Beijing News (Reporter Wei Mingyan) Yesterday, the Ministry of Health introduced that in 2013, the focus of rural medical security in China will shift to major illnesses. Twenty diseases including lung cancer and stomach cancer will all be included in the major illness insurance coverage, with the actual reimbursement ratio for hospitalization expenses of major illness patients not less than 70%, and up to 90%.
Reimbursement increased by 5 percentage points
Since 2002, China has gradually established a new rural cooperative medical system mainly based on major illness pooling, organized and guided by the government, with voluntary participation by farmers, and multi-party funding from individuals, collectives, and the government. Currently, the new rural cooperative medical system covers about 812 million people, with a coverage rate of over 98%. This year, the national per capita funding for the new rural cooperative medical system reached 340 yuan, with government subsidies at all levels increasing to 280 yuan per capita, and the total funding for the new rural cooperative medical system reaching 270 billion yuan.
The Ministry of Health introduced that this year, the actual reimbursement ratio for patients under the new rural cooperative medical system is expected to increase by 5 percentage points from about 50% in 2012.
20 major diseases included in major illness insurance coverage
In 2013, the key work of the new rural cooperative medical system is to expand the coverage of major disease insurance, increase the compensation ratio, and prevent farmers from falling back into poverty due to (major) illnesses.
A relevant person in charge from the Ministry of Health introduced that this year, the work of major disease insurance for 20 major diseases including lung cancer will be fully promoted on a provincial basis. In areas where major illness insurance pilots have been carried out, priority will be given to including these 20 major diseases in the scope of major illness insurance. The new rural cooperative medical system will first compensate at a ratio not less than 70%; for the portion of personal expenses exceeding the major illness insurance compensation standard after compensation, the major illness insurance will compensate at a ratio not less than 50%. After the second compensation, disadvantaged farmers will receive an additional 15% from the civil affairs medical assistance fund. Altogether, the total reimbursement ratio can reach 90%.
In addition, the Ministry of Health has formulated clinical pathways for 20 major diseases, selected essential medicines, and implemented centralized procurement on a provincial basis to ensure the safety of medication for farmers with major diseases. At the same time, the Ministry of Health requires local health administrative departments to select new rural cooperative medical designated medical institutions with good diagnostic and treatment conditions, strong cost control ability, and organizational management capacity as designated treatment institutions for major diseases of participating farmers. Generally, major diseases should be diagnosed and treated as much as possible at county-level medical institutions; complex and difficult cases should be referred by the receiving hospital to tertiary medical institutions.
The Ministry of Health has issued requirements that new rural cooperative medical agencies at all levels must simplify and standardize the settlement and reimbursement process for major diseases, actively promote timely settlement and cross-region settlement by designated medical institutions, and promote the "one-stop" service of the new rural cooperative medical system combined with medical assistance according to actual conditions, facilitating timely compensation for participating farmers.
■ Case
Treatment costing 70,000 yuan can reimburse 50,000 yuan
Ma Jibiao, a 61-year-old farmer from Zhoukou, Henan, was diagnosed with several diseases including pancreatic head cancer and lung cancer. He just completed surgery at Zhengzhou People's Hospital, spending more than 70,000 yuan, which is equivalent to his family's two years of net income.
According to previous policies, cooperative medical expenses over 8,000 yuan could be reimbursed at 65%. Starting this year, the reimbursement ratio has greatly increased: 8,000 to 50,000 yuan can be reimbursed at 65%, 50,000 to 80,000 yuan at 80%, and over 80,000 yuan at 90%.
The numerical changes translate into real money in the hands of farmers. For this major illness, Ma Jibiao's medical expenses were reimbursed over 50,000 yuan, and he only spent less than 20,000 yuan himself. According to CCTV reports
