On July 25, 2014, Capital Window and the Beijing Development and Reform Commission websites respectively published the notice from the General Office of the Beijing Municipal People's Government regarding the issuance of the "Prohibited and Restricted Catalogue of New Industries in Beijing (2014 Edition)" formulated by the Municipal Development and Reform Commission and other departments. The notice includes several categories such as manufacturing, residential services, repair, and other service industries, with many industries listed under the prohibition or restriction of new construction and expansion, covering a wide range. Among them, laundry and dyeing services are also included.
The "Prohibited and Restricted Catalogue of New Industries in Beijing (2014 Edition)" requires that "it is prohibited to newly build, renovate, or expand clothing dry cleaning that produces oil smoke, odors, or waste gas in residential buildings, commercial-residential mixed buildings without dedicated smoke ducts, or commercial floors adjacent to residential floors." Along with laundry and dyeing services, several other fields such as food services that may produce oil smoke, odors, or waste gas are also listed in the restriction catalogue. The catalogue also lists the supervisory departments and consultation phone numbers for each field, with the Beijing Environmental Protection Bureau as the supervisory department for the laundry and dyeing industry.
It is understood that this catalogue was jointly formulated by the Municipal Development and Reform Commission, Municipal Education Commission, Municipal Economic and Information Technology Commission, Municipal Land Bureau, Municipal Environmental Protection Bureau, Municipal Housing and Urban-Rural Development Commission, Municipal Transportation Commission, Municipal Agriculture Commission, Municipal Commerce Commission, and Municipal Health and Family Planning Commission. Its purpose is to guide social resources to be more invested in industries that align with the capital city's strategic positioning. It does not involve existing stock industries; adjustments to stock industries will be steadily and orderly promoted according to the city's unified deployment from three directions: local elimination, transfer and relocation, and technological transformation and upgrading.
A relevant person in charge of the Beijing Development and Reform Commission stated that the continuously developing Beijing faces problems such as overpopulation, traffic congestion, water resource shortages, and severe air pollution. The deeper reasons for these problems lie in the city's excessive functions and the "large and comprehensive" economic system. Some industries are high energy-consuming, high water-consuming, and highly polluting, exacerbating the contradictions among population, resources, and the environment. Some industries are still inconsistent with the capital city's strategic positioning and the development requirements of the four functional areas. Therefore, it is necessary to base on the capital city's strategic positioning, start from controlling industrial increments, and through reform and innovation, use management methods such as the "Catalogue" to restrict high energy-consuming, high water-consuming, and highly polluting industries from the source and to relieve overly concentrated functions.

Explanation
To thoroughly implement the capital city's strategic positioning, accelerate the construction of a "high-end, sophisticated, and innovative" economic structure, and effectively promote coordinated development of Beijing-Tianjin-Hebei, the Municipal Development and Reform Commission, Municipal Education Commission, Municipal Economic and Information Technology Commission, Municipal Land Bureau, Municipal Environmental Protection Bureau, Municipal Housing and Urban-Rural Development Commission, Municipal Transportation Commission, Municipal Agriculture Commission, Municipal Commerce Commission, and Municipal Health and Family Planning Commission jointly formulated the "Prohibited and Restricted Catalogue of New Industries in Beijing (2014 Edition)" (hereinafter referred to as the "Catalogue").
1. Compilation System
The "Catalogue" is compiled according to the "National Economic Industry Classification" (GB/T4754-2011). The management measures in the "Catalogue" are divided into prohibitive and restrictive categories. Prohibitive means that new fixed asset investment projects or new market entities (including enterprises and individual industrial and commercial households, hereinafter the same) are not allowed; restrictive mainly includes regional restrictions, scale restrictions, and restrictions on industrial links, processes, and products.
2. Scope of Application
(1) New fixed asset investment projects and newly established market entities must comply with the "Catalogue." Areas requiring special policies approved by the municipal government shall follow relevant policies. Transformation and upgrading projects are not subject to the "Catalogue." National laws, administrative regulations, and State Council documents with special provisions shall prevail. Foreign investment shall follow the "Catalogue for the Guidance of Foreign Investment Industries."
(2) The management measures in the "Catalogue" are divided into two levels: the whole city and four functional areas (namely the capital function core area, urban function expansion area, urban development new area, and ecological conservation development area). The city-wide management measures must be universally implemented throughout the city; the management measures for the four functional areas refer to differentiated management measures added on the basis of implementing city-wide management measures.
3. Management and Use
(1) Proposed new fixed asset investment projects and newly established market entities can conduct self-inspection against the "Catalogue." Relevant project approval and enterprise registration departments at the municipal and district levels must preliminarily review according to the "Catalogue" during the processing procedures.
(2) The Municipal Development and Reform Commission, Municipal Education Commission, Municipal Economic and Information Technology Commission, Municipal Land Bureau, Municipal Environmental Protection Bureau, Municipal Housing and Urban-Rural Development Commission, Municipal Transportation Commission, Municipal Agriculture Commission, Municipal Commerce Commission, and Municipal Health and Family Planning Commission are responsible for interpreting relevant entries of the "Catalogue."
(3) The "Catalogue" is the 2014 edition and will be revised in a timely manner according to relevant laws, regulations, and the needs of the capital's economic and social development.
