The "Overall Plan for the Decoupling of Industry Associations and Chambers of Commerce from Administrative Organs" recently issued by the General Office of the CPC Central Committee and the General Office of the State Council was released to the public today. The plan proposes to actively and steadily promote the decoupling of industry associations and chambers of commerce from administrative organs, clarify the functional boundaries between administrative organs and industry associations and chambers of commerce, strengthen comprehensive supervision and party-building work, and promote industry associations and chambers of commerce to become social organizations that are legally established, independently run, service-oriented, well-governed, and self-disciplined. 
The plan clarifies that the subjects of decoupling are administrative organs at all levels and the industry associations and chambers of commerce they sponsor, supervise, connect with, or affiliate. The plan also puts forward four basic principles: first, adhere to the direction of socialization and market-oriented reform; second, adhere to the principles of legalization and non-profit; third, adhere to serving development and unleashing market vitality; fourth, adhere to pilot first and step-by-step steady promotion.
The plan defines the tasks and measures for decoupling: first, separate institutions and regulate comprehensive supervision relationships; second, separate functions and regulate administrative entrustment and division of responsibilities; third, separate assets and finances and regulate property relations; fourth, separate personnel management and regulate employment relations; fifth, separate party-building, foreign affairs, and other matters and regulate management relations.
In terms of organization and implementation, the plan clarifies that the National Development and Reform Commission and the Ministry of Civil Affairs, together with relevant departments, will establish a joint working group for the decoupling of industry associations and chambers of commerce from administrative organs.
The plan also proposes that the pilot work for the decoupling of national industry associations and chambers of commerce will be led by the Ministry of Civil Affairs, with the first batch of pilots starting in the second half of 2015, summarizing experiences and expanding pilots in 2016, and piloting on a larger scale in 2017. After improving the corresponding systems and mechanisms through pilots, the plan will be fully implemented.
