The 24th executive meeting of the 15th People's Government of Dalian reviewed and approved the "Decision of the People's Government of Dalian on Cancelling, Delegating, and Adjusting a Batch of Administrative Authority Items" (Dazhengfa [2014] No. 50). It was decided to cancel, delegate, and adjust 395 administrative authority items, among which the item "Filing for Operating in the Laundry and Dyeing Industry" was transferred and adjusted from the original implementation by the Dalian Service Industry Committee to management by the Dalian Laundry and Dyeing Industry Association.
Article 5 of the "Management Measures for the Laundry and Dyeing Industry" jointly issued in 2007 by the Ministry of Commerce, the State Administration for Industry and Commerce, and the Environmental Protection Administration stipulates that "Operators shall, within 60 days after obtaining a business license, file with the commerce authority at the same level as the industrial and commercial administrative department of the registration place." Properly handling the filing for operating in the laundry and dyeing industry is an effective way to understand the business conditions of operators in this industry. The Dalian Laundry and Dyeing Industry Association will formulate the management system for filing operations in Dalian's laundry and dyeing industry, organize the implementation of the filing management plan, and cooperate with the industrial and commercial departments to ensure the filing work in the city's laundry and dyeing industry is effectively carried out.
