Guangdong Province Issues Regulations on Laundry and Washing Consumption Dispute Resolution, Introducing Tiered Compensation for Laundry Issues

Southern Metropolis Daily News (Reporter Chen Zhuqin, Correspondent Yang Shuna) Recently, the Guangdong Consumer Council, in conjunction with the Provincial Laundry and Washing Industry Association, released the latest version of the "Guangdong Province Laundry and Washing Consumer Dispute Resolution Measures," which largely aligns with the resolution measures introduced by Guangzhou City a year ago. The controversial clause charging a "storage fee" of 1 yuan per item per day for clothes not picked up after 15 days has been retained.
Laundry fees for insured clothes will increase
Like the old "Measures" from six years ago, the new "Measures" distinguish between non-negotiated and negotiated laundry services. For valuable or commemorative clothes, consumers and operators can negotiate and determine the clothing valuation. If clothes are lost or severely damaged beyond repair due to the operator's responsibility, the operator shall compensate in full according to the negotiated amount.
A slight difference is that under the new "Measures," consumers will pay higher laundry fees, with prices rising from no more than 5% of the valuation to between 5% and 20% of the valuation. Guangzhou's "Measures" stipulate laundry fees at 10% to 20% of the valuation; the new "Measures" have correspondingly lowered the starting price and expanded the risk assessment range. Additionally, the negotiated laundry compensation standard has slightly increased. If insured clothes have quality issues after washing but still have wear value after repair, the compensation amount rises from 25% to 30% of the negotiated amount as stipulated in the old "Measures."
Refined six-level compensation tiers
For claims related to quality defects in non-negotiated laundry, the new "Measures" refine six levels of compensation tiers and add a pre-wash inspection and contract signing process. Compensation for brand-new labeled clothes damaged during washing is the highest, up to 10 to 20 times the laundry fee; for clothes without defects, the maximum compensation is 9 times the laundry fee; for clothes with existing defects, the claim amount is the lowest, only up to 5 times the laundry fee.
The new regulations also specify situations involving damage or loss of buttons and accessories after washing. If the operator cannot provide replacements, they must compensate 1 to 2 times the laundry fee. The new "Measures" add the operator's obligation to notify consumers to pick up clothes, allowing autonomous handling only after 10 days from the notification.
