From January 1, 2012, Beijing's six social security benefits were adjusted in linkage. The Municipal Human Resources and Social Security Bureau announced yesterday that the city's minimum wage standard has been adjusted from the current 1160 yuan per month to 1260 yuan per month.
It is reported that to reasonably increase the income of urban and rural residents, especially low-income groups, after research and approval by the Municipal Party Committee and Municipal Government, the Municipal Human Resources and Social Security Bureau has centrally adjusted four social security benefit standards: the basic pension for enterprise retirees, the fixed-term benefits of work injury insurance, the enterprise minimum wage standard, and unemployment insurance benefits, as well as the early payment of central government subsidies for basic pensions and welfare pensions for urban and rural residents. The new policy will benefit 2.65 million people in the city.

Minimum wage raised again by 100 yuan
Starting next month, the city's minimum wage standard will be adjusted from the current 1160 yuan per month to 1260 yuan per month, an increase of 100 yuan, a rise of 8.6%. At the same time, the minimum hourly wage standard for part-time employees will be raised from 13 yuan per hour to 14 yuan per hour; the minimum hourly wage standard for part-time employees on statutory holidays will be raised from 30 yuan per hour to 33 yuan per hour. The adjusted minimum wage standard in the city temporarily ranks second nationwide, slightly lower than Shanghai's standard. After the adjustment of hourly wages, it temporarily ranks first nationwide.
It is understood that the city's minimum wage standards increased by 20% and 20.8% in 2010 and 2011 respectively. Regarding the relatively small increase this time, a relevant person in charge of the Municipal Human Resources and Social Security Bureau explained that this takes into account the current and next year's economic development situation and the actual bearing capacity of enterprises, especially small and medium-sized enterprises. Only when enterprises have room for development can employees' incomes be substantially increased.
Unemployment insurance increased by 60 yuan for each level
In 2012, the unemployment insurance benefit standards will be increased by an average of 60 yuan per level on the current basis, an increase of 7.2%. After adjustment, for those with cumulative payment time of 1 year but less than 5 years, the monthly unemployment insurance benefit standard is 842 yuan; for those with cumulative payment time of 5 years but less than 10 years, the monthly standard is 869 yuan; for those with cumulative payment time of 10 years but less than 15 years, the monthly standard is 896 yuan; for those with cumulative payment time of 15 years but less than 20 years, the monthly standard is 923 yuan; for those with cumulative payment time of more than 20 years, the monthly standard is 951 yuan. The one-time living subsidy standard for rural contract workers is adjusted from the current 618 yuan per month to 678 yuan, an increase of 60 yuan, a rise of 9.7%.
Currently, about 99,000 people in the city receive unemployment insurance benefits. This adjustment will increase social security fund expenditure by 18 million yuan.
Basic pension subsidies paid in advance
Currently, 350,000 people aged 60 and above in 8 districts and counties of the city have enjoyed central government subsidies. The remaining 590,000 people aged 60 and above who meet the eligibility criteria need to wait until July next year to enjoy the central government subsidies. Considering the high inflation rate this year, for those who have not received central government subsidies, including those under 60 who have already received benefits, the city will, in accordance with the central government's subsidy standard of 27.5 yuan per person per month, have district and county finances pay in advance from January next year. In other words, these 590,000 people who were originally to receive an additional 27.5 yuan subsidy per month starting in July next year will receive the additional 27.5 yuan subsidy per month starting from January next year, equivalent to receiving half a year's subsidy in advance.
Disability allowance increased by 273 yuan per month
According to national regulations, since 2001, the city has annually adjusted the disability allowance, living care fees for employees who are completely disabled due to work injuries, and the survivor's pension for dependents of employees who died due to work injuries. The specific adjustment standards for 2012 include: the disability allowance is adjusted from the current average monthly 2575 yuan to 2848 yuan, an increase of 273 yuan, a rise of 10.6%; the survivor's pension for dependents is adjusted from the current average monthly 1534 yuan to 1684 yuan, an increase of 150 yuan, a rise of 9.8%; the living care fee is currently 1505 yuan per person per month and will be adjusted after the announcement of the city's average employee wage for 2011.
Currently, a total of 11,200 people in the city enjoy disability allowance, survivor's pension, and care fee benefits.
Pension for retirees will be raised
According to the opinions of the Ministry of Human Resources and Social Security and the Ministry of Finance on adjusting the basic pension for enterprise retirees, the city will again raise the basic pension benefit standards for enterprise retirees in 2012.
It is revealed that the city plans to raise the basic pension benefit standards for enterprise retirees again from January 1, 2012, planning to adjust from an average monthly 2280 yuan to 2510 yuan, an increase of 230 yuan per month on average. The specific adjustment plan will be released to the public after approval by the Ministry of Human Resources and Social Security and the Ministry of Finance.
