Recently, Wu Xiaoling, Deputy Director of the Financial and Economic Committee of the National People's Congress, revealed in Beijing that the Financial and Economic Committee of the National People's Congress, together with relevant departments, is working on a livelihood index for 30 provinces nationwide, hoping to promote local governments to improve their work around people's livelihood through the measurement and analysis of livelihood indicators.
She said that the index sets four primary indicators: residents' living conditions, public services, social environment, and ecological environment. The secondary indicators under "residents' living conditions" include consumption, employment, housing, and income distribution; public services include compulsory education, medical care, social security, and social services. Currently, objective indicators have basically been collected and are being calculated; subjective questionnaires are being conducted through the National Bureau of Statistics' Social Opinion Survey Center, with reports expected in April or May. However, the index will not be included in assessment indicators, as intervention would increase if any indicator became an assessment criterion. The hope is that this index system will become a public opinion tool to analyze how the government is performing and promote government improvement through public opinion.
