment, simplified washing processes, non-standard "three-no" chemicals, and mixed washing of medical and hotel textiles in a harsh manner to complete the washing of public textiles at low cost.
Once the report was broadcast, it caused a strong reaction in the laundry industry and government regulatory departments. On the night of the broadcast, the Dalian Laundry Industry Association, in cooperation with the Dalian municipal government, shut down two irregular laundries exposed in the report overnight and began inspecting all laundry enterprises in the city. On August 25, "Focus Interview" reported on a series of measures and achievements taken by the Dalian municipal government. On August 26, the Taiyuan Laundry Industry Association in Shanxi Province held a "Symposium on Promoting the Quality Improvement of Public Textile Washing," jointly discussing industry self-discipline and specific measures to improve service quality with business regulatory departments and consumer associations. Associations in Hebei and several other provinces and cities also actively cooperated with local government regulatory departments to carry out industry self-inspections.
