The new invoice cancels the classification of invoice types by industry
Invoice printing fee decreases; only roll invoices can have scratch-off prizes
On August 6, the new invoice will be launched citywide. The reporter was allowed to visit the Municipal Local Taxation Bureau yesterday and got an early look at the "true appearance" of the new invoice.
Unlike the old version which set invoices by industry, the new invoice is a general invoice. The invoices most commonly encountered by citizens, such as catering and telecommunications, will be merged into the "Beijing Municipal Local Taxation Bureau General Machine-Printed Invoice." "Previously, to distinguish whether it was a telecommunications or catering invoice, you just needed to look at the invoice name; in the future, you will need to look at the industry category on the invoice," said a relevant staff member from the Municipal Local Taxation Bureau.
Invoice name shortened and font size increased
In front of the reporter are two roll invoices, old and new. The biggest difference lies in the invoice name. The old version's name is "Beijing Service Industry, Entertainment Industry, and Cultural Sports Industry Special Invoice," with "roll ticket" noted in parentheses. Because the name is long, the font is relatively small. The new invoice sample's name is "Beijing Municipal Local Taxation Bureau General Machine-Printed Invoice." Since the name has fewer characters, the font is larger and the spacing is increased.
Placing the old and new invoices about 1 meter away, with the reporter's eyesight, only the words "Invoice Copy" can be clearly seen on the old invoice, while the new invoice also shows "Beijing Municipal Local Taxation Bureau General Machine-Printed Invoice."
The information marked on the invoice such as the ten-thousand-yuan version, tax emblem, invoice code, invoice number, and password is basically similar on both old and new invoices, except the positions of the ten-thousand-yuan version and tax emblem are swapped.
The old invoice includes printed content such as machine-printed number, machine number, payee unit, tax number, invoice date, payer unit (individual), item, unit price, quantity, amount, total in words and figures, tax control code, and payee unit, all in regular script font. When issuing invoices, the payee unit prints specific payee unit, payer unit, and cashier information on the right and below the printed content through the tax control machine.
The new invoice only prints the invoice date and industry classification. In the future, machine-printed number, machine number, tax control code, business items, and other content will be controlled and printed through printing software. "Industry classification" is a newly added printed item on the new invoice. A relevant staff member from the Municipal Local Taxation Bureau said that under the industry classification column, the payee unit prints the industry to which the business item belongs, such as service industry, entertainment industry, cultural sports industry, etc.
Industry classification distinguishes invoice types
The new general flat machine-printed invoice applies to units and individuals conducting business activities and receiving payments under the "Provisional Regulations on Business Tax" for labor services, transfer of intangible assets, or sale of real estate, including nine industries: service industry, entertainment industry, cultural sports industry, postal and telecommunications industry, financial and insurance industry, transportation industry, construction industry, sale of real estate, and transfer of intangible assets.
In the old invoice system, the service industry, entertainment industry, and cultural sports industry used one type of invoice; postal and telecommunications industry and financial insurance industry used another; transportation industry, construction industry, sale of real estate, and transfer of intangible assets used a third type.
To further standardize tax authority management, facilitate taxpayers' use, and reduce taxpayers' operating costs, the Municipal Local Taxation Bureau organized the work of simplifying and unifying ordinary invoice types and formats. The current 27 types of invoices with 92 formats were simplified to 16 types with 46 formats, reducing the number of formats by 50%. Invoices previously set by industry category were simplified into general machine-printed invoices, all named "Beijing Municipal Local Taxation Bureau General Machine-Printed Invoice."
Previously, the invoice name basically indicated the industry, for example, dining at a restaurant would get a "Beijing Service Industry, Entertainment Industry, Cultural Sports Industry Special Invoice"; paying phone bills would get a "Beijing Postal and Telecommunications Industry, Financial Insurance Industry Special Invoice"; buying commercial housing would get a "Beijing Transportation Industry, Construction Industry, Sale of Real Estate and Transfer of Intangible Assets Special Invoice." After simplifying and unifying invoice types and formats, how to distinguish between catering invoices, telecommunications invoices, and other industry invoices? A relevant staff member from the Municipal Local Taxation Bureau said it mainly depends on the content printed by the payee unit in the industry classification column, as the payee unit will select the industry classification and business items according to its business scope.
The scope of prize invoices expands
At the top of both old and new roll invoices, there is a barcode and scratch-off prize area, with no changes in symbols or text.
However, the scratch-off prize area on the old flat "Beijing Service Industry, Entertainment Industry, Cultural Sports Industry Special Invoice" is no longer present on the new flat "Beijing Municipal Local Taxation Bureau General Machine-Printed Invoice."
A relevant staff member from the Municipal Local Taxation Bureau said that in the old invoices, both flat and roll "Beijing Service Industry, Entertainment Industry, Cultural Sports Industry Special Invoices" had scratch-off prize areas, but in practice, 70% of prize invoices were roll invoices. Among roll invoices, 99.67% were prize invoices. After simplifying invoice types, the flat invoices canceled prize invoice distribution, concentrating all prizes on roll invoices.
Since the "Beijing Municipal Local Taxation Bureau General Machine-Printed Invoice" roll invoice can be used in industries such as service, entertainment, cultural sports, postal and telecommunications, and financial insurance, does this mean the scope of prize invoices has expanded? "The scope has expanded, but since financial insurance, postal and telecommunications, and sale of real estate all use flat invoices, the main industries for prize invoices remain service, entertainment, and cultural sports," said a relevant staff member from the Municipal Local Taxation Bureau.
With the increased generality of invoices, the printing fee has also decreased, reducing the burden on taxpayers. For example, the roll invoice for "Beijing Transportation Industry, Construction Industry, Sale of Real Estate and Transfer of Intangible Assets Special Invoice" is priced at 22 yuan, while the roll invoice for "Beijing Municipal Local Taxation Bureau General Machine-Printed Invoice" is priced at 15.60 yuan, a 29% decrease. The Municipal Local Taxation Bureau stated that with approval from the Municipal Development and Reform Commission and the Finance Bureau, the printing fee standard for the new invoice was reasonably determined, and overall the price is 30% lower than the old invoice.
