On the afternoon of the 6th, reporters learned at the first proposal handling consultation meeting of the 12th National Committee of the Chinese People's Political Consultative Conference that the Ministry of Public Security will establish and implement a residence permit system to allow the floating population who have lived continuously and participated in social insurance in cities for a long time to settle down fairly, justly, and orderly.
This year's government work report proposed accelerating the reform of the household registration system, orderly promoting the urbanization of the agricultural migrant population, and gradually achieving basic public service coverage for the permanent urban population, "creating a fair institutional environment for people to move freely and live and work in peace and contentment."
Huang Ming, Vice Minister of Public Security, responded today at the proposal handling consultation meeting of the National Committee of the Chinese People's Political Consultative Conference on the issue of household registration system reform involved in promoting urbanization, stating that the Ministry of Public Security is undertaking multiple tasks to accelerate the pace of household registration system reform.
These include promoting medium-sized cities to further lower the threshold for household registration and orderly relax registration restrictions; lifting registration restrictions in small cities and towns; further improving registration policies in mega and large cities and reasonably controlling their scale. By establishing and implementing a residence permit system, with main indicators such as having a legal and stable occupation and legal and stable residence (including rental), continuous years of residence, and years of participation in urban social insurance according to national regulations, the policy channel for long-term residents working and living in the city will be opened based on the principles of total quantity control, fairness, justice, and orderly handling.
It is reported that the Ministry of Public Security will also cooperate with relevant departments to promote reforms in key areas related to household registration system reform, such as land management, social security, education management, and medical and health care, actively participate in the formulation of the State Council's "Urbanization Development Plan," and will formulate supporting household registration system reform plans and implementation opinions according to the overall urbanization plan.
