Premier Li Keqiang of the State Council presided over a State Council executive meeting on February 26, with accelerating the development of modern vocational education as an important agenda item.
The meeting held that developing vocational education is a strategic measure to promote transformation, structural adjustment, and improvement of people's livelihood. Running vocational education with a reform mindset is of great significance for enhancing the employment and entrepreneurship capabilities of the labor force, industrial quality, and comprehensive national strength. It is necessary to adhere to the orientation of improving quality, promoting employment, and serving development, give full play to the government's guiding, regulating, and supervising roles, fully mobilize social forces, attract more resources to converge on vocational education, accelerate the development of modern vocational education that adapts to technological progress, changes in production methods, and social public services, and deeply integrates industry and education. This will cultivate hundreds of millions of engineers, senior technicians, and high-quality vocational talents, open the door to success and talent development for a vast number of young people, improve the market competitiveness of Made in China and Chinese equipment, promote economic quality and efficiency upgrades, and meet the diversified production and living needs of the people.
The meeting determined the tasks and measures to accelerate the development of modern vocational education. First, firmly establish the important position of vocational education in the national talent training system, promote the formation of a social atmosphere that "respects professional skills and values ability over academic credentials," and stimulate young people's enthusiasm for learning vocational skills. Second, innovate the vocational education model, expand vocational colleges' autonomy in areas such as program setting and adjustment, personnel management, teacher evaluation and appointment, and income distribution. Establish a credit accumulation and transfer system to open pathways from secondary vocational, junior college, undergraduate to graduate education. Guide a batch of ordinary undergraduate universities to transform into application-oriented universities. Third, improve the quality of talent training. Vigorously promote the "three alignments" of program settings with industry demand, curriculum content with professional standards, and teaching processes with production processes; actively advance the "dual certificate" system of academic diplomas and vocational qualification certificates to ensure learning is applied. Pilot modern apprenticeship systems with joint enrollment and training by schools and enterprises, and encourage Sino-foreign cooperation. Improve policies for enterprise engineering technicians and highly skilled talents to serve as full-time or part-time teachers in vocational colleges. Fourth, guide and support social forces to run vocational education. Actively support various school-running entities to establish private vocational education through sole proprietorship, joint ventures, cooperation, etc.; explore the development of joint-stock and mixed-ownership vocational colleges, allowing participation in school-running with capital, knowledge, technology, management, and other elements with corresponding rights. Explore mechanisms for mutual entrusted management and service purchasing between public and socially-run vocational colleges. Vocational colleges run by social forces have the same legal status as public vocational colleges. Promote the joint development of public and private vocational education. Fifth, strengthen policy support and regulatory guarantees. Governments at all levels should improve fiscal input mechanisms, formulate and implement vocational college operation standards by category, and strengthen supervision and evaluation. Increase support for vocational education in rural and impoverished areas, improve funding policies, and actively promote direct subsidies to individuals. Improve employment and personnel policies. Let vocational education continuously create talent dividends for the country and society.
