Today, the General Office of the State Council announced the "National Tourism and Leisure Outline (2013-2020)" (hereinafter referred to as the "Outline"). The "Outline" proposes that by 2020, the system of paid annual leave for employees will be basically implemented.
The "Outline" puts forward six main tasks and measures, which are: ensuring national tourism and leisure time, improving the national tourism and leisure environment, promoting the construction of national tourism and leisure infrastructure, strengthening the development of national tourism and leisure products and activity organization, improving national tourism and leisure public services, and enhancing the quality of national tourism and leisure services.
Wang Wei, Director of the Social Department of the National Development and Reform Commission, stated that one of the highlights of the "Outline" is the first clear proposal for the establishment and implementation of the paid leave system: "The development goals emphasize the improvement of national tourism and leisure awareness and quality, as well as the implementation of the paid annual leave system, proposing that by 2020, the paid leave system for employees will be basically implemented, and a modern national tourism and leisure system compatible with a moderately prosperous society will be basically established."
Wang Wei also stated that to ensure national tourism and leisure time, the following measures will be taken: first, strengthen supervision and inspection of the implementation of paid annual leave, and enhance legal assistance in protecting employees' rest rights; second, encourage government agencies, groups, and enterprises to guide employees to flexibly arrange their annual leave time; third, improve leave protection measures for employees of private enterprises, non-enterprise units, and self-employed individuals with employees, promoting full coverage of paid leave protection.
In addition, the "Outline" proposes that under the condition that the total holiday time remains unchanged, higher education institutions may adjust winter and summer vacation times according to actual conditions, and local governments can explore arranging spring or autumn holidays for primary and secondary schools.
