Southern Daily reported that on February 27, the Guangdong Provincial Administration for Industry and Commerce announced that according to the "Reply from the General Administration of Industry and Commerce on Agreeing to the Reform Plan of Business Registration and Business Licenses in Guangdong Province," starting March 1, Shenzhen and Zhuhai will implement business registration reforms citywide and take the lead in using four new types of business licenses: "Corporate Business License," "Non-corporate Business License," "Branch Business License," and "Individual Industrial and Commercial Household Business License." The new business licenses in Shenzhen and Zhuhai have the same legal effect as those in non-pilot areas.
A relevant official from the Guangdong Provincial Administration for Industry and Commerce stated that the new business licenses piloted in Shenzhen and Zhuhai reflect the concrete results of the business registration reform pilot launched in Guangdong since March last year and are a major highlight of the pilot. It is said that the new business licenses have been greatly simplified in types, no longer record the business scope, no longer record "registered capital, paid-in capital," and include an "Important Notice" section. At the same time, the enterprise registration authorities in Shenzhen and Zhuhai have also made corresponding reforms and supporting measures regarding the registration application documents, handling instructions, and processing time required for business registration.
From March 1, 2013, within one year, business entities in Shenzhen and Zhuhai should apply to the original registration authority to exchange their business licenses. Besides voluntary applications, business entities can also handle the exchange of new business licenses simultaneously when processing various change registrations and annual inspections.
In March 2012, the State Administration for Industry and Commerce issued the "Opinions on Supporting Guangdong to Accelerate Transformation and Upgrading and Build a Happy Guangdong," which clearly proposed: "Support Guangdong Province in carrying out a unified business registration system reform pilot in the Shenzhen Special Economic Zone and Zhuhai Special Economic Zone Hengqin New Area." In November 2012, the State Administration for Industry and Commerce approved the expansion of the Guangdong business registration reform pilot scope to include Shenzhen City, Zhuhai City, Dongguan City, and Shunde District of Foshan City. The provincial government also successively approved the business registration reform pilots in Shunde District of Foshan City and Dongguan City.
Currently, the related business registration reform pilot work in Shenzhen, Zhuhai, Dongguan City, and Shunde District of Foshan City in Guangdong Province is progressing steadily.
