Shanghai will adjust some social security standards; the minimum wage is the highest nationwide

According to the unified deployment of the Shanghai Municipal Party Committee and Municipal Government, and with the consent of the Municipal Government, the city will adjust a series of livelihood security benefit standards starting from April 1. The adjusted livelihood security benefit standards include the minimum wage standard, unemployment insurance benefit standard, relevant employment subsidy standards, three types of work injury insurance benefit standards, and the maximum payment limit of the annual employee medical insurance pooling fund.
Adjusting the minimum wage standard to the highest nationwide
From April 1, 2014, the city's monthly minimum wage standard will be adjusted from 1620 yuan to 1820 yuan, an increase of 200 yuan; the hourly minimum wage standard will be adjusted from 14 yuan to 17 yuan.
The monthly minimum wage standard applies to full-time employed workers who provide normal labor within the statutory working hours; the employer's monthly wage payment cannot be lower than the monthly minimum wage standard. It should be noted that the city's monthly minimum wage standard does not include the social insurance premiums and housing provident fund legally paid by the worker personally, which should be paid separately by the employer. Overtime pay for extended working hours, and allowances for shifts such as mid-shift, night shift, high temperature, low temperature, toxic and harmful special working environments and conditions are also not part of the monthly minimum wage standard.
The hourly minimum wage standard applies to part-time workers, that is, those who generally work no more than 4 hours per day on average at the same employer, and whose total weekly working hours do not exceed 24 hours. The hourly minimum wage standard does not include social insurance premiums legally paid by the worker and the employer.
The minimum wage system is closely related to the vital interests of the broad masses of people, and the Party and government attach great importance to it. To ensure the basic living standards of low-income employees, since the establishment of the minimum wage system in 1993, the city has adjusted the minimum wage standard every year except in 2009 when it was not adjusted due to the impact of the international financial crisis and in accordance with national unified deployment. This year marks the 21st adjustment. After the adjustment, the city's minimum wage standard remains the highest nationwide.
According to the national "Minimum Wage Regulations," when adjusting the minimum wage standard, factors such as urban residents' living expenses, urban residents' consumer price index, average employee wages, and economic development level are mainly considered. This time, the city's minimum wage standard adjustment plan was jointly proposed by the Municipal Human Resources and Social Security Bureau, the Municipal Federation of Trade Unions, the Municipal Enterprise Confederation/Entrepreneurs Association, and the Municipal Federation of Industry and Commerce. During the formulation of the plan, full consideration was given to opinions from enterprises, workers, and other parties, focusing on protecting workers' legitimate rights and interests while also considering the operating conditions and affordability of enterprises, striving for a scientific and reasonable adjustment of the minimum wage standard.
Adjusting the unemployment insurance benefit standard
To effectively improve the living security level of unemployed persons, the unemployment insurance benefit standard will be adjusted starting April 1. This is the city's 8th consecutive year adjusting the unemployment insurance benefit standard.
The city's unemployment insurance benefit standard is determined based on the cumulative payment years and age of the unemployed, currently divided into three tiers. After adjustment, the three-tier standards for unemployment insurance benefits for months 1-12 will each increase by 180 yuan, rising to 1065 yuan/month, 1120 yuan/month, and 1170 yuan/month respectively; the unemployment insurance benefit standard for months 13-24 will be 80% of the standard for months 1-12, and a bottom-line standard will be set about 10 yuan higher than the city's urban "minimum living security" standard.
Adjusting relevant employment subsidy standards
From April 1, the subsidy standards for youth vocational trainees, insured persons, and older unemployed persons' employment will be adjusted accordingly with the city's minimum wage standard adjustment. The living allowance subsidy for youth vocational trainees will increase from 1296 yuan/month to 1456 yuan/month; the employment subsidy for insured persons and the self-employment job subsidy for older unemployed persons will both increase from 810 yuan/month to 910 yuan/month.
At the same time, the subsidy standard for units employing city-recognized employment-difficult unemployed persons and rural surplus labor will increase from 13,000 yuan/year to 16,000 yuan/year, and the subsidy standard for units employing city-recognized employment-difficult insured persons will increase from 6,500 yuan/year to 8,000 yuan/year.
In addition, from April 1, for employees in the public service teams of the ten-thousand-person employment project (including river cleaning, forestry maintenance, community elderly assistance, community disability assistance), the income standard will increase by 200 yuan per person per month on the existing income standard of 1740 yuan/month, reaching 1940 yuan/month. The income standards for employees in the thousand- and hundred-person employment projects and community "four guarantees" public welfare posts will be adjusted accordingly with the minimum wage standard.
Adjusting the three types of work injury insurance benefit standards
To ensure the basic living standards of work injury personnel and the dependents of those who died due to work, the city will adjust the three types of work injury insurance benefit standards for those who suffered work injuries causing disability or died due to work before December 31, 2013, starting April 1. Two standards involve the injured workers themselves, and one standard involves the dependents of those who died due to work.
First, the disability allowance for work injury disabled persons from level one to level four will be adjusted based on the current benefit standards: level one disability will increase by 310 yuan/month; level two disability will increase by 290 yuan/month; level three disability will increase by 280 yuan/month; level four disability will increase by 260 yuan/month.
Second, the living care allowance for work injury persons who cannot care for themselves has also been adjusted based on the current benefit standards: those completely unable to care for themselves will increase by 170 yuan/month; those mostly unable to care for themselves will increase by 130 yuan/month; those partially unable to care for themselves will increase by 100 yuan/month.
Third, the pension standard for dependents of persons who died due to work will also be adjusted simultaneously, increasing by 70 yuan per person per month based on the current benefit standards.
Raising the "Employee Insurance" medical insurance cap
On April 1 this year, the city's medical insurance entered the 2014 medical insurance year (April 1, 2014 to March 31, 2015). From April 1, the maximum payment limit of the employee medical insurance pooling fund for the 2014 medical insurance year will be raised from 340,000 yuan to 360,000 yuan. The portion exceeding the maximum payment limit will still be paid 80% by the local supplementary medical insurance fund. The maximum payment limits for medical insurance for migrant workers and small town medical insurance will be adjusted simultaneously.
At the same time, the outpatient and emergency self-payment segment standards and the pooling fund deductible standards for the city's employee basic medical insurance participants for the 2014 medical insurance year will not be adjusted and will still follow the 2013 medical insurance year standards.
After the relevant policy documents are officially issued, they will be published on the Shanghai Municipal Human Resources and Social Security website www.12333sh.gov.cn.
